Action Sought
For City Council to approve a drainage solution for Valley Creek Crossing Block 3 and approve a cost participation
letter agreement between the City and the property owners.
Background
On August 21,2012 residents from Valley Creek Crossing Block 3 approached the City Council on a drainage
issue in the neighborhood. Council directed staff to study the issue and bring forward this item at a future meeting.
Valley Creek Crossing is a recent subdivision located west of CR 17 and north of CR 78. Residents along the south
side of Evergreen Lane from Autumn Hill Park to Halli Road have been experiencing high ground water table on
their lots which affect their turf areas on their properties and cause their sump pumps to run continuously. At the
August 2�t, 2012 City Council meeting, homeowners dropped off information on their concern, pictures of the
areas with high ground water impacts, and with preliminary costs on a drain tile system to correct the problem.
Staff's review of this area shows that there is an existing drain tile system with a storm sewer catch basin along
Evergreen Lane.To correct the high ground water table and intercept the ground water into the storm sewer system,
extension of drain tile will be needed to intercept the water in order to stabilize the ground and protect property.
Staff also did investigate the area around 1990 and 1988 Evergreen Lane lots and there are drainage problems that
affect the city sidewalk.
In discussing this issue with Tom Scott who resides at 1998 Evergreen Lane, the residents would like to have their
contractor perfonn the work which would include the installation of perforated drain tile and all restoration. Staff
has checked with our City Attorney on the city participating with a private contractor that is hired by the residents
and this is something that could be done.
The concept of a drainage solution would be for staff to approve of a drainage plan,then also allow a right-of-way
permit for the connection of the drain tile system into the City's storm sewer system at no cost and provide
inspection of the drain system.
Staff also would recommend that the City would participate, due to the fact that we would receive benefit to our
sidewalk and reduce liability and to the fact that we have participated in other drain tile installations to correct
drainage issues that affect residents such as in the Westchester subdivision.
Attached is a drawing showing the design of a drain tile system that would correct the problems in this area.
Curbside Landscape and Irrigation has done the design with staff input and the estimated cost is $10,652.00. Staff
would recommend that the City would participate 50%of Area B.This funding would come out of the Storm
Drainage Fund and at a cost not to exceed$5,326.00•
The residents will be present at the council meeting to discuss this item.
Recommendation
Approve a motion authorizing a drainage solution concept proposed by staff and authorizing staff to enter into a
letter agreement with the property owners to participate in the project at a cost not to exceed$5,326.00 from the
Surface Drainage Fund.This design would benefit the City by correcting a city sidewalk liability and would correct
a drainage problem in this block of Valley Creek Crossing Block 3.
Budget Impact
Participation in this drainage solution would come from the Surface Drainage Fund and there are sufficient funds
available.

This supports Goal E: "Deliver effective and efficient public services by a staff of well-trained,caring, and
professional employees".
