Roll Call Mayor Tabke called the meeting to order at 7:00 p.m. and roll call was taken. Present: Mayor Brad Tabke, Councilors Pamela Schuman, Matt Lehman, Steve Clay and Jay Whiting. No. 7304. He also asked to add to the agenda, 7.F.1, Extension of Real Estate Listing Contact for Former Fire Station. Whiting/Clay moved to approve the agenda as amended. Motion carried 5 -0. 4. Consent Business Cncl. Lehman asked to add to the Consent Agenda, 7.F.1, Extension of Real Estate Listing Contract for Former Fire Station. Lehman/Schurman moved to approve the Consent Agenda as amended. Mr. McNeill read the Consent items. (Motion carried under the Consent Agenda) 4.C.1 Deleted from Agenda 4.D.1 Lehman/Schurman moved to recognize Kim Weckman's successful completion of the one -year probationary period for new hires and grant her full -time, regular status as a secretary in the Finance Department. (Motion carried under the Consent Agenda) 4.D.2 Lehman/Schurman moved to authorize staff to bring forward for hire the names of up to four qualified candidates for the position of paid -on -call firefighter. (Motion carried under the Consent Agenda) 4.F.7 Lehman/Schurman moved to authorize appropriate city staff to purchase 16 additional Laserfiche full -user licenses from Crabtree Companies for an amount not to exceed $16,002.83 from the IT Fund. (Motion carried under the Consent Agenda) 4.F.8 Lehman/Schurman moved to approve the extension of Real Estate Listing Contract for Former Fire Station. 5. Recognition of Involved Citizens by City Council. Mayor Tabke asked if there was anyone in the audience who wished to speak on an item not on the Agenda. No one responded. 6. Business Removed from Consent Agenda. None Official Proceedings of the June 4, 2013 Shakopee City Council Page 4 7. General Business 7.B.1 Shakopee Mdewakanton Intergovernmental Aid Agreement. Police Chief Jeff Tate said the Shakopee Mdewakanton Sioux Community (SMSC) wishes to enter into an agreement with the City of Shakopee, whereby the City continues to provide to the SMSU Community police and other services as required by law, and the SMSC Community will assist the City in providing funding for such services. The proposed term of this agreement is three years. Proposed payment to the City for services will be $75,000 for 2013, $85,000 for 2014, and $90,000 for 2015. The police department will use these funds to offset expenses of adding an additional investigator from our existing patrol staff. The police department is not asking to add an additional sworn officer. The proposed funding covers all additional expenses in moving an officer from patrol to investigations. Staff believes this move will provide additional liaison time with the Shakopee Mdewakanton Sioux Community, enhance our relationship, and help with internal caseloads in our investigations unit. Shakopee Mdewakanton Sioux Community Tribal Administrator, Bill Rudnicki, addressed Council. He stated that the agreement is to work with the tribal residential community and not with casino related issues. He said that SMSC also has similar agreements with Prior Lake Police and Scott County Sheriff's Department. Lehman/Whiting moved to authorize staff to enter into an Intergovernmental Aid Agreement between the Shakopee Mdewakanton Sioux Community and the City of Shakopee. Discussion followed. Mayor Tabke asked why there was a tier reimbursement structure to the agreement. Chief Tate stated the yearly increases would cover the officer's yearly pay increases. Mayor Tabke asked for a vote on the motion. Motion carried 5 -0. 7.B.2 Residential Rental Property Registration — Ord. No. 870 Chief Tate advised Council that the purpose of Ordinance No. 870 is to protect the public health, safety and welfare of Shakopee citizens who live in rental units, the property owners who operate and manage rental units, and the general public who reside next to rental units. The registration ordinance is designed to promote the Crime Free Multi- Housing Program and enhance public safety in the community. It does not deal with in -depth inspections and some quality -of -life issues most commonly associated with rental license ordinances. This ordinance would require all rental property owners, including single family home owners who rent their property, to register with the police department. This registration would require contact information for the person responsible for the property. This is essential for ordinance complaints and criminal investigations. Registration would be free, and existing staff in the police department will handle the workload. This ordinance would also require participation in the City's Crime Free Multi - Housing Program. There is no budget impact for a rental registration ordinance. Existing staff, specifically, the Crime Prevention Specialist, would conduct the training and handle all registrations. Ms. Espana is an advisor for Hispanic Advisory Council of Shakopee Parents. Sle urged Council to approve Ordinance No. 870. She also asked Council and Chief Tate if the Crime Free Multi- Housing Program training will be provided in Spanish. Chief Tate said he would check on the request. Martin Alvarez, 700 Garden Lane, addressed Council through interpreter, Mary Hernandez. Mr. Alvarez, who is a representative the Hispanic Advisory Council of Shakopee Parents, expressed his concern of drugs, alcohol and gangs as it relates to rental properties. He said he urges the Police Department, City Council and the Hispanic community to work together to solve these problems. Lisa Peilen, 1600 W. 82 St., Bloomington is the Director of Municipal Affairs at Minnesota Multi Housing Association (MHA). She said MHA is a state -wide nonprofit organization that would like to partner with Shakopee to provide support to the multi - housing industry through public policy leadership, educational opportunities, and communications and marketing in ways that enhance the industry for its members, its residents and its communities. Clay /Lehman moved to adopt the attached Ordinance No. 870, an Ordinance of the City of Shakopee Adding Section 6.29 to the Shakopee City Code Regarding Residential Rental Property Registration. 8. Council Members' Reports Cncl. Whiting attended the Met Council Thrive 2040 listening session. The goal was to communicate ideas on various topics such as affordable housing, water resources, transit, land use and economic development. Cncl. Clay attended the Shakopee Public Utilities meeting. Hydrant flushing has been suspended for the time being. There were only a few minor power outages reported. Shakopee Public Utilities now accepts credit card and debit card payments. Cncl. Lehman said that Derby Days is still looking for volunteers and donations. Cncl. Schurman attended the Scott Community Transit Review Board. SW Transit presented what they had to offer. Mayor Tabke attended the ribbon cutting for Speed Dog, the Historic Society fund raiser, Memorial Day celebrations at Shakopee Mdewakanton Sioux Community and at Memorial Park where the sign for Herrgott Memorial Drive was presented. He also attended the ribbon cutting for the Smart Play Spot at the Scott County Library. 9. Other Business None 10.
