Action Sought
No action by Council, only to hear a presentation on the TH 169 Bridge Repair Project and the traffic impacts to the
City of Shakopee and ask questions and/or provide feedback to MNDOT.
Background
MnDOT will be doing a bridge repair on the joints, strengthening the shoulders and making traffic flow
improvements to the TH 169 bridge crossing. Attached is a summary of the project from MnDOT with email
addresses and phone numbers of liaisons to work with local businesses.
Diane Langenbach of MnDOT will make a brief presentation of the project and the traffic impacts. The traffic
impact will be for approximately 4 weeks and estimated to be in August, 2013. Ms. Langenbach will have time to
answer questions after wards.
Also, included in this memo is a description of a zipper merge which will be implemented on the ramp to
northbound 169 from Hwy 13/101.
Recommendation
Listen to the presentation on the project and traffic impacts and provide MnDOT input on the project and any
concerns.
Budget Impact
None.
Relationship to Vision
This supports Goal D, Maintain, improve and create strong partnerships with other public and private sector
entities.
Requested Action

Background and Purpose • Replace Bridge joints
The purpose of this project is to maintain and preserve the bridge by replacing the strip seal • cost: $5.4 million
joints on the bridge, strengthen shoulders and making traffic flow improvements on the Hwy (estimated)
13/101 ramp to northbound 169.
• Schedule: Summer 2013

• Shoulder improvements both directions between the Bloomington Ferry Bridge and
Pioneer Trail
• Repair drainage where needed
• Improve Hwy 13/101 traffic flow on the ramp to northbound 169 (see zipper merge)

Zipper Merge
Reducing congestion and crashes in work
zones

What is a zipper merge?
When a lane is closed in a construction zone, a zipper merge occurs when motorists use both lanes of
traffic until reaching the defined merge area, and then alternate in "zipper" fashion into the open lane.
Benefits
Reduces differences in speeds between two lanes
• Reduces the overall length of traffic backup by as much as 4o percent
• Reduces congestion on freeway interchanges
• Creates a sense of fairness and equity that all lanes are moving at the same rate

Zipper merge vs. early merge
When most drivers see the first "lane closed ahead" sign in a work zone, they slow too quickly and move to
the lane that will continue through the construction area. This driving behavior can lead to unexpected
and dangerous lane switching, serious crashes and road rage.
Zipper merging, however, benefits individual drivers as well as the public at large. Research shows that
these dangers decrease when motorists use both lanes until reaching the defined merge area and then
alternate in "zipper" fashion into the open lane. Watch a brict idou Ot ho \•v it ■v arks.
So I'm supposed to merge late?
Yes! As you see the "lane closed ahead" sign and traffic backing up, stay in your current lane up to the
point of merge. Then take turns with other drivers to safely and smoothly ease into the remaining lane.
Don't worry about being "Minnesota nice." When traffic is heavy and slow, it is much safer for motorists to
remain in their current lane until the point where traffic can orderly take turns merging.
When not to do the zipper merge
When traffic is moving at highway speeds and there are no backups, it makes sense to move sooner to the
lane that will remain open through construction. The bottom line is to merge when it is safe to do so.
