SUBJECT: Xcel Blue Lake Resolution
DATE: June 15,2005
INTRODUCTION:
The Council is asked to adopt a resolution authorizing the previously-approved contract
between Xcel Energy, Scott County, and the City of Shakopee, relative to a payment in
lieu of taxes agreement.
BACKGROUND:
The 2005 legislative session approved a three way agreement, calling for Xcel Energy to
pay to both the City of Shakopee and Scott County approximately $2.5 million over the
next five years, in lieu of new property taxes on an expansion to their Blue Lake Peaking
Plant. The agreement was previously authorized by City Council; however, the State of
Minnesota requires a resolution to be passed.
A resolution is attached.
ACTION REQUIRED:
SO that the three entities comply with the State's directive, the Council should adopt the
following resolution:

RESOLUTION NO. 6265
A RESOLUTION AUTHORIZING THE
HOST FEE AGREEMENT BETWEEN XCEL ENERGY,
SCOTT COUNTY AND THE CITY OF SHAKOPEE
WHEREAS, the City Council of the City of Shako pee entered into a Host Fee
Agreement with Xcel Energy and Scott County for payments in lieu of personal property
taxes on AprilS, 2005; and
WHEREAS, the 2005 legislative session approved the three way agreement,
calling for Xcel Energy to pay both the City of Shakopee and Scott County
approximately $2.5 million over the next five years, in lieu of new property taxes on an
expansion to their Blue Lake Peaking Plant; and
WHEREAS, the State of Minnesota requires a resolution be adopted authorizing
the agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA that the Host Fee Agreement between Xce1
Energy, Scott County, and the City of Shakopee be authorized.
Adopted in adjourned regular session of the City Council of the City of Shakopee,
Minnesota held the 21 st day of June, 2005.
