SUBJECT: Shakopee Sesquicentennial Date

INTRODUCTION
On October 18, 2005, the Historic Preservation Advisory Commission (HPAC) met with the
Council to discuss the activities they have conducted and goals they wish to accomplish. One of
their goals is to participate in establishing a Heritagefest. One element of this activity is a request
that the Council declare the date ofthe City of Shako pee's first incorporation (1857) as the date to
be used in determining when to celebrate the City's sesquicentennial (150 year anniversary). As a
result of such declaration, the City would celebrate its sesquicentennial in 2007.
DISCUSSION
The HP AC conducted research into the "birth date" ofthe Shakopee. While there are many
significant dates and events in the City's history, the members of HP AC concluded that the year the
City was first incorporated, i.e. 1857, is an appropriate milestone event to use for purposes of
establishing a sesquicentennial celebration. In reaching this conclusion, the members of the HP AC
acknowledged that there are a number of other significant dates in the City's history, including;
. The establishment by Thomas Holmes in 1851 of a settlement near the Indian Village of
Chief Shakopee;
. The establishment of Scott County in 1853, with the Board of County Commissioners
selecting Shakopee as the County Seat;
. The surrender of the City's charter in 1861, and its reincorporation in 1870.
ACTION REQUESTED
Offer a motion to approve Resolution No. 6319, a resolution approving the date of 1857 as the year
the City of Shakopee was incorporated, and to establish the year 2007 as the Sesquicentennial for
the City, and move its adoption. ~

RESOLUTION NO. 6319
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ESTABLISHING THE
CITY OF SHAKOPEE'S INCORPORATION DATE AS 1857, AND THAT 2007 BE
ESTABLISHED AS THE YEAR OF THE CITY'S SESQUICENTENNIAL.
WHEREAS, the Historic Preservation Advisory Commission has submitted a request that the
City Council recognize 1857 as the year of the City of Shako pee's incorporation; and
WHE~AS, a settlement was established by Thomas Holmes in 1851 near the Indian
Village of Chief Shakopee; and
WHEREAS, by an act of the Minnesota Territorial Legislature, Scott County was established
and organized in 1853, with the Board of County Commissioners selecting Shakopee as the County
Seat; and
WHEREAS, the City of Shakopee was first officially incorporated and the organization
perfected in 1857; and
WHEREAS, itis further acknowledged that the city organization existed until 1861, at
which time the charter was surrendered and Shakopee lapsed into a township organization,. only to
be reincorporated in 1870; and
WHEREAS, the City Council reviewed this request at its meeting of November I, 2005.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, THAT THE DATE OF THE CITY OF SHAKOPEE'S FIRST
INCORPORATION, 1857, IS A SIGNIFICANT DATE IN THE CITY'S HISTORY, AND
THUS WILL BE USED FOR PURPOSES OF ESTABLISHING 2007 AS THE YEAR OF
THE CITY'S SESQUICENTENNIAL.
BE IT FURTHER RESOLVED, that the City Council of the City of Shakopee encourages all
business and residential property owners, tenants and residents within the City of Shakopee to
organize, conduct and/or partake in a series of events throughout 2007 in celebration of the City of
Shakopee's Sesquicentennial.
Adopted in session of the City Council of the City of Shakopee, Minnesota,
