Scott County Public Safety Communication and Information System Mutual Aid Pact IS: 8./~ CITY OF SHAKOPEE Police Department CONSENT Memorandum TO: Honorable Mayor and City Council Mark McNeill, City Administrator FROM: Sergeant Craig Robson ~I!- SUBJECT: Scott County Public Safety Communication and Information System Mutual Aid Pact DATE: July 19, 2005 INTRODUCTION: The Police Department is requesting that Council consider and approve appropriate city staff to enter into the Scott County Public Safety Communication and Information System Mutual Aid Pact with the County and cities within Scott County. BACKGROUND: This Mutual Aid agreement is between Scott County, the City of Belle Plaine, the City of Jordan, the City of New Prague, the City of Prior Lake, the City of Savage, the City of Elko, the City of New Market and the City of Shakopee. A similar public safety communication agreement was enacted on April 9, 1996 and expired after its five year term in 2001. In the interim, Shakopee and the above listed cities have been operating cooperatively without this agreement. The purpose of this agreement is to provide an effective and efficient method of interagency communication and access to a centralized public safety communication and information system for the law enforcement, fire and emergency services within Scott County, related to the public safety responsibilities of the various parties. The agreement will enable public safety entities to access one central system that warehouses combined public safety information, criminal justice data generated by the parties, state and federal information. The data will be maintained in a host computer located in the County's Information Technology Department. Law enforcement and emergency personnel of the County and each City shall have unimpeded twenty-four (24) hour access to the record and information data of the System. The term of this agreement shall commence upon the date of signature and shall continue in effect thereafter for five years and shall be renewed upon agreement of the County and Cities. -
