FROM: Mark Noble, Planner I SUBJECT: Preliminary Plat for Riverside Bluffs MEETING DATE: August 16, 2005 REVIEW PERIOD: January 21, 2005 - May 20, 2005 (Applicant Granted Extensions to August 19,2005) DISCUSSION Ryland Homes has submitted an application for preliminary plat approval of Riverside Bluffs, proposed for property north of Eagle Creek Blvd. and west of Riverside Fields (Exhibit A). The plat, as currently proposed, contemplates the construction of 101 single family homes (Exhibit B). Staff believes that progress on this application has been made regarding the outlet channel, greenway corridors, and park areas/amenities. There have been significant changes in the design of the channel which impact the provision of sanitary sewer service. Staff has discussed the issue with Ryland Homes and Ryland has agreed to grant an extension to continue the review ofthis application to the Sept. 6,2005 meeting. Staff would like the opportunity to verbally present the issues to the Council at its August 16, 2005 meeting. PLANNING COMMISSION RECOMMENDATION At its May 5,2005 meeting, the Planning Commission recommended denial of the Preliminary Plat to the City Council by a 7-0 vote. The Council has previously been provided with a copy of the report to the Planning Commission. ALTERNATIVES I. Accept the extension to September 6, 2005, as provided by the applicant and table a decision to that date. 2. Direct staff to prepare a resolution approving the Preliminary Plat for Riverside Bluffs with conditions for action at the Council's next meeting. 3. Direct staffto prepare a resolution of denial ofthe Preliminary Plat for Riverside Bluffs for action at the Council's next meeting. 4. Table a decision and request additional information from staff and/or the applicant.
