CITY OF SHAKOPEE Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Agenda Fonnat Changes DATE: December 28, 2005 INTRODUCTION: The purpose of this memo is to explain City Council agenda f0n11at changes, which were discussed in general at the December 20th City Council meeting, BACKGROUND: At the December 20th meeting, the Council approved on a 4-1 vote to adopt the findings of the Strategic Visioning Initiative. Part of the Visioning findings was that the Vision and Goals need to be commtmicated to residents regularly, It was suggested that the Mission Statement (adopted in February, 2004) be included on each Council agenda document. That has been done at the top ofthe agenda for January 3rd. The Council will also note a different grouping ofthe agenda items. Previously, agenda items were grouped under departments (Police and Fire, Community Development, etc.). So as to tie recommended actions to the Visioning Goals, we have placed the non-consent action items under those five Goals. Those Goals are: A) Active and health community B) High quality of life C) Great place for kids to grow up D) Vibrant, resilient and stable E) Financially strong These are obviously very broad goals, and some of the agenda items might meet more than one goal. In that case, a judgment will be made as to which is the "best fit". So as to streamline the rest of the agenda, the consent items 'Which 'Were previously under the departmental groupings will now be listed under business item NO.5 ("Consent"). There will still be an opportunity to remove items from consent (at which time as they will be discussed following "Public Hearings" and other required actions). Agenda items could also be added for consent action if desired by Council. The intent of making the change at this time is to give the Council a couple of meetings to determine whether it is going to work on a permanent basis. That can be discussed at the January 24th goal setting and leadership workshop meeting. VISIONING RELATIONSHIP: This action supports: All Goals and Strategies ACTION REQUIRED: The Council should give feedback as to any desired changes to this new format.
