Introduction & Background
Attached for Council discussion is the list of requested capital
equipment items for 2006 and projected items for 2007 - 2010 that
are to be purchased from the Equipment Internal Service Fund.
Also attached is the current equipment listing and rental rates
charged for the equipment.
The Equipment Fund is for funding larger items of mobile
equipment which cost over $20,000 and last more than one year and
are "mobile" meaning trucks, loaders, etc.
The initial purpose of the fund was to smooth out spikes in the
General Fund budget due to buying large items like fire trucks or
loaders. Equipment for the Sewer and Storm Funds are not funded
through the Equipment Internal Service Fund but are included in
the list for Council review.
For items requested to be replaced, attached are the mechanic's
evaluation of the item.
1. Squad cars being replaced will be cycled down and the worst
cars in the fleet sold.
2. Fire heavy rescue truck (1986) replacement is requested.
Mechanics evaluation shows the truck in fair condition.
3. Fire Department is requesting replacement of the 1990 Ford
grass rig. While the truck is in fairly good condition,
the department is asking for a crew cab truck. The 1990
could be cycled to Street Division which has requested a
new 4x4 for plowing.
4. Street division is requesting to replace the 1992 Ford
standby dump truck which is in poor condition and will be
sold. The 1993 IH dump truck would go on standby.
S. Street is requesting to replace 1998 GMC 1.ST truck -
(chassis/cab) already authorized by Council.
6. Park Division is requesting to replace the 1998 GMC 1.ST
truck (chassis/cab) also with engine problems.
7. Recreation is requesting replacement of the ice resurfacer.
Mechanics evaluation shows the item to be in fair
condition but may need some refurbishment to water
distribution piping.

1 4x4 patrol vehicle ($40,000). Second 4x4 vehicle for emergency use in
lieu of squad car, replacing a squad car purchased in 2002.
1 Unmarked Car ($19,500). Additional unmarked vehicle.
2007: 3 Patrol Cars ($101,400). Replace two patrol. cars purchased in 2003.
Increase squad car fleet with one additional squad.

I Fire I
2006: Heavy Rescue ($400,000). This unit will replace the 1986 rescue in the
fleet right now. This unit is used for (fires, auto accidents, medicals,
high and low level accidents, hazardous spills, etc.)
One Ton 4x4 with Grass pak ($60,000). This unit will replace the
current 1990 Ford 4x4 pick-up with grass pak. This unit is for fighting
grass fires, towing the rescue boat, and hauling hoses and equipment.
Replacement would be a crew cab model to accommodate four fire-fighters.
The 1990 truck could be cycled to Public Works instead of buying a new
truck for Street Division.
2007: Pumper ($500,000). This unit will replace the 1992 pumper. This unit
will have a foam system. This unit is used for (fires, auto accidents,
medicals, hazardous spills).
Chief's truck ($45,000). Replace 1999 Dodge.
2008: Tanker Truck ($400,000). This unit will replace the 1986 Mack. This
unit is used for rural areas that do not have a water supply.
Chiefs Truck ($45,000). Replace 2000 Ranger. This new rig will replace
the two door Ranger which was purchased in 2000. The Ranger is a small
fire rig which is not convenient for firefighters to drive at high rate
of speed for fire calls. The size of the vehicle while on emergency
calls could result in dangerous outcomes for firefighters. Would like
to replace in 2007 and let 1999 Dodge go another year due to size factor
of Dodge.
One Ton 4X4 with Grass Pak ($65,000). This unit will replace the
current 1996 Chevrolet Pickup with grass pak. This unit is for fighting
grass fires, towing the ice angel and hauling hoses and equipment.
2009: 100' Aerial Ladder ($1,000,000). This unit will replace the current
1994 Simon Duplex-Aerial (Mack). This unit is used for high level
fires, high and low level extrication of victims and for all structure
fires in community.
One Ton 4X4 with Grass ~ak ($65,000) . This unit will be an addition to
the fleet for Station 3 (Southbridge Station) . This unit is for
fighting grass fires, towing the six Wheeler and hauling hoses and
equipment.
2010: 2 Pumpers ($1,000 1000) . These units will replace the current 1998
Pierce Pumpers. These units are used for fires, auto accidents,
medicals, high and low level accidents, hazardous spills, etc. These
units will be first out in two of the three stations.
I Building Inspection I
2006: No Anticipated Purchases

2008: 1 Inspectors Truck ($20,900) . This would be a replacement for Unit #
200, which was acquired in 1998.
2009: No Anticipated Purchases.
2010: Inspectors trucks ($21,900) . Replacement for Unit # 201, acquired in
2000.
I Engineering I
2006: Truck 4X4 ($19,000) . This truck will be an addition due to hiring of a
Grading Inspector. If this employee is not approved in budget, then the
vehicle purchase is not necessary.
2007: No Anticipated Purchases
2008: Truck ($19,000) . This truck will replace an existing truck that will be
10 years old (PW #305, 1998 Ford Ranger) . It is anticipated that due to
age, mileage and maintenance costs this vehicle will need to be
replaced. The department will continue to monitor this situation
annually and adjust the equipment list accordingly. Replacement of this
vehicle is for a 4-wheel drive extended cab pick-up truck.

extended cab that will be 10 years old (PW #301, 1999 Ford Ranger) . It
is anticipated that due to age, mileage and maintenance costs this
vehicle will need to be replaced. The department will continue to
monitor this situation annually and adjust the equipment list
accordingly.

fleet due to growth.

#155 1998 Chev 3500 4x4 with V-Plow.

to growth.

2010: 2 Single Axle Dump Trucks {$280,000}. Replace existing units #106 & #107
both 1998 Ford L8511 dump trucks.

with plow.

2006: Tractor {$45,000} . This is an addition to the fleet for park turf
management, incl uding mowing, aerating, seeding, fertilizing, and weed
killing.
1 Ton Truck Dual Wheel 2x4 {$35,000}. Replace unit #145, 1998 GMC.
2007: Large Mower {$95,OOO} . Replace existing unit #133 1997 Toro Groundmaster
580D Mower.
1 Ton Truck Dual Wheel 2x4 ($35,OOO) . Replacement for unit #114, 1993
Chevy C3500 1.5 ton truck. To be evaluated yearly.
2008: 1 Ton 4x4 Pickup/plow {$35,OOO}. This is an addition to the fleet due to
growth.

2010: Large Mower ($100,OOO). Replace unit #129 2000 Toro Groundmaster 580D.

I Recreation I
2006: Ice Resurfacer {$55,00O}. Typical life of an ice resurfacer is ten years.
The current unit was put in operation in 1995. Several factors can affect
the life expectancy of a resurfacer, including year-round verses winter
only use, condition of the water being used to resurface, and the
maintenance program. In this case, the resurfacer has been used year-
round, the hardness of the water being used has promoted premature
scale/corrosion, and a documented maintenance program for the unit was not
started until 2000.
In 2005, the mechanical evaluation of this unit is a "5". From 1995 to
2000, Shop Division has maintenance records and maintained the unit.
Since then Recreation has done maintenance and Shop has not seen the unit
on a regular basis.
