SUBJECT: Future Meetings

INTRODUCTION:
The Council is asked to consider future workshop meetings.
BACKGROUND:
The Council is asked to discuss meeting times for the following:
1. Met Council - There is a need to have a discussion with the Metropolitan
Council at the City Counci11eve1, regarding sewer capacity and its impact
upon the future growth of the City. We have issued an invitation to the
Metropolitan Council (including staff and our District Representative Jules
Smith) to meet with the City Council at 5 :00 PM, prior to the regular meeting
on June 21 st. As of this time, we have not received a confirmation back, but
hope to by the Council meeting on June ih.
2. Riverfront/Huber Park Tour - We had previously anticipated a "walk through"
of the riverfront area, specifically looking at Huber Park and related
developments. That will need a minimum of an hour. We would like
discussion from you as to whether that is something that you would want to do
prior to a regular Council workshop, or whether that should be scheduled on a
separate evening.
3. EDAC Joint Meeting - The EDAC has requested an opportunity to meet with
the Council to more fully discuss your goals for economic development in
Shakopee. The EDAC will be meeting on June 14th; I anticipate that they will
request ajoint meeting, which will need to be held some time in July. It could
perhaps be accommodated at one of the pre-regular City Council meeting
workshop sessions.
4. Joint SPUC-Counci1 Meeting - Joint City Council/SPUC Commission
meetings. I have suggested either Tuesday, July 5th at 5:00 PM (assuming that
the SPUC Commissioners are not meeting as a rescheduled July 4th date at
that time), or Tuesday, July 19th.
5. Visioning "Toolbox Meetings"-At least two meetings are needed to talk about
implementation of the goals and objectives that have been identified by the
Steering Committee during the Visioning process. While much of the work
will be technical and will be staff-focused, the Council should also participate.
Members of the Steering Committee will likely also be in attendance.
Anne Carroll suggests ideally that a couple of full day retreats be devoted to
this process. Knowing the difficulty of scheduling those, at least of couple of
full-evening sessions should be considered. Knowing the Council's individual
availability, those meetings could go from 5 unti19 PM on Tuesdays, or 6:15
to after 9 PM on Mondays.
ACTION REQUIRED:
The Council should discuss, and give direction as to available times, and desire to meet
on the above.

SUBJECT: Budget Meetings - 15.F.5 Addendum
DATE: June 7, 2005
As long as we are talking about setting future meetings, we would like to have you give
direction regarding budget review meetings.
1. CIP Meeting - In previous years, we have invited the Planning Commission
and Park Board to sit in with a review ofCIP projects. The presentations have
focused almost exclusively on public works and park issues, now that our
general building and traffic signal pre-emption projects are completed.
We have typically tried to schedule this in July, so that any thing that is
adopted can be incorporated into the operating budget. However, with the
exception of interest monuments, none of the projects have a direct impact on
the general fund. Given the number of meetings that need to take place in
June and July, we are suggesting instead that this meeting be deferred until
September 13th. That date could either be a "just in case" date to finalize the
FY 06 budget, and could also be when the CIP is presented. If that starts at
5:00 PM, we could get the CIP presented in its entirety; if we do not get it
done in total, it could be continued to a workshop meeting prior to the
September 20th City Council meeting.
However, Council should be aware that bigger reconstruction projects will
require a levy increase for 2006. That might merit discussion of at least those
projects in August.
2. Budget Meetings
Weare suggesting the following dates for budget review with the Council:
Tuesday, August 9th - 5:00 PM Goin meeting with townships)
Monday, August 15th - 6:30 PM (note that SPUC meets at 5:00 PM)
Monday, August 22nd - 6:30 PM
Tuesday, August 30th - 5:00 PM (alternate is Monday, August 29th
at 6:30 PM)
ACTION REQUIRED:
Council is asked to give direction as to these budget meetings.
