A~ CITY OF SHAKO PEE CONSENT Memorandum To: Honorable Mayor Schmidt and Shakopee City Council, City Administrator Mark McNeill From: Andrea Weber, Park and Recreation Landscape Design Subject: Park Naming for Shutrop Park Land Acquisition Date: June 7, 2005 INTRODUCTION The City Council is asked to accept a recommendation for park naming of the park land purchased from the Shutrop Family in March 2005. BACKGROUND The city recently acquired a parcel of land from the Shutrop Family with the intent of creating a new Community Park. City staff met with members of the Shutrop Family, Norm and Jan Shutrop, and Ben and Betty Shutrop to bring forward a park naming request as per 2A.H. in the Park Naming Policy (Resolution 6174), which allows a "landowner, donor group or resident" to submit an application to the Park and Recreation Advisory Board for final approval by the City Council. The Shutrops desire to have the future park named in honor of their parents as the "Idella and Geore:e Shutrop Community Park." Regarding Donor Naming, the Park Naming Policy states that; "B. Donor Naming may be considered on a case by case basis. Donor naming agreements may include provisions for ongoing and special maintenance costs, such as the renovation of a facility. Donor naming may also have specific terms for discontinuation or termination and shall be adopted by City Council resolution. In this case, Donor Naming is not proposed to contain any provisions for ongoing or special maintenance and there are no terms for discontinuation or termination proposed. Both of the persons being honored by the naming are deceased. The development of the park is not expected for several years, but a naming and dedication ceremony is tentatively proposed for June 12, 2005 with the Shutrop family, staff and City Officials, (see following Naming Dedication Ceremony) A completed Park Naming Application is attached PARK AND RECREATION ADVISORY BOARD RECOMMENDATION AND REQUESTED ACTION The Park and Recreation Advisory Board unanimously recommended approval of the proposed Park Naming "Idella and George Shutrop Community Park." at their May 23, 2005 meeting, Council may approve this recommendation, not approve it, or table this decision, City of Shakopee Park Namin!!: Application Part I. All naming requests shall follow the guidelines below: A. General Name guidelines: . Should not duplicate or be easily confused with existing public or private places in or near Shakopee. . Should avoid adjectives such as east, west, big, long, etc" and numbers when possible unless an adjacent feature name uses the same descriptor. . Should use the fewest words possible. . Shall include an appropriate designator of the type of park, i.e. Community Park, Neighborhood Park or Tot Lot. B. Names of historic places, events and cultural ideas and names using Dakota language or concepts shall be appropriate to the site and proposed use, and should follow standard current spelling of the Dakota language. C. Names to commemorate persons who have made significant contributions to Shakopee parks system, (with the permission of the honoree, or immediate family or designated representative, if any). Names to commemorate other local born or raised persons of historic, statewide or national importance may be considered without a park association. D. Names for site features, wildlife or other natural ideas, when site specific. Part II. Explanation of name meaning(s), including translation, or biographical information if the name is honoring a person or people, if applicable (may attach additional sheets). Idella Shutrop, (9-13-'07 to 3-7-'05) wife of George and mother of Norm and Ben, wanted the land to be sold to the city for park purposes. She and her husband, George (3-17-'07 to 10-21-'83) farmed the land since they purchased it in 1954 (they purchased land two parcels to the west first, in 1947). They grew crops including corn and beans in the fields and raised livestock including cows, horses, pigs, chicken, sheep and others. They survived a barn fire and drought years, among other challenges. They were good stewards of the land, following "no till" farming in later years, and preserving a beautiful oak woodland along the steep slope which defines the south edge of the Dean Lake basin, separating upland and lowland fields, 5. Please describe the process involved in choosing the proposed name and what type of public involvement was used. The land acquisition was approved in a public process which included approvals from the PRAB and the City Council. The name proposed was chosen by Norm, Jan, Betty and Ben Shutrop. RESOLUTION NO. 6258 A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA, ESTABLISHING THE NAME OF IDELLA AND GEORGE SHUTROP COMMUNITY PARK WHEREAS, The Park and Recreation Advisory Board recommends adopting the name of the new community park land recently acquired by the city; and WHEREAS, Idella Shutrop, (9-13-'07 to 3-7-'05) wife of George (3-17-'07 to 10-21- '83) farmed the land since they purchased it in 1954. They grew crops including corn and beans in the fields and raised livestock including cows, horses, pigs, chicken, sheep and others. They survived a barn fire and drought years, among other challenges, They were good stewards of the land, following "no till" farming in later years, and preserving a beautiful oak woodland along the steep slope which defines the south edge of the Dean Lake basin, separating upland and lowland fields, part of which is contained in the new park parcel and WHEREAS, the Shutrop family, on behalf of Idella and George Shutrop, sold the land in cooperation with the city for the purpose of establishing a new city park, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: That the Community Park Land located north of County Road 16 and west of the proposed alignment of future County Road 21 and adjacent to the east to the parcel owned by Robert Widman is hereby officially named "Idella and George Shutrop Community Park," Adopted in session of the City Council of the City of Shakopee, Minnesota, held this day of ,2005.
