CITY OF SHAKO PEE
Memorandum
CASE LOG NO.: NA
TO: Honorable Mayor and City Council
Mark McNeill, City Administrator
FROM: Historic Preservation Advisory Commission
Mark Noble, Planner I
SUBJECT: Historic Preservation Workshop
MEETING DATE: October 18, 2005
INTRODUCTION:
The Historic Preservation Advisory Commission has requested a meeting with the City
Council to discuss a nuniber of issues, including a review of what actions the
Commission has taken since their establishment, and what actions the Commission
proposes to accomplish in the near future; to ensure that the Commission is proceeding in
a fashion that is consistent with the Council's intent. The Commission will also have an
opportunity to discuss future events and endeavors that they wish to undertake, including
the establishment of a Heritage Festival for Shakopee. I have attached a more detailed
list of items that the Commission wishes to discuss with the Council, as well as related
attachments.
The first item for the Council pertains to a short presentation by Commissioner Don
Wagner of a DVD that highlights historic structures/sites of Shakopee. The Commission
would like to discuss with the Council whether this would be acceptable to be broadcast
on the Public Access Channel, and whether it could be made available to the public.
Secondly, the Commission would like to share with the Council the activities that they
have been working on since their establishment this past June. This includes the
establishment of criteria for evaluating historic structures and/or sites, data collection
practices, and methods for research activities. Scott County Historical Society (SCHS)
have been active in assisting the Commission with establishing criteria, making known a
number of research opportunities, as well as attending the Commission meetings and
being available to assist with a number of questions/issues that have been raised at the
Commission meetings. An example of a historic sites inventory fonn is attached for the
Council's infonnation.
A third point they would like to discuss pertains to the actual research that the
Commission would like to conduct. Attached is a draft letter that the Commission would
like to. distribute to property owners located in the first phase of their research area, which
encompasses the area bordered by Rahr's to the west, Bluff Avenue to the north,
Veteran's Memorial Park to the east, and 2nd Avenue to the south (see attached map);
provided the City Council supports this proposed action.
Fourth, the Commission would like to discuss with the Council their interest to partake in
the review and approval of candidates for the Downtown Fayade Improvement Program.
Fifth, the Commission has prepared a list of short and long tenn goals of what they would
like to accomplish, and would like to discuss with the Council their thoughts and
perceptions of the proposed goals.
Lastly, the Commission would like to discuss with the Council a proposal to establish a
150th (Sesquicentennial) Anniversary celebration of the City of Shakopee. The SCHS has
been involved in the research regarding this proposal, and with the Council's support, the
Commission would like to begin planning this event for occurrence in 2007.

Dear Shakopee Home Owner,
The Shakopee City Council has formed an Advisory Commission for the purpose of advising
the City in the identification and preservation of historic structures and features within the
City. One ofthe goals of the Commission is to research, define and document our cities
historic buildings and sites.
The Shakopee Historic Preservation Advisory Commission (HP AC) will be working in your
neighborhood, documenting homes and businesses for historic research. Shakopee is one of
the State's oldest communities; we want to be able to celebrate this fact by creating a database
of thoroughly documented information on historic assets.
We are looking at age of homes, building materials, architectural design characteristics and
connections to historic people or events in Shakopee's history. The researchers will not need
to enter your home to do their research, but would cherish the opportunity and accept any
information (pictures, documentation, stories etc.) homeowners may have regarding their
property.
The Shakopee HP AC is not collecting information for assessments or of code violations. We
do not want Shakopee residents to feel concerned in any way by our research. All researchers
will be working in small groups and wearing name tags identifying themselves as Shakopee
HP AC members, and will be very discreet in their research activities.
We will be in your neighborhood , during the
hours of
We would like to thank you in advance for your cooperation. If you have questions, or do not
wish to be included in this research project, please contact at
.
Sincerely,
Jay Whiting
