Subject: Agreement with Minnesota DNR and Scott County Chapter of the
Minnesota Deer Hunter's Association for Archery Range Funding and
Operations
INTRODUCTION
This agenda item is to consider general terms for a future agreement with the Minnesota
DNR and the Scott County Chapter of the Minnesota Deer Hunter's Association for
funding the development of an archery range and ongoing operational commitments.
BACKGROUND AND DISCUSSION
In 2002, the city removed the archery range from Lions Park due to safety concerns. We
have been working with local archers since that time to find an appropriate location to
relocate the range, funding for development, and ongoing operational responsibilities.
At this time, it appears we have general terms for an agreement. However, before we
proceed with any additional work, I want to be sure Council is comfortable with the
terms.
Archery Range Location and Design
The preliminary plans (attached) show the archery range constructed on the north side
of the Minnesota River, in the location of the former baseball stadium site. This land is
owned by the DNR's Division of Wildlife. The DNR is agreeable to the site as a location.
The range would consist of up to 15 targets with varying distances. At this point, the
exact number and lengths of the targets has yet to be determined. Also, the exact
alignment of the range is still being worked on in order to ensure adequate safety zones.
Other site amenities could include a small shelter, picnic tables, electric, and portable
restrooms. (The preliminary plan showed possible vault toilets, but that concept has
been dropped.)
Access to the range would come from the new boat landing. This would require permits
from Scott County and MNDOT to cross their right-of-way. I have talked to both agencies
and although we have not submitted permits yet, they seem receptive.
Proposed Work and Funding
Most of the work to establish the archery range would be provided by volunteers. It's
likely that the city would need to construct the entrance roadway as part of the boat
landing project. At this point, we have not determined whether a paved or gravel
roadway is better.
The DNR has committed up to $20,000 for the facility. Shakopee Resident Brad
Komarek is in the process of re-establishing a local archery club, and has a current
relationship with Vision Shakopee to seek additional donations from local residents,
businesses, and civic organizations. A group called the Bowhunting Preservation
Alliance will likely provide equipment for the site, including targets.
The city's financial contribution has yet to be determined. If a gravel roadway is chosen,
it's likely that there will be little, if any, city funding needed. More information on city
funding would be presented as the design is refined and the agreement developed.
Timeline for Work
The funding is available now. However, access to developing the site is contingent on
the boat landing scheduled for construction in 2006. Depending on the scope of the
roadway, there may be a desire to include construction of the roadway with the boat
landing project.
Ongoing Operational Responsibilities
Initially, the site would be operated and maintained by the Scott County Chapter of the
Minnesota Deer Hunters Association, as well as local volunteers. This includes mowing,
maintenance of the targets, vandalism repair, etc. Once the local archery club is active,
it's likely that the club would assume operational responsibilities.
The city's responsibilities would include maintenance of the roadway, and providing
trash containers and trash pickup. I spoke with Mike Hullander, Public Works Supervisor,
about the city's commitments and he seemed comfortable with the proposal.
REQUESTED ACTION
City Council is asked to consider whether or not you are interested in entering into an
agreement for re-establishment of an archery range in Shakopee, and if so, direct staff
to continue work on the project.
