SUBJECT: Authorization to Hire Police Officer - Spencer Wong
DATE: July 5, 2005
INTRODUCTION:
The Police Department is requesting Council approval to hire Spencer Wong as a
probationary police officer.
BACKGROUND:
Council authorized 42 sworn positions in the 2005 Police Department budget. This is
consistent with our workload analysis and staffing ratio of 1.5 officers per 1,000
residents. As of today, there are six vacant positions.
The Police Civil Service Commission conducted the necessary testing that created the
Police Officer eligible register. The following names are the top three candidates listed,
in alphabetical order, on the eligible register established by the Police Civil Service
Commission.
. Carl Bock
. John Kolar
. Spencer Wong
Minnesota State Statute Chapter 419 requires the Police Civil Service Commission to
submit the top three names listed on the eligible register to the Appointing Authority
(City Council), to fill any vacancy.
Staff recommends that Spencer Wong be hired at Step 1 of the current police officer
labor contract.
BUDGET IMPACT:
Funds exist in the Police Department budget for this position.
ALTERNATIVES:
1. Authorize the hire.
2. Do not authorize the hire.
3. Table and provide direction to staff
RECOMMENDATION:
Alternative #1. Staff recommends Council authorize the hiring of Spencer Wong as a
probationary police officer.
ACTION REQUESTED:
If the Council concurs, they should, by motion, authorize the hiring of probationary
police officer Spencer Wong at Step 1 of the current labor contract, at a monthly rate of
$3,564.50, subject to the satisfactory completion of pre-employment medical and
psychological examinations.
