Introduction
Action Sought
The Council is asked to set a workshop date for Tuesday, June 25th to continue the discussion from its May 14th
SCALE 501 Workshop.
Background
On May 14th, the City Council, EDAC, Planning Commission and SPUC Commissioners heard presentations by
the SCALE 501 group. The presentations were from staff members from the City, County, First Stop Shop, as well
as private developers Kent Carlson and Bruce Maus.
The workshop was scheduled to have a duration of two hours, but the discussion caused it to exceed than amount.
It was determined that there were still some major discussion issues that needed additional time that could not be
provided that evening. Those questions are shown in the attachment.
Mayor Tabke asked if this could be part of the City Council meeting of June 4th. In later discussions by staff, it is
likely that the conversation could not begin until at least 8:30 p.m., as at least one other major discussion item
(rental housing licensing) is also scheduled for that evening. In discussing this with the SCALE 501 group, they
recommend at least 2 1/2 hours be allocated for this discussion. We will also strongly encourage the participants
who are invited to the May 14th meeting to also be attendance.
The purpose of the discussion would be to establish a strategy and vision for economic development, which will
come as a result of discussion of the five strategy development questions (attached). The participants would be
asked as to what types of businesses Shakopee wants to attract, where those businesses should be located, what
partnerships would be needed to attract them? In addition, questions as to what resources the City is willing to
commit, and what infrastructure, incentives, and the like are needed.
Scott County consultant Michael Sobota, and Bruce Maus are available on Tuesday, June 25th. That date is being
recommended as it will give staff adequate time to do background research which will make that evening's
discussion more fruitful. We are suggesting a 6:30 p.m. start, to end by 9:00 p.m.
Recommendation
I recommend that the City Council set a workshop for Tuesday, June 25th at 6:30 p.m. for continuation of the
SCALE 501 discussion, and that EDAC, Planning Commission, and SPUC Commissioners be asked to attend.
Relationship to Visioning
This supports Goal D, "Maintain and improve strong partnerships with other public and private sector entities ", and
Goal B, "Positively manage the challenges and opportunities presented by growth, development, and change."
Action Required
If the Council concurs, it should, by motion, establish a workshop for Tuesday, June 25th, at 6:30 p.m. in the City
Council Chambers, for continuation of the SCALE 501 Economic Development Discussion.
