POTENTIAL SCHOOL SITES EV ALUA TION
for
Shakopee Public Utilities Commission
Water and Electric Service
Site A
(West of) CR 15 and (north of) CR 78 re: DR Horton Development/Ryan Contracting
. The proposed school location is in the 2nd high elevation service district for water
servIce.
. A water pressure booster station, water supply wells and pump house and an
elevated storage tank are required to serve this area ofthe 2nd high elevation
service district. Depending on the timetable, the proposed school and surrounding
development may accelerate the installation ofthesefacilities.
. Planned trunk water mains in the vicinity include: a 12-inch water main along CR
15 from 17th Avenueto 128th Street, a 16-inchwater main along 128th Streetfrom
west of CR 15 to CR 79 and a 16-inch water main west of and parallel to CR 15
between CR78 and 128th Street. Depending on the timetable, the proposed
school and surroundirig development may accelerate the installation of these trunk
water mains.
. Electric service would be from the South Shakopee substation initially from
transformer # 1, with ultimate service from the proposed transformer #2.
Depending on the timetable, the proposed school and surrounding development
may accelerate the need for transformer #2 and the extension of associated
additional feeder circuits from the South Shakopee substation.
Site B
(East of) CR 15 and (south of) 1 ih Ave re: Countryside South by Tollefson Development
. The proposed school location is in the 1st high elevation service district for water
servIce.
. Planned trunk water mains inthe vicinity include: a 12..inch water main along 1 th
Avenue, a 16-inch water main along 128th Street east ofCR 15to CR 79 and a 12-
inch water main along CR 15 from 17th A venue to 128th Street. The proposed
. .
school and surrounding development may accelerate the installation of these trunk
water mains.
. Electric service would be fromthe South Shakopee substation initially from
transformer #1, with ultimate service from the proposed transformer #2.
Depending on the timetable the proposed school and surrounding development
may accelerate the need for transformer #2 and the extension of the associated
feeder circuits from the South Shakopee substation.
Site C
(South of) CR 16 and (east of) future CR 21 re: Shutrop South by Tollefson Development
. The proposed school location is on the boundary between the normal elevation
service district and the 1 st high elevation service district for water service. This
situation is similar to Sun Path Elementary where it was determined to be
advantageous for fire protection to have the school in the higher-pressure zone.
. A water pressure booster station is required to provide service in this area of the
1 st high elevation service district. The area is isolated from the majority ofthe 1 st
high elevation service district further to the west due to the large land holdings of
the Mdewakanton Community. An option to the boosterstation that would be
worth exploring involves seeking permission for a transmission water main across
the Mdewakanton property to connect this area to the balance of the 1 st high
elevation service district. The decision by the Commission on the best alternative
to serve this area may be driven by the development timeline. Depending on the
timetable, the proposed school and surrounding development may accelerate the
installation of the booster station.
. Planned trunk water mains in the vicinity include: an I8-inch water main along
CR 16 east and west of CR 21 and a 12-inch water main extended south of CR 16
in the vicinity of CR 21. Depending on the timetable, the proposed school and
surrounding development may accelerate the installation of these trunk water
mams.
. Electric service would initially be from the Dean Lake substation, with ultimate
service from the proposed Pike Lake substation. Depending on the timetable, the
proposed school and surrounding development may accelerate the extension of
portions ofthe feeder circuits from the future Pike Lake substation prior to the
substation's actual construction.

Re: Shutrop School property
Dear Jon-
Tollefson Development is pleased to present you an offer for the purchase of
approximately 21 acres ofth~ Shutrop propeny. We would offer to sell 'the property to
the school district at $110,000.00 per acre for a total of approximately $ 2,310,000.00 .
This is below our cost for the property. We feel schools are vital part of the community
and want to support them wherever we can. We would be responsible for installing the
infrastructure to your property including roads, sanitary, water and stonn sewer. Yau
,would be responsible fOr the grading of the property and the extension of utilities and
driveways from the property line to your buildings. We would work with you on creating
an overall grading plan and storm water plan for the entire property that balances the dirt
and creates and efficient stonn water management system
We feel this is an excellent location for a new grade school based on the amount of
housing activity that is taking place in the area. There is excellent transportation access
to tile location. It is a great fit within our traditionally designed master plan and would
provide walJkable access to the scbool and other amenities. Thank you for your

CITY OF SHAKOPEE
Memorandum
CASE LOG NO.: NA
TO: Honorable Mayor and City Council
Shakopee Department Heads
FROM: R. Michael Leek, Community Development Director
SUBJECT: Workshop Discussion with IDS 720 (District) Board regarding Potential
Elementary School Sites
MEETING DATE: October 4, 2005
INTRODUCTION:
The Council and District Board will meet to discuss sites that the Board is evaluating for future
elementary school sites, steps that need to be taken, improvements that will need to be made, and
potential tirnelines to bring those sites on-line.
DISCUSSION:
The Board has been searching for elementary school sites, and as a result of that search has had
discussions with two developers(D.R. Horton/Ryan Contracting and Tollefson Development) about
three potential sites. These sites are as follows;
. West of CR 15 and on the north side of CR 78;
. North ofCR 78 and on the ~y side ofCR 15;
. South of CR 16, east of CR 83, along the proposed alignment of future CR 21.
Each of these sites poses some challenges. A partial list of these is outlined below.
. West of CR 15 and on the north side of CR 78;
. Final resolution ofthe question of whether the site, and surrounding proposed residential
development, can be served by existing sanitary sewer capacity in the Shakopee-Chaska
Interceptor.
. Need to construct additional water storage and booster station facilities to serve the area.
. Time available to execute the offer to the District.

Mr. Jon McBroom, Superintendent
Shakopee Public Schools-ISD 720
505 S. Holmes Street
Shakopee, MN 55379
Re: Bluffs at Marystown / Elementary School Site
Dear Superintendent McBroom:
This letter is offered by Thomas J. Ryan and D.R. Horton, Inc. of Minnesota (collectively, the
"Developer") as the developer of the Bluffs at Marystown, located at the southwest quadrant of
the intersection ofTH 169 and MarystownRoad (the "Project"). The purpose of this letter is to
outline the terms of the Developer contribution of 13:1: acres of the Project for an elementary
school site, together with approximately 5 acres for acity/school neighborhood park between
Marystown Road and Old Brickyard Road on CSAH 78-130th Street. We believe the terms are
consistent with previous conversations and meetings between the Developer, its representatives
and the representatives of Shakopee Public Utilities Commission ("SPUC"), the City of
Shakopee (the "City"), and Shakopee Public Schools-ISD 720 (the "School District")
1. . Contribution of Land to School District. Not later than April 1, 2006 (the "Delivery
Date"), and subject to the terms and conditions provided herein, the Developer will
contribute to the School District marketable title to a 13:1: acre parcel depicted on the
attached Exhibit A for construction of an elementary school (the "Elementary School").
2. Sanitary Sewer Plan Amendment. The Developer shall, at its expense, and in
cooperation with the City and the School District, secure a. comprehensive plan
amendment to be approved by the City and the Metropolitan Council authorizing and
facilitating the extension of sanitary sewer to the Eleme~tary School site.
3. Annexation. Land Use Plan Amendment. Zoning and Utility. The Developer and the
School District understand the Elementary School site is to be developed asa part of
the larger mixed-density, multi-phased, residential development known as the "Bluffs
at Marystown" consisting of approximately 320 acres and 650 dwelling units, parks,
trails, preserved open spaces and neighborhood commercial.. The Developer, at its
expense and in cooperation with the School District, will apply for and secure approval
of the Orderly Annexation Agreement, land use amendments to the City
Comprehensive Plan and zoning approvals for concept approval of the Bluffs at
Marystown by the Delivery Date. The Developer shall provide for the phasing and
construction of utilities within the Project so as to provide sanitary sewer and water
service to the Elementary School site not later than December 1, 2006.
<~
~ 4. Credit for Neighborhood Park. Based upon earlier discussions with the City, the
Developer is anticipating dedication credit for the City/School 5-acre neighborhood
park to be dedicated to the City and adjacent to the Elementary School site.
5. Stormwater Storage. Facility. The School District understands that it will be
responsible. for the costs to improve the stormwater storage facility to be constructed
north of the Elementary School site. The School District will be responsible for its
portion of costs based. upon its share of drainage contribution to the total sizing of the
stormwater facility.
6. Site Grading, Street and Utility Costs. The School District shall, in its sole discretion
be responsible for its site grading, and its share of street and utility costs to serve the
Elementary School site. These costs may be levied as special assessments by the City.
The School District understands it may be responsible for oversizing costs of sanitary
sewer and water ifoversizing is required to serve the Elementary School site.
We very much look forward to the successful development of the Elementary School site in
southwest Shakopee. If you should have any questions, please contact Bob Erickson, Land
Manager, at (952) 985-7842 or Tom Ryan at (952) 894-3200.
Sincerely,
c: Mayor John Schmitt

SITE
The Bluffs at Marystown unfolds over rolling hills carved by ancient glacial waters. A forested bluff stretches south-
west from the northwest corner of the site. A parallel ravine runs through the heart of the property. Three
distinct groves of trees are scattered across the hills. These natural features unite the site and give it a unique spirit.

Shakopee has been a thriving river town for almost
150 years, and its long history is visible in its beautiful
downtown neighborhoods. Many of the homes are built
from the local red limestone bricks in traditional Ameri-

The site's rolling hills were formed by glaciers at the end of the last

) The site plan must respond to several unique features, both natural
I ANALYSIS and man-made. The wooded areas and the gullies create natural
I green spaces throughout the site. Several places provide excellent
long views. The park and churches are places to connect with the
larger community. Steep slopes and the gas lines should be avoided.

variety of neighborhoods centered around focal points and con-
CONCEPT SITE PLAN nected by greenways and parkways. This plan responds to the
opportunities and constraints shown in the analysis diagram. WIth
