CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark Themig, Parks, Recreation, and Facilities Director Meeting Date: July 5, 2005 Subject: Community Center Compressor Chillers INTRODUCTION On July 5th, City Council will be asked to authorize expending funds for replacing compressor(s) on the Community Center chillers. BACKGROUND AND DISCUSSION I was notified on June 29 that at least one of four compressors on the Community Center's chiller has failed. Our mechanical contractor, Uhl Company, is investigating the cause of the failure and the extent of the damage. As of today's deadline for submitting City Council memo's, Uhl Company has confirmed that compressor #3 has burnt out, which grounded out the coil. This contaminated the oil that is shared with compressors #1 on the rack. At this point, there appears to be damage to compressor #1. However, Uhl has not been able to confirm the extent of the damage. To complicate matters, compressor #2 on the rack is tripping a 100 amp circuit. Although the refrigeration technician does not believe that the compressor has failed, he has not yet isolated the cause. Given the extent of the damage, the technician indicated that lightning could be a possible cause. We anticipate that the compressor replacement will cost over $7,000 per compressor. (Compressor #2 failed in 2003 at a cost of $7,460 to replace.) However, we won't know the actual cost until Uhl completes their analysis, most likely sometime later today (Thursday). If the total cost is over $10,000, City Council authorization is needed. As in the past equipment failures and emergency repairs, funding would come from our operating budget. Once Uhl has determined the extent of the damage and the repair costs, we will send you out an update. I will be out of the office beginning July 1, so Josh Barrick will be preparing a follow-up memo and forwarding it to you by email via the City Administrator. If for some reason we are not able to finalize the costs prior to your meeting, Mr. Barrick will have those for you at the meeting. REQUESTED ACTION City Council is asked to authorize repairs needed to the Community Center chiller, at a cost to be determined at your July 5 meeting.
