J-, CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Valley View Road, from the East Plat Line of Greenfield Addition to C.R. 83, Project No. 2004-3 DATE: March 16, 2004 INTRODUCTION: Attached is Resolution No. 6025, a resolution receiving a report and calling for a hearing on Valley View Road, from the east plat line of Greenfield Addition to C.R. 83, Project No. 2004-3. BACKGROUND: On December 16,2003, the City Council ordered the preparation ofa feasibility report to analyze the construction of Valley View Road, from the east plat line of Greenfield Addition to C.R. 83 and for Tahpah Park improvements. This report has been completed and is attached for Council review. The purpose of the feasibility report is to evaluate the existing infrastructure (streets, utilities, drainage) and make recommendations for any improvements that are needed. The feasibility report also addresses the estimated costs for the improvements and the proposed assessments that result from the project being constructed. The attached resolution sets a date for the public hearing for this project for April 20 2004. The approval of Resolution No. 6025 does not order the project nor does it commit the Council to constructing any improvements. The intent of this resolution is to accept the feasibility report and set the public hearing date. The public hearing will allow the property owners adjacent to the project area and the general public the opportunity to address the City Council on this project. Staff will make a full presentation at the April 20, 2004 public hearing on the feasibility report to the public and the City Council. With the Valley View Road feasibility report, staff is proposing to continue to construct a 44-foot wide urban roadway similar to previous Valley View Road Projects. The local street equivalent will be assessed to benefiting property owners and the City paying for oversizing of Valley View Road, as this roadway is a City collector. Also included in the project is to construct a right turn lane and bypass lane on C.R. 83 for safety and to meet County requirements. Scott County may be able to participate in this cost as a safety improvement project. It is also being proposed to not construct the bituminous trail or concrete sidewalk where there is insufficient right-of-way. The City has approved Park Meadows to the east of Greenfield and a bituminous trail would be included as there is sufficient right-of-way along Park Meadows. Other segments of the trail and concrete sidewalk would be constructed upon development ofthese properties. Staff believes this approach would be best to facilitate the construction of Valley View Road this year and minimize the City's cost in right-of-way acquisition. If the City Council desires to have the trail and sidewalk completed to C.R. 83, it is unlikely that this project can be completed this year due to right-of-way acquisition. The main purpose of this project is to complete a paved collector street route to c.R. 83 to serve a large residential area with another route to T.H. 169. Staff also has reviewed the improvements to Tahpah Park, which included the reconstruction of existing parking lot, replacing existing play equipment and new parking lot area. The Park and Recreation Department has concluded that an overall master plan should be prepared before proceeding ahead with a construction project. Developing a master plan could take over a year and staff has concluded that it is best to not include Tahpah Park improvements with the Valley View Road improvement project. Future Tahpah Park improvements can be included with another 429 assessment project for funding using City bonding. ALTERNATIVES: 1. Adopt Resolution No. 6025. This action will receive the feasibility report and set the date for the public hearing for April 20, 2004. 2. Deny Resolution No. 6025. This action will halt the project until such time that City Council reconsiders the resolution. 3. Move to receive the feasibility report but do not set a date for the public hearing at this time. This action will place the project on hold until such time as the City Council sets a date for the public hearing. 4. Table Resolution No. 6025 to allow time for staff to prepare additional information andlor revise the feasibility report as directed by the City Council. RECOMMENDATION: 1. Staffwould recommend Alternative No.1, to adopt Resolution No. 6025 in order to possibly construct Valley View Road to c.R. 83 this year. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the construction of Valley View Road, from the east plat line of Greenfield Addition to County Road 83, and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the improvement of $840,363.00. 2. A public hearing shall be held on such proposed improvements on the 20th day of April, 2004, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. The work of this project is hereby designated as part ofthe 2004-3 Public hnprovement Project. Adopted in session of the City Council of the City of Shako pee, Minnesota, held this day of ,2004. Introduction I On December 16, 2003, the City of Shakopee ordered the preparation of a feasibility report to analyze the construction of V alley View Road from the east plat line ofthe Greenfield Addition to County Road 83 by Resolution No. 5994. This project is included I in the City's2004 ClP. Originally, this report was also going to analyze the feasibility of rehabilitating the parking lot at Tahpah Park. The parking lot is approximately 28 years old. The current maintenance costs for the parking lot are low, therefore, the existing I surface could be sufficient for up to 5 more years. There are a number of options available for reconstructing the parking lot including adding curb, expanding the parking lot, realigning the parking lot or just resurfacing the existing bituminous. After I consulting with park staff, we recommend studying the parking lot as part of an overall park plan. The reconstruction ofthe parking lot could be bonded with a future City project. I 2. Scope I This report addresses the anticipated project costs and feasibility of continuing the construction of V alley View Road to the east as a paved roadway with curb and gutter, I bituminous trail and storm sewer. I 3. Background The Valley View Road project is a City Council initiated project. As development occurs I in the area, traffic volumes on Valley View Road have and will continue to increase. City Council has directed staffto consider constructing improvements on Valley View Road, from the east plat line of the Greenfield Addition to County Road 83. I 4. Existing Conditions I . Roadway I Valley View Road is currently a 3D-foot wide gravel roadway with ditches and culvert crossings providing storm water drainage. It is currently classified as local I rural road, but has a proposed designation as an urban collector road. There is an existing overhead electric power line that is located along Valley View Road approximately 18 feet south of the north right-of-way line. Sanitary Sewer I There is currently no sanitary sewer located within existing Valley View Road. Service to the Greenfield Addition is provided internally from the north. It is planned that development south of Valley View Road will be served with internal I streets.and utilities; thereby eliminating the need to extend sanitary sewer service along Valley View Road. As part ofthe Greenfield Addition, an 8-inch sanitary I, sewer was installed to the intersection of Independence Drive and Valley View Road for future extension to serve undeveloped property to the south. There is sanitary sewer stubbed to the east boundary of the Greenfield Addition which can I be extended south to Valley View Road through the adjoining property as well. Watermain . I An existing 12-inch DIP watermain is located in Valley View Road from the west to the intersection of Independence Drive. From this intersection, the watermain I extends diagonally to the northeast between Lots 12 and 13, Block 8, ofthe Greenfield Addition Plat to connect into a 12-inch main at Molina Street. An 8- inch DIP watermain extends to the south between Lots 11 and 12, Block 3, ofthe I Greenfield Addition Plat from Elsberry Curve to Valley View Road and between Lots 20 and 21, Block 8, from Molina Street to Valley View Road. I . Storm Sewer I The existing drainage facilities consist of road ditches. . Right-or-Way I The existing right-of-way for Valley View Road from the east plat line of the I Greenfield Addition to Country Road 83 is 66-feet wide. A preliminary plat for Park Meadows located east of the Greenfield Addition has been approved by the City with conditions. The Park Meadows Plat extends approximately 1328-feet I east of the Greenfield Addition and is shown in Drawin~ Number 2 in the Appendix. The Park Meadows Plat would dedicate an additional 17-feet of right- of-way along Valley View Road, giving the City a total right-of-way width of 83- I feet adjacent to the Park Meadows Plat. Roadway I The proposed street improvements are identified in Drawing Number 3 in the I Appendix. Valley View Road is proposed to be constructed to a 9-ton design, 44- foot wide undivided urban roadway with parking allowed on both sides. The lane widths are proposed to be two 12-foot wide drive lanes and two 10-foot wide I parking lanes. As part of this feasibility study, the oversizing cost of constructing a 44- foot wide I street, 9-ton design, as compared to the residential required 36-foot wide street, 7- ton design, was evaluated. The comparative increased cost to be borne by the City of Shakopee is shown in the Appendix. I Typically, the City would construct a trail on the north side of the road and a I sidewalk on the south side of the road. However, only the trail on the north side of the road adjacent to the Park Meadows Plat can be constructed at this time without the City purchasing additional right-of-way. Therefore, the sidewalk and I remaining trail section will be constructed by developers as property adjacent to Valley View Road develops and additional right-of-way is dedicated to the City. I Due to the upgrade of V alley View Road, the County will require construction of a bypass lane and right turn lane on C.R. 83 as part ofthe street improvements. City staffwill discuss possible cost sharing for the County road improvements I with Scott County. The alignment currently places the north curb line between 10 feet and 12~ feet I from the existing overhead power lines (poles). The existing overhead power lines adjacent to the Park Meadows Plat is assumed to be relocated underground, pending Council approval similar to the previous Valley View Road project. The I remaining power lines will remain overhead until future development occurs along Valley View Road. I An itemized cost estimate of the proposed street improvements is included in the Appendix. I . Sanitary Sewer I The proposed sanitary sewer improvements are identified in Drawing Number 3 in the Appendix. I Feasibility Report Page 3 Valley View Road Improvemel/ts City ofSlzakopee, lI'1N I I I The proposed sanitary sewer improvements consist of extending sanitary sewer south across Valley View Road at the future intersection identified in the Park I Meadows Preliminary Plat. Currently the properties on the south side of Valley View Road are outside the I MUSA boundary. .City staff recommends that this area be placed within the MUSA when the Metropolitan Council approves the City's comprehensive plan. If these properties are not placed into the MUS A, City staff recommends that I those parcels still be assessed for sanitary sewer, with those sewer assessments being deferred until such time that they are placed within the MUSA. I The total estimated project cost for the sanitary sewer improvements is $11,000.00. An itemized cost estimate is included in the Appendix. I . Watermain I The proposed watermain improvements are identified in Drawing Number 3 in the Appendix. I The proposed watermain improvements consist of extending a 12-inch water main and a 8-inch water main from Park Meadows south to Valley View Road. Two I additiona18-inch crossings will be made under Valley View Road between between Park Meadows and C.R. 83. 'These crossings will be capped until development adj acent to Valley View Road occurs and these crossings can be I utilized to complete looping in the area. The total estimated project cost for the watermain improvements is $24,475.00. I An itemized cost estimate is included in the Appendix. Storm Sewer . I Storm sewer will be required to provide storm water drainage for the area within the Valley View Road right-of-way. Storm sewer stubs will be extended south I from the Park Meadows Addition to collect a portion of the waterfrom Valley View Road. The pond proposed to be constructed as part of the Park Meadows I Addition has been sized to accommodate the runoff from Valley View Road. The remaining section of Valley View Road will continue to drain to the ditch located on the west side ofC.R. 83. All costs associated with the proposed drainage I improvements will be assessed to the benefiting properties. Thetotal estimated project cost for the stonn sewer improvements is $67,788.00. Right-of-Way Acquisition I The City is not anticipating the need for any permanent easement acquisition as part of this project. The sidewalk and trail will not be constructed, at this time, in I any area requiring additional right-of-way or construction easements. As the City moves into the design phase, it may be necessary to secure some small construction easements. The total estimated costs for potential construction I easements is $10,000.00. I 6. Special Assessments A preliminary assessment roll is included in the Appendix. I . Street Improvements I The cost associated with the proposed street improvements for a local road equivalent (36-foot F-F) will be assessed to the benefiting properties on a front I footage basis. The proposed improvements to C.R. 83 and the increased cost to expand to a 44-foot wide 9-ton design will be paid by the City. The bituminous trail will be assessed to the Park Meadows Plat. I . Sanitary Sewer I The costs associated with the proposed sanitary sewer improvements will be assessed to the benefiting properties on an area basis. I . Watermain I The costs associated with the proposed watermain improvements will be assessed to the benefiting properties on an area basis with Shakopee Public Utilities paying oversizing costs associated with the 12-inch watennain. I .. Storm Sewer I The costs associated with the proposed storm sewer improvements will be assessed to the benefiting properties on a front footage basis. Street Lights I The cost participation with the proposed street lights is 50% assessed to the benefiting properties on a front footage basis and 50% to the City of Shakopee. I 7.
