C. 1. �t�:��.c���t>� TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jeff Weyandt,Assistant City Engineer DATE: OS/07/2013 SUBJECT: Consider Awarding a Contract for the 2013 Bituminous Overlay, Project No. 2013-2 - Res.No. 7297 (E) Action Sought Approve Resolution No.7297, which accepts the bids and awards a contract for the 20li Bituminous Overlay, Project No. 2013-2 to Bituminous Roadways, Inc. and approve a 5%contingency amount on this project for use by the City Engineer. Background On March 19, 2013, City Council adopted Resolution No. 7284,which approved the plans and specifications and authorized staff to advertise for bids for the 2013 Bituminous Overlay, Project No. 2013-2. On April 23, 2013, a bid opening was held for the 2013 Bituminous Overlay Project, in which there were eight bids opened for this improvement project. The bids are summarized in the attached resolution. From the bid opening the low bidder is Bituminous Roadways, lnc. with a bid of$1,356,85124. The Engineer's estimate for this project is $1,500,000.00. The Capital Improvement Plan included a project cost estimate of$1,660,000.00. Adding a 5% contingency to the low bid and l�% indirect costs,the projected project cost is approximately$1,640,000.00, which is below the budgeted project cost. If Council awards the contract, staff is also requesting a contingency amount equal to 5%of the contract to cover minor change orders and quantity adjustments that may occur on the project. Recommendation 1.Accept the low bid of Bituminous Roadways, lnc. and adopt Resolution No.7297. 2.Approve a 5%contingency amount on this project for use by the City Engineer in authorizing change orders or quantity adjustments on this project. Budget Impact This project is funded by Shakopee Public Utilities,the Sanitary Sewer Fund,the Storm Sewer Fund and the Capital Improvement Fund. Relationship to Vision This supports Goal E: "Deliver effective and efficient public services by a staff of well-trained,caring, and professional entities". Requested Action Offer Resolution 7297, A Resolution Accepting Bids on the 2013 Bituminous Overlay, Project No. 2013-2 and move its adoption; also approve a 5%contingency amount on this project for the use by the City Engineer in authorizing change orders or quantity adjustments on this project. MUELLER & SONS $1,635,164.25 MCNAMARA CONTRACTING $1,644,376.25 VALLEY PAVING INC. $1,682,176.70 WHEREAS, it appears that Bituminous Roadways, Inc., ]520 Commerce Drive Mendota Heights, MN 55120 is the lowest responsible bidder for the 2013 Bituminous Overlay Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,NIINNESOTA: 1. The appropriate City officials are hereby authorized and directed to enter into a contract with Bituminous Roadways, Inc. in the name of the City of Shakopee for the 2013 Bituminous Overlay Project according to the plans and specifications therefore approved by the Ciry Council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposits of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
