The Council is also asked to authorize appropriate city officials to enter into an agreement with the School District for reimbursement of the cash match of $25,108.00. BACKGROUND The Shakopee Police Department and the Shakopee School District work together in a number of ways to promote safety for the young people of the community. There is a joint sponsorship of school resource officers, emergency procedure manuals, and training programs for staff, to name a few. One area that our schools are lacking is the area of video surveillance of school buildings and grounds, This limitation was the focus of this grant request in July 2004. The Secure Our Schools Initiative Grant provides matching funds up to $25,000 for video surveillance equipment and installation in the two secondary school district buildings. This video capability would provide viewing of trouble spots, a video record of activity in strategic portions of the building and parking areas, and also act as a deterrent. This equipment would be a significant benefit in providing for the safety of the students of the district. In July 2004, city staff was authorized to apply for the Secure Our Schools Initiative Grant from the Department of Justice. The Shakopee Police Department has been awarded the grant in the amount of $25,000. BUDGET IMP ACT The grant requires matching funds. The federal share of the grant will be $25,000 and the City would have to pay the initial cost of $25, 1 08,00. The City Attorney has prepared a written agreement between the City and the Shakopee School District. The agreement calls for the City to be reimbursed the $25,108.00 from the school district. The overall budget will not be affected after the school district reimburses the City. AL TERNATIVES 1. Allow staff to accept the Secure Our Schools Initiative Grant and approve the agreement. 2. Do not accept the grant or approve the agreement. 3. Table for further discussion from staff RECOMMENDATION Staff recommends alternative one. ACTION REQUESTED If Council concurs, they should by motion allow appropriate city officials to accept the Secure Our Schools Grant award, and authorize the appropriate city officials to enter into an agreement with the School District for the reimbursement of the cash match in the amount of $25,108.00. JT:pm May 26, 2005 2 Secure Our Schools Initiative Grant REIMBURSEMENT AGREEMENT THIS AGREEMENT, made and entered into this _ day of , 2005 by and between the City of Shakopee, a municipal corporation under the laws of the State of Minnesota, ("City") and Independent School District Number 720, a political subdivision of the State of Minnesota ("School District.") . RECITALS A. The Shakopee Police Department has been awarded a Secure Our Schools Initiative Grant from the U.S. Department of Justice, The Grant provides the City with $25,000 to purchase and install video surveillance equipment for the School District. The Grant requires that an additional $25,108 in matching funds be provided, B, The City is willing to provide the $25,108 in matching funds provided that the School District enters into an agreement by which the School District agrees to reimburse the $25,108 to the City. The City and the School District desire to enter into this agreement to set forth the terms and conditions under which the School District will reimburse the City. NOW, THEREFORE, THE CITY AND THE SCHOOL DISTRICT AGREE AS FOLLOWS: 1. The City will execute the necessary documents and take all other actions needed to finalize receipt of the Grant funds, including but not limited to payment of the $25,108 in matching funds, 2, The School District will reimburse the City $25,108 for the matching funds that have been advanced by the City, The reimbursement amount will be paid by the School District within 10 days after a written request by the City.
