Police Department CONSEr~T Memorandum TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Chief Dan Hughes ~ SUBJECT: Request to close Third Avenue DATE: October 24, 2005 INTRODUCTION: Council is asked to consider the closure of West Third A venue in front of the new Scott County Jail on November 19th, 2005. BACKGROUND: Scott County Sheriff's Office will be hosting a public open house at their new jail on Saturday, November I 9th, from 10:00 a.m. to 6:00 p.m. They are estimating three to four thousand guests and will be using the Third A venue entrance for staging. Scott County Sheriff's Office requests the closure of West Third Avenue in front of the jail on November 19th, 2005. This will be their main staging area. Scott County Sheriff's Department will provide equipment and staff to close the road and will be using Reserve Deputies to manage pedestrian traffic. In addition, Scott County is expecting many citizens to park in existing parking lots around the court house, and will provide Reserve Deputies to manage this pedestrian traffic. ALTERNATIVES: 1. Authorize the closure of West Third A venue in front of Scott County Jail on November 19th, 2005. 2. Do not authorize the closure of West Third Avenue in front of Scott County Jail on November 19th, 2005. RECOMMENDATION: Alternative #1. Staff recommends aptfroval for Scott County Sheriffs Office to close West Third Avenue on November 19 ,2005. ACTION REQUESTED: If the Council concurs, they should by motion, authorize the closing of West Third Avenue in front of the new Scott County Jail onNovember 19th, 2005. We have been told that a new jail open house will draw 3 to 4,000 people. We would like to close off 3rd Ave in front of the jail as we anti ~ipate a large number of people will gather in that area. The ribbon cutting and the start of the tours will begin a t the garage sally-port off of 3rd. We are using that portion of the building as it provides shelter Incase of inclemE nt weather and can handle the largest amount of people. Can yo J give us permission to close 3rd? We would use the Scott County Highway staff and equipment to set up the appropriate road closed barricades. We are planning on using Reserve Deputies to assist pedestrians in crossing 4th Ave in the area of the justice center i IS we anticipate many visitors will park in the parking lot west of the courthouse and walk to the new jail.
