INTRODUCTION: Public Works is requesting to replace unit #117 a 1998 GMC 3500 HD 2x4 Dual Wheel truck. This truck needs to be replaced prematurely due to engine failure (cracked block). Using 2005 State bid pricing staff would like to purchase one new cab and chassis from Elk River Ford for the price of$29,013.53. BACKGROUND: In 1998 Public Works purchased twoGMC trucks with 6.5 Litre Turbo Diesel Engines, both have been failures. ( In the 2006 and 2007 Capital Equipment Budget (which you haven't received yet), staff has requested to replace unit #117 and unit #145 respectively. This request was due to the failure of the GMC 6.5 Litre Turbo Engines. Our request was in the hope these trucks would make it that far, unfortunately the engine in unit #117 has failed and Public Works will no longer use it as to prevent further damage. Staff will also be requesting to replace unit #145 in the 2006 Capital Equipment Budget. Staffhas heard many instances of the GMC 6.5 Litre Turbo Diesel Engine experiencing cracks in both the heads and blocks. We can give you background of our experiences. Unit #145 experienced anti-freeze being found in the engine oil first, this was due to a cracked engine block, and GMC replaced the engine because it occurred before the three year warranty expired. It is now beginning to experience the same problems again. Unit #117 experienced the same problem after the three year warranty expired and staff had to replace the engine heads due to cracks. This cost slightly less than $4,000.00 not including staff time. After the warranty expired GMC would not pay for the repair. The problem resumed after the heads were replaced and staffhas continually monitored the problem and believes the engine block is now cracked, and because ofthe severity of the problem have taken the truck out of service to prevent further engine damage. Staff has researched the cost of replacing the engine block and the least expensive cost would be to purchase a new block for $6,000.00, not including staff time to change out the engine. We do not recommend this option because of the history of the 6.5 Litre Turbo Diesel Engine and its' reoccurring problems show it will happen again. Elk River Ford has one truck available that will meet our needs using State bid pricing, this is an F556 4x2 cab and chassis. This truck is painted silver and not the blue that we specify. Color does not matter to us as much as functionality and performance. If color matters to council we will get a bid to repaint the truck. We don't recommend doing so as to save cost. As stated previously the cost to purchase a cab and chassis from Elk River Ford is $29,013.53. Staff would like to replace this truck as soon as possible and not wait for the 2006 State bid pricing because of our need to keep all of our truck fleet in service and also because there should be a cost savings of the 2005 over the 2006 bid pricing. AL TERNA TIVES: 1. Direct staff to purchase one new cab and chassis from Elk River Ford, utilizing 2005 State bid pricing, for the price of$29,013.53. 2. Deny the request at this time and wait for 2006 State bid pricing acknowledging that this truck will be out of service until replacement. 3. If council does not agree with the silver paint, direct staff to get quotes on repainting. 4. Table for additional information. RECOMMENDATION: Staff recommends alternative No. 1. ACTION REQUESTED: Move to authorize staff to purchase one new cab and chassis from Elk River Ford, utilizing State bid pricing, for the cost of$29,013.53. INTRODUCTION: Staff is providing additional information regarding the failure of the 6.5 Litre Turbo Diesel Engines in the trucks that were purchased in 1998. BACKGROUND: Staff reported in our previous memo that two trucks were purchased in 1998 that have the 6.5 Litre Turbo Diesel Engines; Truck #145 was purchased for the Parks Division and truck # 117 for the Street Division. Both of these units have aluminum dump boxes and are used for hauling materials and towing trailers. Unit #145 experienced coolant leaking into the engine when the truck had approximately an 11,000 odometer reading. This truck was sent back to the dealer where it was monitored and no leaks were detected by their technicians. Although no leaks were detected by the dealership, staff continued to monitor the truck and sent it back 3 months later with 11,988 miles on the odometer. The dealership kept the truck for almost one month monitoring the problem and observed engine coolant leaking even after they replaced the head gaskets. The dealer finally tore down the engine and found cracks in the block and replaced the engine. Attached to this memo are two invoices showing this work which was done under the vehicles' warranty. This unit now has an odometer reading of 30,630 and is showing the same signs of coolant leaking into the engine. Because of this continuing problem, we are recommending to replace this truck in 2006. Truck #117 began showing signs of coolant leaking into the engine beginning in late 2004. Staff replaced the heads in March 2005, we have attached the work order and the invoices from Dana's Auto Machine Service to show the work. Shortly after the work was complete, staff again began to notice coolant leaking into the engine and began to monitor the problem. We now believe the engine block has cracked similar to unit #145. Staff has taken this truck out of service to prevent further damage. Shakopee Chevrolet informed us the trade value of this type of vehicle in good condition is $8,565.00. This is just for the cab and chassis because we intend to retain the box and hoist, this was the purpose of switching to aluminum boxes. The cost of replacing the engine block is $6,000.00, NOT including the cost of staff labor. If council chooses to replace the block we will have invested more than $9200 this year in materials and labor, which is more than the trade-in value for the vehicle. As previously stated, if the engine block was not cracked the trade-in value would be $8,565.00. Shakopee Chevrolet said the retail value would be $12,225.00 and if sold to a private party we could have expected to get around $10,500.00. Because of the history of both trucks having the same engine failure and unit #145 now beginning to show the problem reoccurring, staff does not recommend replacing the block in unit #117.
