INTRODUCTION:
This agenda item is a request from City staff to execute an extension agreement with
WSB & Associates, Inc. to perform a preliminary design survey for the above referenced
project.
The City received three proposals to complete the work ranging from $11,500.00 to
$15,000.00. Attached is an extension agreement for a not-to-exceed price of $11,500.00
from WSB & Associates, Inc.
In order for this project to be completed during the 2006 construction season, a
preliminary design survey must be completed at this time so design of the project can
take place over the winter.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. to perform a preliminary design survey for this project.
2. Do not authorize the appropriate City officials to execute an extension agreement
with WSB & Associates, Inc. to perform a preliminary design survey for this
project.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, in order for this project to commence.
ACTION REQUESTED:
Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. to perform preliminary design survey for the 2006 Reconstruction,
Project No. 2006-2.

Surveying Services
2006 Street Reconstruction Project
Dear Mr. Weyandt:
According to our Agreement for Professional Services within the City of Shakopee and Section
I-C-2 (Major Projects), this extension agreement is written to provide for preliminary design
surveys and construction surveying services for the above-referenced project.
It is our understanding that this project consists of approximately 11,000 linear feet of street and
utility reconstruction on eleven (11) blocks of urban streets in the older sections of the City. Our
proposal to complete this work is as follows:
1. Preliminarv Design Surveys:
A quality design starts with having a thorough, preliminary design survey. WSB & Associates,
Inc. (WSB) prides itself on the fact that our skilled, well trained, and experienced survey crews
can provide a very complete and detailed topographic survey ofthe project area.
The survey control for the project area will be established with our Trimble GPS receivers. The
holizontal datum will be on the Scott County Coordinate System. The vertical datum will be on
the NGVD 29 sealevel datum. This is consistent with other survey projects we have completed
for the City.
We will provide a complete topographic survey of the project area extending 10 feet beyond the
existing right-of-way lines. Cross section data would be collected at 50-footintervals and, at a
minimum, will include the centerline, gutter-line, top of curb, sidewalk, right-of-way line and
extend 10 feet past the right-of-way line, as well as any grade breaks along the cross-section.
Cross-sections will also be taken and all high and low points along these roadways. All
topographic features will be located including, but not limited to, match in points, manholes,
catch-basins, hydrants, valves, curb stops, both sides of all driveways, trees, light poles, street
signs, property irons, and other visible private utility company installations.
Also included will be the inverts and pipe sizes of all sanitary sewer manholes, stornl sewer
manholes, and catch-basins. We will coordinate the boring locations with Allied Test Drilling
Company and perform the Gopher State One Call for the locates on the private underground

utility installations, After the private utility locates have been marked in the field, we will stake
the boring locations and survey the private underground utilities that have been marked in
response to our Gopher State. One Call locate request. We will coordinate the location of all curb
stops with Shakopee Public Utilities Commission.
All of the survey data will be delivered to you in a comma-delimited ASCII file, which will
include the point number, northing, easting, elevation and description of all survey shots taken in
the field:
The survey will be completed, in its entirety, prior to November 30,2005.
Weare proposing to complete this preliminary design survey work on an hourly basis, as
necessary in accordance with our current fee schedule, with a not-to-exceed fee of $11 ,500.00.
II. Construction Stakim~::
WSBwill provide the construction staking required for this project on an hourly basis, as
necessary, in accordance with our current fee schedule with a not-to exceed fee of$55,000.00.
This includes all costs, including mileage, hubs, lathe, and final as-built survey data for the City
to use in the preparation ofthe'record drawings.
Weare available to start this work as soon as it is authorized and look forward to the opportunity
