Adjacent to the Scott County Law Enforcement Center

INTRODUCTION:
This item is for Council authorization for the placement of handicapped parking spaces
adjacent to the Scott County Law Enforcement Center. The installation of any regulatory
signs for traffic or parking control must be approved by City Council, per City
Ordinance.
BACKGROUND:
The placement of traffic regulatory control signs is regulated by ordinance and the City
Council must authorize any changes as per Chapter 7, Section 7.03 ofthe City Code.
Attached is a letter from Don Fehr, Facilities Manager of Scott County, in regard for the
need of handicapped parking spaces at the new Scott County Law Enforcement Center
and also a request for the installation of a crosswalk for pedestrian traffic between the
Law Enforecment Center and the Government Center. During the course of this project,
the City Building Official has required the installation of three handicapped parking
spaces to meet the Building Code. As per the attached drawing, two spaces would be on
4th Avenue at the intersection of Fuller Street and one space would be on Fuller Street
near the intersection of 3rd Avenue.
In order to meet the Building Code, and due to the fact that there are no parking spaces
available at the Law Enforcement Center site, the only option that appears to meet the
Building Code is to place handicapped parking spaces on City streets.
Staff has reviewed this request and would agree with the County on a striped crosswalk
on 4th Avenue, between the Law Enforcement Center and the Government Center. The
County would need to install a handicap ramp for the curb and sidewalk along the south
side of 4th Avenue. In regard to the three handicapped parking spaces on City streets,
staff can support this request since it appears to be the only option for the Law
Enforcement Center, at this time, and would need to review final detail plans as to the
placement of these handicapped parking spaces with the appropriate signage. The
County would be responsible for the installation of the crosswalk and handicapped
parking spaces, if approved.
ALTERNATIVES:
1. Approve a motion to allow two handicapped spaces on 4th Avenue near the Fuller
Street intersection and one handicapped parking space on Fuller Street near the 3rd
A venue intersection, with plans to be approved by the City prior to installation.
2. Approve a motion to allow a painted crosswalk for pedestrian traffic between the
Law Enforcement Center and the Government Center on 4th Avenue.
3. Do not approve the handicapped parking spaces on Fuller Street or 4th Avenue.
4. Do not approve a crosswalk on 4th Avenue between the Law Enforcement Center
and the Government Center.
5. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No. 1 and No.2, to allow the handicapped parking spaces
on 4th Avenue and Fuller Street, and to allow a crosswalk on 4th Avenue to allow for
pedestrian traffic between the Law Enforcement Center and the Government Center.
ACTION REQUESTED:
1. Approve a motion to allow two handicapped spaces on 4th Avenue near the Fuller
Street intersection and one handicapped parking space on Fuller Street near the 3rd
A venue intersection, with plans to be approved by the City prior to installation.
2. Approve a motion to allow a painted crosswalk for pedestrian traffic between the

RE: Scott County Law Enforcement Center Handicapped Parking and Pedestrian Crosswalk
Dear Bruce:
This letter is a follow-up to our recent conversation regarding the need for handi~pped parking
spaces at the new LEC, and the installation of a crosswalk for pedestrian traffic between the
LEC and the Government Center.
The City Building Official has requested the installation of three handicapped parking spaces on
the street adjacent to the two main entrances to the building. Two spaces would be on Fourth
Street at the intersection of Fuller, and one space would be on Fuller at the intersection of Third
Street. In addition, the County requests that a crosswalk be installed across Fourth Street on the
East side on Fuller. A drawing indicating the locations of the parking spaces and crosswalk is
enclosed for your reference.
