SUBJECT: Consider A warding a Contract for the
Valley View Road Improvements, from the East Plat Line of
Greenfield Addition to C.R. 83, Project No. 2004-3

INTRODUCTION:
Attached is Resolution No. 6267, which accepts the bids and awards a contract for the
Valley View Road Improvements, from the East Plat Line of Greenfield Addition to c.R.
83, Project No. 2004-3.
BACKGROUND:
On May 17,2005, City COlUlcil adopted Resolution No. 6240, which approved the plans
and specifications and authorized staff to advertise for bids for Valley View Road
Improvements, from the East Plat Line of Greenfield Addition to C.R. 83, Project No.
2004-3. The project includes reconstruction of Valley View Road from a gravel road to a
44' wide urban roadway with bituminous trail, sanitary sewer and watermain extensions,
storm sewer and street lighting.
On JlUle 20, 2005, a bid opening was held on the Valley View Road Project, in which
there were four bids opened for this improvement project. The bids are summarized in
the attached resolution. From the bid opening, the apparent low bidder is Northwest
Asphalt, Inc. with a bid of $479,000.65. The Engineer's estimate for this proj ect is
$551,000.00.
The feasibility study contained a construction cost estimate of approximately
$553,000.00 including a 10% contingency and excluding the C.R. 83 turn lane work.
The County is scheduled to do an overlay project on c.R. 83 this summer and will
provide the left turn and right turn lanes on C.R. 83. The City would be participating in
the costs of this work under a separate agreement with the COlUlty.
If Council awards the contract, staff is also requesting a contingency amolUlt equal to 5%
of the contract to cover minor change orders and quantity adjustments that may occur on
the proj ect. Also attached is an extension agreement with WSB & Associates, Inc. to
perform the construction staking and other construction services, as necessary for this
project.

ALTERNATIVES:
1. Accept the low bid of Northwest Asphalt, Inc. and adopt Resolution No. 6267.
2. Reject the low bidder and award to another bidder.
3. Rej ect all bids and rebid.
4. Approve a 5% contingency amount on this project for use by the City Engineer in
authorizing change orders or quantity adjustments on this project.
5. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. to perform construction staking services on this project
and other construction services, as necessary.
6. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, No.4 and No.5 in order for this project to
commence.
ACTION REQUESTED:
1. Offer Resolution No. 6267, A Resolution Accepting Bids on the Valley View
Road Improvements, from the East Plat Line of Greenfield Addition to County
Road 83, Project No. 2004-3 and move its adoption.
2. Approve a 5% contingency amount on this project for use by the City Engineer in
authorizing change orders or quantity adjustments on this project.
3. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. to perform construction staking services on this proj ect
and other construction services, as necessary.

WHEREAS, pursuant to an advertisement for bids for Valley View Road Improvements,
Project No. 2004-3, bids were received, opened on June 20, 2005, and tabulated according to law,
and the following bids were received complying with the advertisement:

WHEREAS, it appears that Northwest Asphalt, Inc., 1451 Stagecoach Road, Shakopee,
MN 55379 is the lowest responsible bidder for the Valley View Road Improvements.
NOW, THEREFORE, BE IT RESOLVED BX THE CITY COUNCIL OF THE CITY OF
SHAKO PEE, MINNESOTA:
1. The appropriate City officials are hereby authorized and directed to enter into a
contract with Northwest Asphalt, Inc. in the name of the City of Shakopee for Valley View Road
Improvements according to the plans and specifications therefore approved by the City Council and
on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders
the deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.

Re: Extension Agreement to Provide Surveying Services
2005 Valley View Road Improvements
City Project No. 2004-3
WSB Project No. 1566-04
Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section I-
C-2 (Major Projects), this extension agreement is written to provide construction surveying
services for the above-referenced project.
Construction surveying services will be completed on a cost-reimbursable basis as necessary in
accordance with our attached current fee schedule. The total cost. for these surveying services will
be in the $15,000.00 to $17,500.00 range. Please note these costs are for surveying services only,
time spent on construction management and record drawings will be completed on a cost-
reimbursable basis as necessary in accordance with our attached current fee schedule. The City of
Shakopee agrees to reimburse WSB & Associates for these services in accordance with Section IV
of the Agreement for Professional Services.

BACKGROUND:
On May 17, 2005, the City Council adopted Resolution No. 6240 which approved the
plans and specifications and authorized staffto advertise for bids for the above referenced
proj ect.
The City is scheduled to open bids on Monday, June 20th. We anticipate placing a memo
the table for Council to consider, regarding the bid results for this project at the June 21st
Council meeting. In addition, staff will e-mail the bid results and staff s
recommendations on the bids to Council on Monday.
