SUBJECT: Air Pack Purchases

INTRODUCTION:
The Council is asked to affirm the purchase of seven Scott Air Packs by the Fire
Department.
BACKGROUND:
The 2005 budget budgeted $20,000 for self-contained breathing apparatus (SCBA) air
packs.
The Shakopee Fire Department must purchase Scott-brand air packs to be compatible
with the system that we have. Bcause of past performance problems, we did not purchase
the air packs from the Minnesota distributor, but instead, were able to get a quote from
MES, a distributor in Wisconsin. The total for seven air packs was $18,060.00. We have
taken delivery ofthese air packs; invoices were sent November 22nd.
According to the City Attorney, State law requires competitive bids be obtained from two
or more vendors where possible on purchases of between $10,000 and $50,000. In
addition, City policy requires Council action (even for budgeted purchases) for items
over $10,000. I was unaware of these requirements, and will keep them in mind in the
future.
Therefore, the Council is asked to approve the purchase that has already been made.
BUDGET IMP ACT:
As shown above, the $18,060.00 is within the amount budgeted in the FY05 budget.
RECOMMENDATION:
I recommend. approval.
ACTION REQUIRED:
If the Council concurs, the Council should affirm (approve) the purchase of seven Scott
air packs from MES in the amount of$18,060.00.
