SUBJECT: Authorization to Hire One Police Officer - John Kolar
DATE: July 5, 2005
INTRODUCTION:
The Police Department is requesting Council approval to hire John Kolar as a
probationary police officer.
BACKGROUND:
Council authorized 42 sworn positions in the 2005 Police Department budget. This is
consistent with our workload analysis and staffing ratio of 1.5 officers per 1,000
residents. As of today, there are six vacant positions.
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top candidates listed, in
alphabetical order, on the eligible register established by the Police Civil Service
Commission.

Although, the Civil Service statue requires the Commission to adopt rules for
certification of three names to the appointing authority (City Council), an opinion from
the city attorney allows the appointment with Council approval.
Staff recommends that John Kolar be hired at Step 1 of the current police officer labor
contract.
BUDGET IMP ACT:
Funds exist in the Police Department budget for this position.
ALTERNATIVES:
1. Authorize the hire.
2. Do not authorize the hire.
3. Table and provide direction to staff.
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize the hiring John Kolar as
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary
police officer John Kolar at Step 1 of the current labor contract, at a monthly rate of
$3,564.50, subject to the satisfactory completion of pre-employment medical and
psychological examinations.
