C. 2. �~iE{:'�F�C�3'1:l� TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jeff Weyandt, Assistant City Engineer DATE: OS/07/2013 SUBJECT: Consider Awarding a Contract for the 2013 Street Reconstruction,Project No. 20li-1 -Res.No. 7299 (E) Action Sought Approve Resolution No.7299, which accepts the bids and awards a contract for the 2013 Street Reconstruction, Project No. 2013-1 to Chard Tiling& Excavating, Inc. and approve a 5%contingency amouut on this project for use by the City Engineer. Background On April 2,20li,City Council adopted Resolution No. 7286, which approved the plans and specifications and authorized staff to advertise for bids for the 20li Street Reconstruction,Project No. 20li-1. On April 30, 2013, a bid opening was held for the 2013 Street Reconstruction Project, in which there were five bids opened for this reconstruction project. The bids are summarized in the attached resolution. From the bid opening, the low bidder is Chard Tiling& Excavating, Inc. with a bid of$2,532,781.55. The Engineer's estimate for this project is $2,700,000.00. The Preliminary Engineering report included a project cost estimate of$3,188,000.00. Adding a 5%contingency to the low bid and 20% indirect costs,the projected project cost is approximately$3,166,000.00, which is below the estimated cost in the Preliminary Engineering Report. lf Council awards the contract, staff is also requesting a contingency amount equal to 5%of the contract to cover minor change orders and quantity adjustments that may occur on the project. Recommendation 1.Accept the low bid from Chard Tiling&Excavating, Inc. and adopt Resolution No.7299. 2. Approve a 5%contingency amount on this project for use by the City Engineer in authorizing change orders or quantity adjustments on this project. Budget Impact This project is funded by Assessments,Tax Levy, Shakopee Public Utilities,the Sanitary Sewer Fund and the Storm Sewer Fund. Relationship to Vision This supports Goal E: "Deliver effective and efficient public services by a staff of well-trained,caring, and professional entities". RESOLUTION NO. 7299 A Resolution Accepting Bids For For The 2013 Street Reconstruction Project No. 2013-1 WHEREAS, pursuant to an advertisement for bids for the 2013 Street Reconstruction, Project No. 2013-1, bids were received, opened on April 30, 2013, and tabulated according to law, and the following bids were received complying with the advertisement: Bidder Amount CHARD TILING & EXCAVATING INC. $2,532,781.55 RYAN CONTRACTING CO. $2,713,709.66 MINGER CONSTRUCTION, INC. $2,993,944.40 R L LARSON EXCAVATING, INC. $3,008,979.40 NORTHDALE CONSTRUCTION CO $3,057,184.88 WHEREAS, it appears that Chard Tiling & Excavating, Inc., 26239 State Highway 25 Belle Plaine, MN 56011 is the lowest responsible bidder for the 2013 Street Reconstruction Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,MINNESOTA: 1. The appropriate City officials are hereby authorized and directed to enter into a contract with Chard Tiling & Excavating, Inc. in the name of the City of Shakopee for the 2013 Street Reconstruction Project according to the plans and specifications therefore approved by the City Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
