Subject: Acceptance of Donation from Shakopee Youth Baseball
Association, Resolution No. 6259
INTRODUCTION
City Council is asked to adopt Resolution No, 6259, a resolution of the City of Shakopee,
Minnesota, accepting a Daktronics Scoreboard and a batting cage from the Shakopee
Youth Baseball Association and direct appropriate city officials to develop and
agreement that specifies responsibilities for the scoreboard and batting cage.
BACKGROUND AND DISCUSSION
The City has received a donation from the Shakopee Youth Baseball Association
(SYBA) of a Daktronics Scoreboard and a batting cage to be installed at Riverview Park.
(Attachment 1) The purchase of the scoreboard is possible through a generous
monetary donation from the Shakopee Lions to the SYBA.
The Shakopee Parks and Recreation Advisory Board reviewed this request at their May
meeting, The Park Maintenance Division had concerns involving the long-term
maintenance of the scoreboard and thE;! impact that it could have on their budget. With
their concerns in mind, the Board recommended that the City accept the donation of the
scoreboard and batting cage as proposed with the following consideration:
1. The City assumes the long-term maintenance of the scoreboard, with a condition
that the City can choose to discontinue the scoreboard if the maintenance
becomes an issue,
The City of Shakopee appreciates the generosity of the Shakopee Youth Baseball
Association, which helps support the City's parks and recreation services.
The City's donation policy requires a 2/3 vote to accept cash donations over $1,000 and
donations of real property.
REQUESTED ACTION
City Council is asked to:
1, Adopt Resolution No, 6259, a resolution of the City of Shakopee, Minnesota,
accepting a Daktronics Scoreboard and batting cage from the Shakopee Youth
Baseball Association,
2. Direct appropriate city officials to develop an agreement that outlines the
responsibilities for the scoreboard and batting cage,

A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA
ACCEPTING A DONATION OF A DATKRONICS SCOREBOARD AND A
BATTING CAGE FROM THE SHAKOPEE YOUTH BASEBALL ASSOCIATION
WHEREAS, on November 6, 2002, the City Council adopted Resolution
No. 5794, which established procedure relating to the receipt of gifts and
donations by the City; and
WHEREAS, Resolution No, 5794 specifies that donations of real property
shall be accepted by resolution of the City Council, and shall require a two-thirds
majority of the Council for acceptance; and
WHEREAS, THE SHAKOPEE LIONS have generously donated the funds
to the SHAKOPEE YOUTH BASEBALL ASSOCIATION to purchase a Daktronics
Scoreboard; and
WHEREAS, THE SHAKOPEE YOUTH BASEBALL ASSOCIATION has
generously donated Datkronics Scoreboard and batting cage; and
WHEREAS, such a donation will help improve park facilities and enhance
the overall quality of like in Shakopee.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SHAKOPEE, MINNESOTA, that the donation of a Datkronics
Scoreboard and batting cage is gratefully accepted; and
FURTHER, the Datkronics Scoreboard and batting cage shall be placed in
Riverview Park, which is consistent with the wishes of the donor.
FURTHER, the City staff is directed to send a letter to the donor,
acknowledging receipt of the gift and expressing the appreciation of the City
Council.
Adopted in regular session of the City Council of the City of Shakopee,
Minnesota, held this yth Day of June, 2005,

Subject: Shakopee Youth Baseball Association Request for Approval of
Installing Scoreboard and Batting Cage in Riverview Park
INTRODUCTION
The Parks and Recreation Advisory Board is asked to consider a request from Shakopee
Youth Baseball Association (SYBA) for the installation of an electronic scoreboard and
batting cage at Riverview Park.
BACKGROUND
Over the past several years, SYBA has taken an active approach in making improvements
to the fields for their programs. Both the City and the Shakopee School District have
benefited from their efforts.
Earlier this spring, SYBA members met with city staff regarding the possibility of installing
an electronic scoreboard at Riverview Park. SYBA needed to acquire funds for the
purchase of the scoreboard. They also intended to install scoreboards at Jackson Field
and the Sr. High School Baseball Field.
To date, SYBA has raised the needed funds from local businesses and service
organizations for this project, and they are looking to move forward with the installation
of the scoreboards. In addition to the scoreboard, SYBA is proposing to install a new
batting cage at Riverview Park. The scoreboard would be located on the outfield fence of
leftfield and the batting cage would be along the leftfield line. (See Attachment 1)
SYBA is proposing to provide the scoreboard for Riverview Park as a "pass through"
donation to the city. We have received similar donations in the past (such as Schleper
Stadium Scoreboard), but these donations have lacked appropriate agreements that
outline long-term responsibilities. It is our goal to have a clear agreement that specifies
who has responsibility for what.
The following tables show the proposed responsibilities:
Scoreboard Pro' ect
Ownership Shakopee Lions are making the donation to the SYBA in care of the
Ci . The Ci would own the scoreboard.
Long-Term Once the project is complete, the City would be responsible for long-
Maintenance term maintenance. Staff is meeting with the Park Maintenance
Division for input as to how it would affect their budget.
Installation of Not confirmed at this time. SYBA has verbal agreement with
Scoreboard Greystone Construction for the installation of the scoreboard at the
Sr. High School. SYBA will be in contact with Greystone to see if they
would volunteer, or if not, could be hired to install the scoreboard at
Riverview also. SYBA also requested that we ask the Park
Maintenance Division for their input as to their participation.
Installation of SYBA has agreed to pay the costs for the electrical service hookup to
Electrical Service the site charged by SPUC, estimated at $1,500. SPUC would install
to the Site service.
Electric SYBA would be responsible for making the connection to the service.
Connection
Ongoing Electrical The City would be responsible for the monthly electric charges. The
Service Charges scoreboard will be in use May, June and July. The minimal electric
charge is $7.50/mo.
Design of The attachment represents the scoreboard that will be placed at the
Scoreboard Sr. High location. The Shakopee Lions have donated the funds

2) appear on the scoreboard. There is an option to install the City logo
and recognize Riverview Park at the top, instead of the Shakopee
Sabers.
SYBA would like the installation to be complete by July 8th. They are hosting a youth
state baseball tournament July 8- 10.
SYBA would provide site preparation. The City would
provide the ag-Iime for the 75' x 15' rectangle site. The
batting cage would be located along the left field fence.
Installation of Batting Cage SYBA would provide the volunteers needed to erect the
battin ca e.
Maintenance As written in the sport association agreement with
SYBA, would be responsible for the maintenance and
u kee of the battin ca e.
REOUESTED ACTION
Staff is requesting the Shakopee Parks and Recreation Advisory Board discuss this
proposal and make a recommendation. Since the proposal involves a donation of
propertyr the donation would need to be accepted formally by City Council at a future
meeting.
