Subject: Authorize Installation of Pond Fountain in Lions Park
INTRODUCTION
City Council is asked to authorize the installation of a pond fountain in Lions Park, and
direct appropriate city officials to develop an agreement that specifies responsibilities for
the fountain,
BACKGROUND AND DISCUSSION
The Lions Club is proposing to install a fountain in the Lions Park pond along Vierling
Drive (Attachment A). The fountain would be owned and maintained by the Lions Club.
The Lions Club requested that the city install the electric service and pay the monthly
electric bills.
The Parks and Recreation Advisory Board reviewed this request at their May meeting
and recommended that the City Council authorize this project. However, they
recommended that the Lions Club approach Shakopee Public Utilities to see if the
installation of the electric service ($3,000) could be provided as a donation to the Lions.
If not, they supported funding the electric service installation from the Park Reserve
fund,
REQUESTED ACTION
City Council is asked to:
1, Authorize installation of a pond fountain in Lions Park,
2, Allocate funding from the Park Reserve Fund for installation of the electric service, if
needed,
3. Direct appropriate city officials to develop an agreement that outlines responsibilities
for this project.

Subject: Lions Club Request to Install Fountain in Lions Park
INTRODUCTION
The Parks and Recreation Advisory Board is asked to consider a request from the Lions
Club to install a fountain in the storm water pond in Lions Park.
BACKGROUND
As part of their long-term plans, the Lions Club has had installation of a fountain in the
storm water pond in Lions Park (along Vierling Drive) as one of their projects. They would
like to move ahead with this project this year,
The fountain is similar (although not identical) to the fountain in Attachment A. A fountain
can help improve the water quality of the pond, and can be an attractive addition. As I
understand, it would be controlled with a timer so would not run 24 hours a day, It would
also have lights.
The Lions Club is proposing to own the fountain and retain long-term responsibility for
maintaining it, including removing and installing each year. They would also handle the
initial installation. They are requesting that the city fund the cost for installing electric
service, estimated at $3,000, and the ongoing electric charges, It is our goal to have a
clear agreement that specifies responsibilities.
The followinQ table outlines proposed responsibilities:
Ownership Shakooee Lions Club
Long-Term Maintenance Shakopee Lions Club
Installation of Fountain Shakopee Lions Club
Installation of Electrical Service to City of Shakopee
the Site
Electric Connection Shakopee Lions Club
Ongoing Electrical Service Charges City of Shakopee, The minimal electric charge is
$7.50/mo.
The Lions Club would like the installation to be completed in June,
REQUESTED ACTION
Staff is requesting the Shakopee Parks and Recreation Advisory Board discuss this
proposal and make a recommendation. Since the proposal involves use of city funds, the
project would need to be approved by City Council.
The Lions Club have made continual improvements to the park over time, and I believe
that the $3,000, funded from the Park Reserve Fund, is a legitimate expense in
recognition of their contributions,
