SUBJECT: Garbage Consultant Contract Amendment for Compensation(A)
Action Sought
The Council should approve an increase in the amount of compensation to Foth Infrastructure and Environment,
LLC, for expanded consulting services relating to the garbage/recycling RFP.
Background
On October 3rd,the City entered into an agreement with Foth for assistance in processing specifications in the
RFP. The original budget anticipated two meetings with staff;two meetings with the Environmental Advisory
Commission and the preparation of a recommendation for the City Council. However, due to the complexity of the
RFP process,two additional meetings were held with the EAC, and the consultant has been requested to attend
previous City Council meetings to make presentations. Additional meetings include the one on May 7th to discuss
cart ownership, and an additional meeting on May 21st, when the recommendation for a hauler will be provided.
ln addition,the initial budget estimated the review of four RFPs however; six were received. While the additional
interest is good for the City in that it provided additional competition, it also generated more review time by the
consultant.
Recommendation
1 recommend approval of the additional compensation.
Budget Impact
The original approved contract was $28,750. Foth is requesting an additional $8400, bringing the total project to
$37,150. All of Foth's compensation would be paid through the budget line item for the garbage and recycling
services.

Requested Action
lf the Council concurs, it should, by motion, authorize Contract Amendment#1 to provide additional compensation
to Foth lnfrastructure and Environment, LLC, in the total amount of$37,150.

Services will be performed in accordance with the Agreement for Professional Services,dated
October 3, 2012 between City of Shakopee, Minnesota (Owner)and Foth Infrastructure&
Environment, LLC(Engineer).
Project: Shakopee Refuse and Recyclin�collection
SpeCific Work Requested: ENGINEER will provide the following tasks which were not
included in the proposed scope of services and October 3,2012 A�reement: (1)Attendance at four Citv
Council meetin�s(December 4,2012, Februarv 5, May 7 and May 21,2013); (2)Additional extended
project team meetings;(3)RFP packet redline coordination/collatin�; (4) Create"autopopulate"form to
post on City's web pa�e for Proposers to complete;(5)Review two additional responses to the RFP
(original bud�et was based on a total of four; OWNER received six).
Basis for Request: OWNER's request.
Estimated Cost: Total additional project cost is$8,400, brin�in�total project cost to
approximately $37,150.
Estimated Completion Date: No change to alreadv a reg ed-upon project schedule.
