Storm Sewer Improvements, Project No. 2003-6

INTRODUCTION:
Attached is Resolution No. 6275, which accepts bids and awards a contract for t 2005
Pheasant Run Storm Sewer Improvements.
BACKGROUND:
On August 17, 2004, City Council adopted Resolution No. 6101, which appro ed the
plans and specifications and authorized staff to advertise for bids for the Pheas t Run
Storm Sewer Improvements, Project No. 2003-6. The project consists of upsizin storm
sewer in the Pheasant Run Development to increase the capacity of the system.
On September 7, 2004, a bid opening was held on the Pheasant Run Sto Sewer
Improvements Project, in which there were three bids opened for this impr ement
project. The bids were high and Council rejected the bids. In an effort to redu costs
and keep the project moving forward engineering staff requested bids for the en cut
portion of the project. Plans for this work are attached to this memo. The re aining
work is extremely difficult to construct due to insufficient easements and retaini walls,
landscaping, fencing and sprinkler systems located within the City's e ement.
Engineering staff will investigate additional options for completing this portio of the
project and will bid this work at a later date.
The City is allowed to solicit quotes for work under $50,000. Staff contac d four
contractors working in the City. Two contractors submitted bids. The . ds are
summarized in the attached resolution. The low bidder is S.M. Hentges & Sons, c. with
a bid of $34,869.04. The Engineer's estimate for this project is $40,000.00.
If Council awards the contract, staff is also requesting a contingency amount eq I to 5%
of the contract to cover minor change orders and quantity adjustments that may ccur on
the project.
ALTERNATIVES:
1. Accept the low bid of S.M. Hentges & Sons, Inc. and adopt Resolution No. 275.
2. Reject the low bidder and award to another bidder.
3. Reject all bids and rebid.
4. Approve a 5% contingency amount on this project for use by the City Engi
authorizing change orders or quantity adjustments on this project.
5. Authorize the appropriate City officials to execute an extension agreeme

RECOMMENDATION:
Staff recommends Alternative No.1, No.4 and No.5 in order for this pr . ct to

A Resolution Accepting Bids For
The 2005 Pheasant Run Storm Sewer Improvements
Project No. 2003-6
WHEREAS, pursuant to bids that were received for the 2005 Pheasant Run St Sewer
hnprovements, Project No. 2003-6, and are summarized as follows:

S.M. Hentges & Sons, Inc. $34,869.04
Ryan Contracting, Inc. $47,977.00
WHEREAS, it appears that S.M. Hentges & Sons, Inc., P.O. Box 69, Jordan, 55352 is
the lowest responsible bidder for the 2005 Pheasant Run Storm Sewer Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE ITY OF
SHAKOPEE, MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to e ter into a
contract with S. M. Hentges & Sons, Inc. in the name of the City of Shakopee for the 20 Pheasant
Run Storm. Sewer Improvements Project according to the plans and specificatio therefore
approved by the City Council and on file in the office of the City Clerk.
Adopted in session of the City Council of the City of Shakopee,
