No. 6311 ~ CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer SUBJECT: Public Hearing for the 1 ih A venue Improvements, Project No. 2006-1 DATE: October 18, 2005 INTRODUCTION: As per Resolution No. 6300, a resolution receiving a report and calling for a public hearing on the 17th Avenue Improvements, Project No. 2006-1, a public hearing is scheduled for October 18, 2005. This agenda item is to conduct the public hearing for the proposed improvements associated with the 17th A venue Improvements. BACKGROUND: On November 16, 2004, City Council ordered the preparation of a feasibility report for the 17th A venue Improvements. The report was completed and accepted by City Council on September 20, 2005. This proposed project includes extending 17th Avenue, from Southern Meadows to CSAH 83. Staffhas met with a majority of the property owners affected by this project. The owner of the property located west of CSAH 83 and north of 1 ih A venue is concerned about access. Access spacing on 1 ih Avenue will be determined by Scott County. PROJECT COSTS: The total estimated project cost for this project is $3,299,782.50. The estimated cost apportionment is as follows: Assessments $2,018,180.62 County $ 942,406.57 SPUC $ 89,113.75 City (CIF Funds) $ 250,081.56 ALTERNATIVES: 1. Adopt Resolution No. 6311, a resolution ordering the improvement and the preparation of plans and specifications for the 17th A venue Improvements, Project No. 2006-1. 2. Deny Resolution No. 6311. This action will halt the project until such time as the City Council reconsiders the resolution. 3. Table Resolution No. 6311, to allow time for staff to prepare additional information and/or revise the feasibility report as directed by City Council. 4. Authorize the appropriate City officials to execute an extension agreement with WSB & Associates, Inc. for design and construction services in an amount not-to- exceed $98,000.00 for design and on a cost reimbursable basis for construction servIces. 5. Do not authorize an extension agreement with WSB & Associates, Inc. RECOMMENDATION: If Council desires to proceed with this project, at this time, then Resolution No. 6311 needs to be adopted, a resolution ordering the improvement and the preparation of plans and specifications. If City Council does not wish to pursue this project for the 2006 construction season, then the appropriate action would be to move the approval of Resolution No. 6311 and vote against the motion. If City Council wants more information on the project and/or to amend the feasibility report, then Alternative No.3 is recommended. ACTION REQUESTED: 1. NOW, THEREFORE, BE ITRESOL VED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. That the improvement is necessary, cost effective and feasible and is ordered as hereinafter described: 17th Avenue Improvements, from Southern Meadows to CSAH 83, and all appurtenant work. 2. Bruce Loney, Public Works Director, is hereby designated as the engineer for this improvement. He shall prepare plans and specifications for the making of such improvements. 3. The work of this project is hereby designated as part of the 2006-1 Public Improvement Program. 4. The City Council shall let the contract for all or part of the improvements as authorized by Minnesota Statutes 429.041, no later than three years from the date of adoption of this resolution. Proposal Dear Mr. Loney: According to our Agreement for Professional Services within the City of Shakopee and Section I-C-2 (Major Projects), this extension agreement is written to provide you with an estimate of cost for engineering services for the above-referenced project. We are proposing to complete the work as detailed in the attached Scope of Services, Exhibit A. The attached work plan describes the approach and tasks proposed to be completed by WSB for the extension of I ih Avenue from 650 feet east of Philipp Avenue to CSAH 83. It should be noted that the work plan includes engineering design services for roadway plans, signal system modifications, storm sewer plans, sanitary sewer plans, and water main plans, along with project coordination, right-of-way parcel drawings and descriptions, and acquisition. WSB proposes to utilize Wilson Development for the right-of-way acquisition of the needed right-of-way and easements for the project. Wilson Development was utilized by Scott County for right-of-way acquisition for the CSAH 83/CSAH 16 and County Road 79 projects in Shakopee, which will he1p.expedite the acquisition process. It is WSB' s understanding that a majority ofthe design survey work is complete and no Feasibility Report will be required. Subsoils information will be utilized from previous adjoining projects in the area and any additional soil borings will be considered additional services. WSB will collect previous topographic information from the adjacent developers for the development of base maps for design. It is further understood that the City of Shakopee is requesting WSB to provide the construction surveying and the City will provide the construction observation and materials testing during construction. WSB is available, if requested by the City, to provide the on-site construction management and inspection. September 2, 2005 Page 2 Weare proposing to complete the design portion of this work, as described in the attached scope of design services, on a cost-reimbursable basis in accordance with our current fee schedule. Engineering services for the design and right-of-way services phase are estimated between $91,000 to $98,000 of which $13,000 is for appraisals and right-of-way services. It is proposed that all work under the design portion of the contract would be considered complete after the preconstruction conference. We propose the construction and survey phase of this proj ect, as described in the attached scope of services, on a cost-reimbursable basis in accordance with our current fee schedule. Construction surveying services for the construction phase ofthe contract are estimated between $62,500 to $67,500. It is proposed that all work under the construction portion of the contract be considered complete after the record drawings have been completed and accepted by the City. Construction management and inspection are extra services and could be initiated after the preconstruction meeting, if so requested by the City. We are available to begin work as soon as authorized by the City, and we anticipate we will complete the project according to the following schedule, assuming that we receive the notice to proceed on September 19,2005. Project Management This task includes planning and coordination of all work tasks, establishment and monitoring of budgets, meetings, and correspondence with the City of Shakopee, Scott County, S.P.D.C., Wilson Development, and Mn/DOT State Aid on a periodic basis. The project manager will provide technical direction on all aspects of the project review, all work products, and prepare monthly progress reports. The project manager will serve a primary role in the many design considerations. Don Sterna is proposed to manage the project for WSB & Associates, Inc. (WSB). 2. Data Collection Available data will be collected from the City of Shako pee, Scott County, Mn/DOT, private utility companies, and adjacent developers as necessary, to prepare the construction documents. 3. Soils Report Soils information will be utilized from previous adjoining projects and the adjacent mining to the south of the project. Any additional soil borings will be considered additional servIces. 4. Design Survey WSB has collected topographic information from the adjacent developments which will be utilized in the fmal design. WSB has previously completed a field survey through the project corridor and anticipates some additional detail design survey will be needed to confirm critical design infonnation. Vertical and horizontal control will be tied into the adjacent CSAH 83 and I th Avenue extension projects, completed in the past four years. 5. Construction Plans The construction plan phase involves the bulk of our final design effort. The plans will be developed meeting Mn/DOT State Aid standards. WSB will forward a copy of the final plans to Scott County and Mn/DOT State Aid. for review. It is WSB's understanding that 17th A venue will be a four (4) lane divided urban roadway with right and left turn lane channelization at intersections. Also, the in-place signal system at CSAH 83 will need to be modified to accommodate the 1 ih A venue connection. WSB will prepare a set of detailed construction plans for the grading, surface drainage, paving, and signal modifications in accordance with Mn/DOT and County State Aid Highway standards. We will coordinate our work closely with Scott County and the City of Shakopee, along with S.P.U.C., during the design process to ensure that the County's and City's expectations are satisfied. A final set of plans will be submitted to the County, City, S.P.D.C., and State Aid for their review and approval. The final construction plans will include the following: . Title Sheet and Index Map . General Layout . Estimated Quantities . Typical Sections . Miscellaneous Details . Construction Staging/Traffic Control Plan . Alignment Plans and Tabulation . Construction Plan and Profile . Drainage Plan, Details, and Quantities . Water Main / Sanitary Sewer . Turf Establishment / Erosion Control Plans . Signal System Modifications . Signing and Striping Plans . Cross-Sections 6. Drainage Analysis It is assumed that 17th Avenuewill continue to be an urban design with storm sewer. An analysis ofthe drainage area will be conducted to detennine any special stormwater management or ponding needs. This analysis would verify the flow rates and determine . what water quality and/or rate control will need to be designed into the project. This analysis would include catch basin spacing, per Mn/DOT State Aid standards, and pipe sizing of all storm sewer under the roadway, as well as pond outlet control structures. 7. Easements/Right-of- Way Right-of-way pennanent draining and utility and temporary easements will be necessary to complete the extension of 17th A venue to CSAH 83. It is WSB' s understanding that the parcel drawings and right-of-way and easement descriptions will be prepared and acquired by WSB. WSB proposes to utilize Wilson Development, Inc. to complete the appraisal and acquisition of the necessary right-of-way and easements. The City Attorney will prepare the documents for signatures. The actual land acquisition costs will be paid by the City. 8. Permits Permits will be acquired as apart ofthe construction plan preparation. WSB will prepare and apply for the necessary construction permits. The cost of the. pennits would be paid by the City of Shakopee. 9. Project Bidding Upon approval ofthe bidding documents by the City, WSB will sell and distribute the necessary number of plan and specification sets to the contractors for bidding. The City will be responsible for the expenses of the plan and specification printing. Construction Administration This task includes construction administration and coordination of all WSB work tasks, establishment and monitoring of budgets, and correspondence with the City of Shakopee, Scott County, and S.P.U.C. on a periodicbasis. The construction manager will provide technical direction on all aspects ofthe project design and attend weekly meetings if requested. The City of Shako pee will run the weekly construction meeting and provide the weekly meeting minutes. The City of Shakopee will be responsible for any monthly work completed to date and summary of quantities for monthly payment vouchers. WSB staff is available to assist the City, if so requested, and would perform the management as an extra to this contract. . Construction Observation All construction observation will be performed by the City of Shakopee. WSB construction staff is available to assist the City, if so requested, and would perform these services as an extra to this contract. . . Construction SurVeyin2 WSB will provide a survey crew to do all construction staking 'for this proj ect, including construction limits, roadway grading, alignments, storm sewer, water main, sanitary sewer utility, street facilities and appurtenances, signage locations, and any other survey needs for this project for the work identified in the construction plans as prepared by WSB for the 17th A venue extension. . Material Testiu2 Material testing will be performed by the City and/or the City's designated testing finn. The City of Shakopee will be responsible for coordinating the testing and the costs of the material testing. . Record Drawiu2s This task includes surveying the field constructed utilities and other constructed improvements to record the field-constructed locations and elevations of the new facilities within the County roadway right-of-way. Once the field survey is complete, WSB will revise the construction plans to reflect the field-constructed conditions and provide record drawing documents for future use by the City and County.
