SUBJECT: Promotion of Terri Valiant to Fill the Part-time Receptionist Position
DATE: July 27,2005
INTRODUCTION:
The Council is asked to approve the appointment of Terri Valiant to fill the part-time
Receptionist position recently vacated by Kelly Schmitt who was appointed to the Office
Service Worker position in the Building Department.
BACKGROUND:
The City has been utilizing a job-share concept for the Receptionist position since 2000
following a volatile period of frequent turn-over in that position. It has been highly
successful in meeting the city's needs. In addition, the job-share allows the employee(s)
to retain career opportunities while working fewer hours. The remaining job-share
partner wishes to remain part-time.
Terri Valiant has worked part-time at the Shakopee Community Center in a similar
capacity both as a Building Supervisor and a Service Desk Attendant since May, 2001.
She is dependable and quite capable. has extensive previous experience and is interested
in full time employment. Assisting the public and receipting money for recreational
activities are duties that she has been performing for the past four years, and would
continue to do at the Community Center in the afternoons. Ms. Valiant brings with her
knowledge of the community from working at the Community Center and knowledge of
the community as a whole being a Shakopee resident. Staff recommends retaining the
valuable skills of an existing employee.
BUDGET IMP ACT:
If appointed, we recommend that Ms. Valiant be placed at beginning Step E, Grade 1
$12.809 per hour and move to Step D on her anniversary date, August 1,2006. We
recommend that Ms. Valiant be hired retroactive to August 1, 2006, the date when she
began working in the position.
Note that by promoting Ms.Valiant to the part-time shared Receptionist position (20'
hour/week) along with her continued afternoon shift (20 hour/week) at the Community
Center, she becomes eligible for insurance benefits and vacation/sick accrual. The cost of
insurance benefits will be dependent on the employee's election of benefits, that range
from $363.70/month for single coverage to a maximum of$865.30/month for family
coverage for health, dental, life, L TD and post employment health care plans. This would
not be the first full-time position which has been created from two part-time positions-we
have utilized this when exceptional part timers are already employed by the City.
ALTERNATIVES: '
1. Promote Ms. Valiant the to the 20-hour week shared Receptionist position
effective August 1,2005.
2. Direct staff to advertise the position.

RECOMMENDATION:
Staff recommends alternative No.1.
RECOMMENDED ACTION:
Move to promote Terri Valiant to the 20 hour/week position of Receptionist at pay Grade
I, Step E, $12.809 per hour effective August 1,2005, subject to the completion of a one
year probationary period. Further, Ms. Valiant shall have full-time benefit status
eligilibity subject to meeting the minimum hours eligibility requirement.
