CITY OF SHAKOPEE CONSENT
Memorandum
TO: Mayor & City Council
Mark McNeill, City Administrator
FROM: Joe Swentek, Proj ect Engineer
SUBJECT: Ridge View Farms Addition Wetland Replacement Plan
DATE: September 20, 2005
INTRODUCTION:
Tollefson Development, Inc. (Acorn Environmental Consultants, Inc.) has submitted a complete
Wetland Replacement Plan application. Staff along with a Technical Evaluation Panel (TEP) has
reviewed the application and determined the requirements of the Wetland Conservation Act
(WCA) have been met by this plan. The replacement plan must be acted upon by the City
Council in their roll as the Local Governing Unit (LGU) for the WCA of 1991. Attached for
Council consideration is Resolution No. 6302, a resolution approving the Wetland Replacement
Plan for Ridge View Farms Addition.
BACKGROUND:
The Wetland Replacement Plan, as proposed by Tollefson Development, Inc., would fill
approximately 1.34 acres of wetland. The impacted wetland is proposed to be replaced offsite by
constructing approximately 0.76 acres of new wetland at the Countryside Addition site within the
City of Shakopee and constructing approximately 0.31 acres of new wetland at the Maple Glen
2nd Addition site located South of Spring Lake Township (5.5 miles South of Ridge View
Farms). Additionally, the impacted wetland is proposed to be replaced by withdrawing 1.62
acres of wetland bank credits from within the watershed.
The City requested a site visit and review of the plan by the TEP, which consists of a City staff
member, a representative from the Soil and Water Conservation District (SWCD) and a
representative from the Board of Soil and Water Resources (BWSR). The TEP, established by
the WCA, provides professional, technical review of wetland issues to the LGU. The TEP has
reviewed the site and the replacement plan and is recommending approval of the plan. City staff
and the TEP consider the application complete. Please see the attached letter from the Scott Soil
and Water Conservation District dated September 13,2005.
The Wetland Replacement Plan is being proposed to accommodate local streets providing a
necessary link for traffic in the vicinity of the Ridge View Farms Addition. The Wetland
Replacement Plan is also being proposed to provide higher quality replacement wetlands, as
opposed to the isolated wetlands that would have resulted from avoidance.
AL TERNATIVES:
1. Adopt Resolution No. 6302.
2. Deny Resolution No. 6302.
3. Table for additional information from staff.
