Introduction
On August 3, the Telecommunications Commission unanimously recommended entering
into a contract with Access Communications for an amount not to exceed $13,904.84 to
extend and connect 24 strands of dark fiber (City's I-Net for data, voice and video
applications) to the new Public Works facility.
Background
Throughout the months of June and July, I worked with Access Communications, Inc.,
Bruce Loney, Public Works Director and earrie Duckett, IT, to develop a plan to extend
the City's I-Net to the new Public Works facility.
After reviewing the construction plans several weeks ago, I realized that the new Public
Works building did not have enough sleeves (conduit entrances) into the building for
cable, phone, electric and fiber. With that information, I worked with the eity's IT
Department, PW Director and eM eonstruction to install two more sleeves. One four
inch sleeve was installed in the front of the building and one three inch sleeve in the back
of the building to assure that different utility providers had easier access to the building.
(The IT room is located in the middle of the building.) Adding these extra sleeves will
give the City more flexibility, extra capacity and ease to grow without spending large
sums of money to retrofit the entrances into the building at a later time.
In addition, each of the sleeves had conduit extended 150 feet from the building. Adding
this extra conduit makes extending the 24 strands of fiber easier and more cost effective.
It also puts the City within a few feet of Time Warner Cable's system located on the
utility poles, which should ensure that the City is within the 125 foot free cable drop
requirement in Shakopee's cable franchise.
The external fiber work includes installing a new handhole, 24 strands of fiber,
miscellaneous parts and labor. The handhole will be placed in front of the building on
Gorman Street and will connect directly to the Police Department. The Police
Department is the main I-Net hub for the City. The extension of the I-Net will initially
allow the Public Works facility access to the City's data network and VoIP phone system.
It also gives the PW facility video capabilities, if such services are needed or desired.

After much review, it was decided to recommend installing 24 strands of fiber, rather
than 12, so that the City has excess capacity and more flexibility for future applications
and/or new technologies. Incrementally, it is much cheaper to add the additional fiber
strands now than to try to add additional capacity for video, voice or data applications at
a later date.
If the City Council concurs with the Commission's recommendation, Access
Communications, Inc. will complete the external building work in September/October
and the internal connection in January (after building completion). To date, this area is
ahead of the construction schedule.
Budget
In 2005, the Telecommunications Commission budgeted $15,000 from the
Telecommunications Fund to extend the City's I-Net to the new Public Works building.
If eity Council concurs with the Telecommunications recommendation, the not to exceed
$13,904.84 amount is under budget. 100% of the $13,904.84 would come from the
Telecommunications Fund.
Action Requested
Direct the appreciate city staff and consultant, Bradley & Guzzetta, LLC, to enter into a
contract with Access Communications for an amount not to exceed $13,904.84
(Telecommunications Fund) to extend and connect 24 strands of dark fiber (City I-Net) to
the new Public Works facility.
