SUBJECT: Continuation of SCALE 501 Discussion
Action Sought
Continue discussion of the May 14th SCALE 501 meeting, which will provide direction to Boards and
Commissions, and to staff regarding future development policy questions.
Background:
Several members of the City Council, EDAC, SPUC, and the Planning Commission attended the SCALE 501
workshop on May 14th. At that time, they heard presentations relating to development issues and long range
planning for Shakopee.
That meeting lasted two hours and forty-five minutes. Unfortunately, we ran out of time before participants were
able to discuss a series of four questions which are intended to help set direction regarding future development
activities. The purpose of the June 25th meting is to provide a short review of the earlier meeting, and then discuss
the policy questions.
Action Required:
Continue discussion of the May 14th SCALE 501 meeting, which will provide direction to Boards and
Commissions, and to staff regarding future development policy questions.

Shakopee
1. The cost of electricity and water service can be critical to many businesses. How best can the
Shakopee Public Utilities Commission (SPUC) and the City of Shakopee partner to attract positive new
business development that benefits both SPUC and the City and their customers and constituents?
2. The Shakopee Mdewakanton Sioux Community (SMSC) operates the largest entertainment enterprise
in Scott County (Mystic Lake Casino /Hotel, Little Six Casino, Dakotah Sport and Fitness, The Meadows
golf course, etc.). It controls about 1500 acres of land in Shakopee, much of it in the CR 83 corridor. The
SMSC also has a significant agreement with Canterbury Park, another major entertainment venue.
How can the City of Shakopee partner with the SMSC and Canterbury Park in the
development /redevelopment of their properties in the City of Shakopee generally and the CR 83
corridor specifically?
3. To what extent should the City of Shakopee focus its economic development efforts and resources on
the development of businesses that pay head of household /living wage jobs (i.e. business /industrial)
and /or on the development of new retail and entertainment businesses?
4. What are the City of Shakopee's priorities for investment can result in new commercial /industrial tax
base and livable wage jobs?
