Staff is also requesting to purchase a film cutter which is also needed for the manufacturing of signs. Staff budgeted $15,000.00 in the street operating budget for this purchase. BACKGROUND: Public Works is currently using sign making equipment that uses 1970' s technology to produce the city's street identification signs. All other signs are purchased from various sign vendors based on cost. This request is to purchase new technology which will provide more efficiency in the manufacture of street identification signs. In addition, it will allow staff to manufacture the more expensive specialty signs including the numerous types of parking restriction signs and other regulatory signs for streets and parks. Furthermore, staff will be able to use the new sign materials by 3M which produces higher quality reflectivity so these signs can be seen better at night. The sign manufacturing software also allows the operator to scan various templates such as the city's logo which can be put on all of our street identification signs, park signs, etc. Additionally, staff will be able to reduce our current sign inventory. We will no longer have to keep extra types of signs that sit on the shelf and in some cases become obsolete before they are used. With this technology we will only have blank signs in inventory which will eliminate waste. The purchase of this equipment will provide: better efficiency, better quality, reduced cost and reduced inventory. OUT SOURCING Last year the City of Plymouth spent $22,731.00 on signage. $13,103.00 was spent on 896 signs, (of those 896 signs 500 were street signs) and $9628.00 was spent on nuts, bolts, supports and cement. In looking at these numbers we want to find out if we can produce these signs "in house" at a cost savings to the ~uut\t,. while at the same time increasing service to the residents of Plymouth. c rf"t To accomplish this we are going to look at the average cost of a street sign currently being out sourced and produced ''in house" based on the 500 street name signs that were purchased last year. For this comparison we are basing the total dollar amount on 56% of $13,103.00, which equals $7,337.68. Dividing that dollar amount by our 500 street name signs purchased we come to an average cost of $14.67. How does this compare to in house manufacturing? To manufacture those same 500 signs in house based we will have to look at a number of factors: materials, labor, cost of ownership and consumables. "In House" Street Sign Manufacturing costs may be defined as total material costs of $2,441.30 plus total operating costs of $3,706.64 which equals $6,107.00 divided by 500, giving us per sign price of $12.21. Projected cost savings per street sign is $2.56 or $1,400.00 annually. Divide this amount into 56% of the total acquisition cost we will find that in 6.9 years we will see a return on initial investment or 15% ROI annually. Street name signs are one of the least expensive signs that a city can produce the others being specialty signs where significant savings can be obtained. The savings is greater because you do not have the volume and a typical sign manufacturer would have to charge substantially more for design and set-up where as you can do it in house within minutes. When using SignCAD you know that your sign is being designed based on Minnesota State Standards or Federal Standards as you need to in order to protect the city from tort cases.
