No. 6317 9:13, CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Assessment Hearing for Valley ViewRoad Improvements, Project No. 2004-3 DATE: November 1,2005 INTRODUCTION: Attached is Resolution No. 6317, a resolution which adopts the assessment for the above referenced proj ect. BACKGROUND: This project has essentially been completed and all project costs identified. The final project cost IS $647,279.83, which consists of construction costs and engineering/administration costs. A breakdown ofthe project costs are as follows: Description Amount City Costs (CIF) $ 77,539.66 Assessments $567,496.17 SPUC Costs $ 2.244.00 TOTAL PROJECT COSTS $647,279.83 The local street equivalent was assessed to benefiting properties, as per policy and the feasibility report. The City costs were for the widening of the road to a collector street. Assessments were based on a front footage method for street, storm sewer and street lights and on an area method for watermain and sanitary sewer improvements. Attached to this memo is the assessment roll for Council consideration and adoption, and a map ofthe project area. A presentation of the final costs and assessments will be made at the Council meeting. ALTERNATIVES: 1. Adopt Resolution No. 6317. 2. Deny Resolution No. 6317. 3. Table Resolution No. 6317 for specific reasons. RECOMMENDATION: Staff recommends Alternative No. 1. ACTION REQUESTED: Offer Resolution No. 6317, A Resolution Adopting Assessments for Valley View Road Improvements, from the East Plat Line of Greenfield Addition to County Road 83, Project No. 2004-3 and move it adoption. 91+~ Jeff Weyandt Assistant City Engineer JW/pmp ENGR/2004PROJECTN ALLEYVIEWIWORDlMEM6317 RESOLUTION NO. 6317 A Resolution Adopting Assessments For Valley View Road, From The East Plat Line Of Greenfield Addition To County Road 83 Project No. 2004-3 WHEREAS, pursuant to proper notice duly given as required by law, the City Council of the City of Shakopee met and heard and passed upon all objections to the proposed assessments of: Valley View Road, from the east plat line of the Greenfield Addition to County Road 83 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. That such proposed assessment together with any amendments thereof, a copy of which is attached hereto and made a part hereof, is hereby accepted and shall constitute the special assessment against the lands named herein. and each tract therein included is hereby found to be benefitted by the proposed improvements in the amount of the assessments levied against it. 2. Such assessments shall be payable in equal annual installments extending over a period of ten years, the first installment to be payable on or before the first Monday in January, 2006, and shall bear interest at the rate of 5.25 percent per annum from the date of the adoption of this assessment resolution. To the first installment shall be added the interest on the entire assessment from the date of this resolution until December 31, 2006 and to each subsequent installment when due shall be added the interest for one year on all unpaid installments. 3. The owner of any property so assessed may, at any time prior to certification of the assessment to the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid within thirty (30) days from the adoption of this resolution; the owner may thereafter pay to the County Treasurer the installment and interest in process of collection on the current tax list, and may pay the remaining principal balance of the assessment to the City Treasurer. 4. The Clerk shall file the assessment rolls pertaining to this assessment in her office and shall certify annually to the County Auditor on or before November 30th of each year the total amount of installments and interest on assessments OIl each parcel of land which are to become due in the following year; Adopted in session ofthe City Council ofthe City of Shakopee, Minnesota, held this day of ,2005. PROJECT LOCATION MAP -- CIMINIIY1'IIIII_ 913 Questions relating to propowed assessment for Valley View Road Project - If assessment is not paid and then placed on the tax role, what is the time ~rame - 5 years, 10 years or whatever? Is interest paid up front or pro rated as balance becomes less? Also, I want to note that we granted an easement on said propety 50" x 50' feet. Tne easement was drawn up by our legal staff at our cost.
