CITY OF SHAKO PEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Discussion on Mechanic's Assistant Position for the Public Works Shop Division DATE: March 16,2004 INTRODUCTION: This item is to discuss options with the Mechanic's Assistant job position and get Council direction on how to proceed. with filling a third full time mechanic position. This item was discussed at the February 17, 2004 meeting, and was tabled by Council for additional information. This item should be removed from the table in order to discuss this item agam. BACKGROUND: The 2004 Budget, included in the Shop Division, a third full time mechanic to meet the needs of maintaining and repairing the equipment in the Street, Park, Engineering, Building, Administration, Police, Fire and SPUC vehicles. Attached to this memorandum for Council review and consideration are the following: . Revised Mechanic job description. . Mechanic's Assistant job description. . Mechanic's Helper job description. . Mechanic's Helper job description and Promotional Program from the City of Coon Rapids The main items of Council concern from the February 17,2004 meeting, was whether or not this position should be required to supply hand tools as part of the job requirements and whether or not this is the right job position needed for the Shop Division in meeting the needs of maintaining the equipment owned by the City of Shakopee. The City has been utilizing a third person working full time temporary for the past year in 2003 and so far in 2004 as a Mechanic's Helper and at Grade H of the Part-Time Pay Plan. The Union has allowed for a temporary full-time employee until March 31, 2004. This person has been utilizing an existing toolbox with existing hand tools in doing repair work. In regard to the position for a third person working in the Shop performing mechanic work, staff did consider another mechanic or a mechanic's assistant or helper position. The Mechanic's Assistant position was proposed in order to have a person performing more of the routine and preventative mechanic tasks to free up the time of the two full time mechanics. Staff s rationale in this matter is that for one year we have been meeting the vehicle maintenance needs with a full time temporary mechanic's helper. One example of another mechanic's position is the city of Coon Rapids which has three mechanic's helpers and two mechanics for vehicle maintenance. The City of Coon Rapids utilizes the Mechanic's Helper pO,sition, which is similar to the proposed Mechanic's Assistant as a starting point for all mechanics. Their program is such that a mechanic must meet a service requirement and pass a promotional examination before being considered for a mechanic's position. This examination consists of the appropriate ASE certification tests for the Public Works vehicle maintenance areas. In checking with the City of Coon Rapids, their Mechanic's Helper position is very similar to the proposed Mechanic's Assistant position. The pay range is $14.87/Hr. to $20.29/Hr. for 2003 and is on an eight-step pay plan. The proposed Mechanic's Assistant is rated similar to a Maintenance Operator's position with a 2003 pay range of $ 1 6. 56/Hr. to $20.11/Hr. The final salary would need to be negotiated with the Public Work's Union and the City Council. The other possibility is for the city to make the existing temporary Mechanic's Helper position full time. This position is for a person performing routine and preventative mechanic tasks and assisting full time mechanics which we are currently doing. Staff is seeking Council direction or proceeding with the hiring of a third full-time person performing mechanic work for the City of Shakopee. Staff believes the options available are as follows: 1. Authorize the hiring of another full-time Mechanic. 2. Authorize the hiring of a Mechanic's Assistant position or Mechanic's Helper position similar to the City of Coon Rapids. 3. Authorize the hiring of a Mechanic Helper's position such as the city's mechanic helper position and making this full time. The duties of fleet maintenance for the City, especially with the addition of Fire Department's vehicles and increased vehicles over the years from other department is such that a third person is needed. In reviewing the growth of the Shop Division, one mechanic was authorized initially to perform vehicle maintenance and repairs with assistance of maintenance operators. In 1993, a second mechanic was added due to the increase of vehicles to maintain and to reduce the time of maintenance operators for maintenance of vehicles. The growth of the City since 1993.is well documented and correspondingly is a growth in .vehicles and vehicle maintenance and repair. In addition, the maintenance of the Fire Department's vehicles has been added, which accounted for 465.50 hours of mechanic time in 2003. In summary, staff is seeking Council direction on a third full-time position in the Shop Division performing mechanic work. Staff would recommend the City consider adding a Mechanic's Assistant position similar to the Mechanic's Helper position with the City of Coon Rapids or consider making the city's mechanic's helper temporary position full time. Also City Council can direct staff to hire another full time mechanic. Any revised job descriptions or promotional programs would be back to City Council for review and approval. The proposed Mechanic's Assistant position was rated by Rod Kelsey, of Riley, Dettman, & Kelsey who was the City's consultant in regard to the pay plan and has been utilized the past few years. The Mechanic's Assistant position is rated less than a full time mechanic and this job would also have the Mechanic's Assistant position available for snow plowing and other duties if needed for operations of the Public Works Department. Mr. Kelsey is rating the city's mechanic's helper position for pay and this information should be available at the time of Tuesday's meeting. ALTERNATIVES: 1. Direct staff to begin the hiring process for a Mechanic position as presented or as modified by Council. 2. Direct staff to begin the hiring process for a Mechanic's Assistant position as presented or as modified by Council. 3. Direct staff to begin the hiring process for the Mechanic's Helper position as presented or as modified by Council. 4. Do not authorize any hiring at this time. 5. Table for additional information as directed by Council. RECOMMENDATION: Staff would recommend the hiring of a full time person in the Shop Division to assist the existing two full time mechanics in performing more of the routine and preventative mechanic tasks. The final recommendation from staff will depend on the pay rating for the full time mechanic's helper position. A promotional program such as the city of Coon Rapids Mechanic's Helper position is an idea worth pursing if Council is interested in mechanics achieving a certain ASE certification level. Conduct analysis of vehicles and mechanical systems to determine most the cost-effective means of maintenance, repair or replacement. MECHANIC HELPER PROMOTIONAL PROGRAM 1. Any employee in the Mechanic's Helper classification shall be eligible for promotion to the position of Mechanic after two years of employment as a Coon Rapids Public Works Unit Mechanic)s Helper if the employee successfully passes a promotional examination indicating basic competence as a mechanic. 2. An employee who meets the two year service requirement and who passes the promotional examination shall be placed at the step in the Mechanic salary range which is one step below the employee's current longevity step but is at least 1.5% above the base dollar amount being paid on the Mechanic's Helper range. - Should a vacancy occur in the original three Mechanic positions, the senior-most individual moving through this program, shall be eligible for promotion into the original . Mechanic position. The salary shall be adjusted to reflectua one step adjustment in the. Mechanic salary scale in compensation for this promotion. 3. Any eligible MechaIDc's Helper who fails the promotionafexatn may riot retake the examination until at least three months has elapsed after the failed test was taken. 4. This program shall be effective upon the date of approval by the Union and the City. Current Mechanic's Helpers will be eligib~e for promotion to Mechanic when they reach the required two years of service and when they successfully pass the promotional examination. 5. Transfer into the Mechanic's Helper position from any other Public Works Union . covered classification shall be paid at the Mechanic's Helper rate applicable based on longevity in the unit. In every situation, the employee must serve at least two years as a Mechanic's Helper and must pass the promotional exam to be eligible for movement to the Mechanic classification.
