SUBJECT: Police Chief Employment Agreement Modification

INTRODUCTION:
The Council is asked to amend the employment agreement with Chief Dan Hughes
regarding the accumulation of sick leave hours.
BACKGROUND:
Dan Hughes became Police Chief in Shakopee in 1998. An agreement was entered into
between the City and Mr. Hughes at the time of his hire, establishing working conditions
and expectations.
One of the working conditions that was established was a 720 hour cap on the
accumulation of sick leave hours. However, at this time every other City employee/union
group uses 960 hours as a cap. Dan has asked that his agreement be amended so that he
has the same number of hours as do other City employees.
Mr. Hughes has currently accumulated in excess of720 hours.
BUDGET IMPACT:
While there is no immediate impact on the City budget, at such time as the Chief leaves
the employment of the City, this amendment will provide for an added number of hours
to be bought back for a severance. The increase in hours also allows an extra measure of
security for Mr. Hughes, in the event of a lengthy illness.
VISIONING IMPACT:
This is a housekeeping matter, and therefore has no direct tie to Visioning Goals or
Strategies.
RECOMMENDATION:
I recommend that the provision in the employment agreement for sick leave accumulation
for Dan Hughes be increased from 720 hours, to 960 hours.
ACTION REQUIRED:
If the Council concurs, it should, by motion, direct that the employment agreement with
Dan Hughes be modified to allow for 960 hours of accumulated sick leave.
