J~ MEMORANDUM To: Mayor and City Council CONSENT Mark McNeill, City Administrator From: Andrea Weber, Park and Recreation Landscape Design Date: September 20, 2005 Subject: Tahpah Park Concept Plan and Feasibility Study, Project PR 2006-1 INTRODUCTION The recently adopted Capital Improvements Project Budget includes work that will improve and enhance several of the facilities at Tahpah Park. Staff is seeking approval from City Council to prepare Concept Plans for these improvements and a feasibility study to determine cost estimates. BACKGROUND The following is a list of the main items to be addressed at Tahpah Park which would be included in this project. . Parking Lot Reconstruction; the existing paved and the existing gravel parking lots would be reconstructed with curb and gutter and storm water ponds would also be constructed to meet current standards and city ordinances (the new parking area on the west end of the site would not be changed). . Lighting two additional fields; this would allow for more games to be played on current fields, which would maximize the usage of these existing fields. . Extend the fences on two fields; this would better meet the neeqs of today's adult players and better meet current adult playfield standards, thus making the fields better to play on for their intended user group. . Adding a new youth ball field in the .existing undeveloped park area; would complete the major development of amenities in this park. . Replacing the playground equipment; the old equipment was heavily used but did not meet current Safety or Accessibility standards. Other smaller items which may be included depending on budget and user group input would be finalized with the conyept plan and preliminary estimates. Some of these may be: replacing the signage, realigning the trail along Adams (needed for extending fields 2 and/or 3, improving the trail connection between west and east parking, and small Schleper Stadium improvements, among others. REQUESTED ACTION If Council concurs, move to authorize preparation of a concept plan and feasibility study for the proposed improvements to Tahpah Park.
