Bonestroo, Rosene, Anderlik & Associates completed the design of Phase I of the River District Sewer Reconstruction Project which was completed in 2004. Attached is an extension agreement and a letter from Bonestroo, Rosene, Anderlik & Associates outlining the background on this project. ALTERNATIVES: 1. Authorize the appropriate City officials to execute an extension agreement with Bonestroo, Rosene, Anderlik & Associates to perform design engineering services on this project. 2. Do not authorize the appropriate City officials to execute an extension agreement with Bonestroo, Rosene, Anderlik & Associates to perform design engineering services on this project. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, in order for this project to commence. We are proposing to complete the work as detailed in the attached scope of services, Exhibit A. As discussed at recent meetings, Scott County is planning to reconstruct County State Aid Highway (CSAH) 101 from the east side of Marschall Road (CSAH 17) to 1,300 feet east of CSAH 17 in 2006. The City of Shakopee and Shakopee Public Utilities Commission are proposing to replace ex.isting utilities in this corridor, and the City is also looking at incorporating interceptor improvements adjacent to this project. The City Staff and our office have been working with the County in relation to the East River Interceptor Replacement due to the poor condition of the existing sanitary sewer in this area and its location under existing mobile homes. The City had previously authorized us to proceed with design of a partial replacement of this interceptor as part of the West River Interceptor Improvements due to maintenance concerns with the existing sewer line.. Three alternatives were reviewed along with preliminary designs in 2004. Atthat time and since the County had not yet identified a scope of improvements along CSAH 101, the initial interceptor improvements would have resulted in the City paying for removal and restoration of portions of CSAH 10 I as well as other associated costs. Byreplacing aging utility infrastructure in conjunction with the CSAH 101 Project, the City will reduce costs associated with removal and restoration of CSAH JO I. The City will also reduce their risk for emergency repairs and traffic disruptions in the future in this corridor. Approximately 1,200 feet of sanitary sewer replacement is proposed to be added to the previously proposed 900 feet of replacement. Also, approximately 1,050 feet of watermain replacement is being proposed to be added to the project These utilities would be included in the County project. Our previous engineering agreement with the City of Shakopee does not include the design of this additional sanitary sewer or watermain replacement. Also, various easement acquisition, permits, and additional coordination with SPUC, Scott County, and MNDOT State Aid were not part of the previous agreement. The attached Work Plan describes the approach and tasks proposed to be completed by Bonestroo, Rosene, Anderlik and Associates, Inc. (Bonestroo). We estimate the additional fee to complete the design will be $30,000 and a fee not to exceed $35,000. . 81. Paul, 81. We will review our progress monthly and will not exceed this amount without your prior approval. We can continue work on the additional utilities as soon as authorized by the City and complete the project according to Scott County's preliminary schedule of bidding the project in Winter 2006. The City of Shakopee agrees to reimburse Bonestroo for these services in accordance with Section 4 of the agreement for professional services. Attachment City Administrator City Clerk Mayor Date Exhibit A East River Interceptor and Watermain Replacement Shakopee Project No. Bonestroo Project No. 77-05109-0 WORK PLAN - Project Management - This task includes planning and coordination of all work tasks, estabJishment and monitoring of budgets, and correspondence with the City of Shakopee on a periodic basis. The project manager. will provide technical direction on all aspects. of the project, review all work products, and prepare monthly progress reports. The prqject manager will serve a primary role in the many design considerations. . Data Collection - Available data will be collected from the City, Scott County, MCES, private utilities, and adjacent property owners as necessary. to prepare the construction documents. - Soils Report - Bonestroo will sub-contract with American Engineering Testing (AET) for the soils report. AET will drill test. borings, conduct laboratory testing, and provide recommendations for pipe support, excavation, and backfill for all pipe installed on the project. A $3,000 allowance for the soil borings, laboratory testing, and soils report has been included in Bonestroo fee estimates. Bonestroo will invoice the City of Shakopee for the actual cost with no mark-up for overhead or profit. - Field Survey - Additional topography, sanitar'y sewer and water main locations, and private utilities affecting the sanitary sewer and watermain will be taken on those areas not yet surveyed related to the sanitary sewer and watermain work. . Construction PJanlBidding Documents - The construction planslbidding documents phase included in the project fee are as follows: Description of the Proiect Scott County is planning to reconstruct County State Aid Highway (CSAH) 101 from the east side of Marschall Road (CSAH 17) to 1,300 feet east of CSAH 17 in 2006. The City of Shakopee and Shakopee Public Utilities Commission are proposing to replace existing utilities in this corridor, and the City is also looking at incorporating interceptor improvements adjacent to this project both to the north and south side of CSAH 101. The north side would relocate the sanitary sewer from under existing mobile hames and the south side would replace the sanitary sewer at or near the existing sanitary sewer from the north side 'Of the existing railroad tracks to CSAH 101. The sanitary sewer and watermain will be placed in the same trench as the existing utilities in CSAH 101. Design Flow Bonestroo will revisit the design flow projections in the City's Comprehensive Sewer Plan as well as discuss with recent staff review to confirm the proper capacity and size of the replacement interceptor, Interceptor Replacement Aportion of the replacement interceptor will be constructed adjacent to the MCES forcemain on the north side of CSAH 101 and west of the Mobile Home Park. MCES has requested that a temporary forcemain be set up during construction. Rock ex.cavation will be needed based on existing boring information in this area. A sewer line will be placed along the north side of the Mobile Home Park to the location of the existing manhole to pick up the commercial properties to the east. The sewer line in CSAH 101 will. be located in the same trench as the existing sanitary sewer and watermain to minimize rock excavation in this area. Final alignment of the sewer line between CSAH 10 1 and the north side of the existing tracks will be finalized with the plans. The existing sanitary piping will be replaced with SDR 26 pipe based on previous discussions with CityStaff. Sanitary sewer pipe placed in the same trench as watermain generally needs to be a C900 PVC (or DR 18) or equivalent material. Bonestroo will coordinate with Scott County on placing new rim elevations to match their new roadway design and profile. Continuous sanitary sewer service must be provided by the sanitary replacement. An obvious goal of the prqject should be to keep the existing interceptor in operation until the replacement interceptor can be placed in service. However, due to site constraints along the alignment in CSAH 10 1, it will be necessary to take portions of the ex.isting interceptor out of service to permit construction of the replacement interceptor,. Bonestroo will evaluate the required construction sequencing during design. Temporary pumping and temporary connections will be specified and detailed, as necessary. Sanitary Sewer Services Active sanitary sewer laterals will be reconnected to the new sewer line. Bonestroo will review with City Staff any inactive laterals that may exist and determine how these will be abandoned or reconnected with the project. Bonestroo will prepare specifications, drawings, and details for disconnecting these services from the existing interceptor and reconnecting them to the replacement interceptor. Storm Sewer Storm sewer will be designed by Scott County and reviewed by City Staff. Bonestroo will collect this design information from the County and indicate storm sewer pipe and structures, crossing elevations, and pipe size information on the sewer and water plan sets to be inserted in the County Plan Set. Watermain Bonestroo will show replacement of the existing watermain in the same trench as the sanitary sewer in the CSAH 10 1 corridor as per Shakopee Public Utility Commission (SPUC) direction and specifications.. Bonestroo will review with SPUC any inactive services that may exist and determine how these will be abandoned or reconnected with the project. Bonestroo will also review with SPUC the acceptable downtime for water service in the area and address in the plans and specifications. Bonestroo will prepare and reference existing specifications, drawings, and details for the prqject as well as prepare contract documents for disconnecting inactive services from the existing watermain or reconnecting them to the replacement watermain. Active existing services will be reconnected to the new main. Plan Review Meetin~s Bonestroo will schedule review meetings with the City of Shakopee, SPUC, and Scott County and prepare minutes of meeting discussions. OUf fee is based upon three (3) review meetings with each group. Easements Drawings will be prepared showing the permanent and temporary easement areas that the contractor may utilize during construction as part of the plan set. Easement descriptions/drawings and acquisition will be included in our fee. The fee is based upon two (2) meetings with four (4) agencies or property owners including the owner of the Shakopee Valley RV Park, MCES, the owner of the parcels to the west of the mobile home park, and the owner of the parcels adjacent to the existing sewer line south of CSAH 101 and north of the existing railroad. Any appraisals and recording of the easements will be by others.. Final Design This phase will include the development of bidding documents as necessary to facilitate construction, as well as receive the necessary agency approvals. Preparation of these documents includes, but is not limited to, the following tasks: - Existing utilities and removal plans for sanitary sewer outside of the CSAH 101 ROW to insert in County plan set (State Aid format) - General details and construction notes - Erosion control/landscaping in areas outside of CSAH 10 1 - Construction staging of sanitary sewer and water replacement - Interceptor Sanitary Sewer plans in CSAH 101 and defined areas to the north and south - Watermain plans in CSAH 101 - Sanitary sewer service plans to insert in County plan set (State Aid format) - Water service plans to insert in County plan set (State Aid format) - Restoration plans (outside of CSAH 101 ROW) to inselt in County plan set (State Aid format) - Specifications for sanitary sewer, watermain, and any restoration not covered in the County work - Quantitiesto insert in County plan set (State Aid format) and bidding documents - Bonestroo will utilize the standard City of Shakopee and SPUC specifications and details a. Project-specific items will be addressed in a special provisions section, as well as a supplementary general condition section. Permits Bonestroo will prepare permits to the MPCA (Sanitary), Minnesota Department of Health (MDH) (Water) , Scott County (Utility work in ROW), MCES (work in easement area), and possibly Railroad Permits if work is done in rajlroacl right of way in connecting to the manhole to the north of the railroad. Proiect Bidding Upon approval of the bidding documents by the City, Bonestroo will deliver the necessary number of plan sets to the City and County for distribution. Bonestroo will bill the City for the expenses of the plan printing. Construction Staking This will be addressed at the time theprqject is awarded. Construction Management I Observation This will be addressed at the time the project is awarded. I Record Drawings These will be completed on a cost-reimbursable basis upon completion of the project
