Approve a motion approving an intersection design for Mooers Avenue and Valley View Road associated with the
Valley View Road Improvement Project.
Background
During the CR 17 Corridor Study, and open house, public concern was expressed to the amount of additional traffic
by the Prairie Village and Pheasant Run neighborhoods, specifically Mooers Avenue with the Valley View Road
connection from CR 17 to Sarazin Street.
From this concern, staff did have a traffic study prepared with alternatives on the increase traffic to various
connections such as Mooers Avenue, Alden Avenue and St. Francis Aveneue and conducted a public meeting with
the residents. The results from this meeting and subsequent Council action was to have essentially a one way
westbound on Mooers Avenue and no eastbound traffic into Mooers Avenue from Valley View Road.
Attached to this memo are the following items for Council information:

During the design of Valley View Road, staff has reviewed alternatives with WSB & Associates to comply with the
Council decision of October 21, 2008. Alternatives No. 1 & No. 2 involves modification of the intersection to
narrow the street opening of Mooers Avenue with Sarazin Street. Cost of this work is approximately
$20,000 - $30,000. Alternative No. 3 involves signage and striping to indicate no entry with Mooers Avenue from
the west and can be done for approximately $1,500.
Staff is recommending Alternative No. 3 at this time as the most cost effective alternative and allows staff time to
review a one way street design on Mooers Avenue from Sarazin Street to Hazen Street.
Ideally to have a one way street, Mooers Avenue from Sarazin Street to Hazen Street should be reconstructed to a
narrower width. Mooers Avenue was constructed in 1999 and will be due for an overlay in 2019 -2020.
Approximately 200 feet of street will need to be reconstructed for the one way street design. A question for this
future project would be who should pay for the reconstruction of the road and whether this would be necessary.
At this time, staff recommends Alternative No. 3 for the reasons stated earlier. At the time of writing this memo,
staff has heard from one resident on Alden Avenue questioning the one way design as this resident was not present
for the meetings in 2008. A total of 50 letters were sent out. Also staff is proposing to have stop signs on the east
and west legs of the intersection and to study this intersection and the St. Francis Avenue and Sarazin Street
intersection for the right traffic control after the improvements are completed. Currently St. Francis Avenue and
Sarazin Street is a four way stop and the recommendation from the updated Mooers Avenue study is to consider a
four way stop for the Mooers Avenue and Valley View Road intersection when Valley View Road is connected
from CR 17.
Recommendation
Approve a motion approving Alternative No. 3 for the intersection design of Mooers Avenue and Valley View
Road associated with the Valley View Road project.
Budget Impact
The cost of striping and signage will be part of the Valley View Road Improvement Project.
Relationship to Vision
This supports Goal E, Deliver effective and efficient public services by a staff of well - trained, caring, and
professional employees.
Requested Action

Introduction
In October 2000, the City of Shakopee completed a Traffic Study for the Valley View Road area
between CSAH 83 and CSAH 79. That study analyzed various alternatives for the alignment or
realignment of Valley View Road, specifically in the area of CSAH 17 (Marschall Road).
The traffic study recommended two phases for the reconstruction and realignment of Valley
View Road. Phase 1 included the realignment of Valley View Road connecting into Sarazin
Street east of CSAH 17. This phase of the project was completed in 2002/2003. Phase 2 of the
recommendation was to realign St. Francis Avenue between CSAH 17 and Sarazin Street to a
point approximately 500 feet south. This would provide better traffic signal spacing on CSAH
17, as well as creating an opportunity to continue the east/west collector roadway (Valley View
Road) from Sarazin Street through CSAH 17 and ultimately to CSAH 79. This phase of the
construction was recommended to be completed at a time when either development occurred in
this area that would provide opportunity for the realignment or when the CSAH 17
improvements south of St. Francis Avenue would occur.
Scott County is now in the process of the preliminary design for CSAH 17 from just north of St.
Francis Avenue through the CSAH 42 intersection. This now provides the opportunity for the
City to work with Scott County on the realignment of Valley View Road / St. Francis Avenue.
Preliminary concept plans have been completed for CSAH 17, including the proposed
realignment of St. Francis Avenue / Valley View Road extension. At the initial public meeting,
several comments were made by the residents east of Sarazin Street concerned with the amount
of additional traffic that would be added to their neighborhood streets as a result of the
anticipated realignment, specifically on Mooers Avenue.

Based on these comments, City staff authorized a traffic study be completed to document the
existing traffic patterns in the area and determine the amount of diverted traffic that would be on
the streets within the area.
Figure 1 illustrates that study area in which data was collected, as well as the detailed analysis
area. The data collection area was bounded by 17 Avenue on the north, Valley View Road on
the South, Sarazin Street on the west, and Independence Drive on the east. The detailed study
area included the intersections of Sarazin Street at St. Francis Avenue, Sarazin Street at Mooers
Avenue, Mooers Avenue at Mathias Road, St. Francis Avenue at Mathias Road, and Alden
Avenue.
Data Collection
Traffic volume data was collected by the City in the study area during the end of May and early
June 2008. Forty -eight (48) hour directional approach counts were conducted on all roadways
entering the study as illustrated in the following table:

Figures 2 and 3 illustrate the counted Average Daily Traffic (ADT) volumes and AM and PM
peak -hour turning movement counts conducted as part of this study.
Traffic Analysis
As discussed previously, the primary focus of the study is to determine the amount of traffic that
would be diverted to Mooers Avenue and Alden Avenue should a realignment of St. Francis
Avenue / Valley View Road occur. The first step in this determination was to conduct existing
traffic counts as discussed in the previous section. The next step is to determine the amount of
traffic that actually uses St. Francis as a "cut through" from Sarazin Street to Mathias Road.
This can be determined by looking at the existing number of homes in the area and subtracting
these associated trips from the counted trips. Based on field observations and aerial
photography, there are approximately 775 homes in the overall study area and approximately 96
homes in the area adjacent to St. Francis Avenue. Based on this data, the cut - through traffic on
St. Francis was determined as follows:

These factors can then be applied to shifting of traffic from St. Francis Avenue to Mooers
Avenue and Alden Avenue.
Based on these factors, the assumed traffic diversion was determined. Figure 4 illustrates the
AM, PM, and ADT anticipated traffic diversions. As can be seen, Mooers Avenue will increase
in traffic from approximately 250 vehicles per day at Sarazin Street to approximately 825
vehicles per day. In addition, there will be an increase during the AM peak hour from 20
vehicles to 50 vehicles and during the PM peak hour from 19 vehicles to 50 vehicles. The
resulting traffic volume on Mooers Avenue would be similar to the traffic volume currently on
French Trace Avenue or Pheasant Run Street.
Adjacent to Alden Avenue, there are approximately 18 homes that would have traffic diverted
from St. Francis Avenue to Alden Avenue. This would result in an increase of approximately
185 daily trips, 20 PM peak -hour trips, and 16 AM peak -hour trips on Alden Avenue.
The assumptions for the diversion of traffic should be considered a worst -case condition. It was
assumed that all non -local traffic on St. Francis Avenue would be diverted to Mooers Avenue or
Alden Avenue when, in fact, some may be diverted to other routes such as 17 Avenue or further
south on Valley View Road.

Conclusion
Based on the traffic analysis discussed above, it can be concluded that traffic volumes on Mooers
Avenue and Alden Avenue with the realignment of St. Francis / Valley View Road, will increase
significantly over the traffic volume today. However, the end result traffic volume is very
similar to a typical City street including those in the Study area. In fact, with the relocation of St.
Francis Avenue / Valley View Road, the distribution of traffic into the study area will be more
balanced amongst the roadways, specifically along Sarazin Street.

On July 31, 2008, a neighborhood meeting was held to review and comment on the proposed
realignment of Valley View Road to line up with Mooers Avenue. More than 32 persons were in
attendance and provided input on the Traffic Study completed for the project.
Based on the discussion, it was the consensus that the primary concern was the connection of
Valley View Road at Sarazin Street. It was understood and agreed that the relocated Valley
View Road at Marschall Road was planned by the County in a satisfactory location. Several
alternatives were proposed and discussed at the meeting. The purpose of this memorandum is to
summarize and review the proposed alternatives. Each is discussed below and shown in the
attached Figures 1 through Figures 4
1. Closing Mooers Avenue — This alternative would close Mooers Avenue at Sarazin
Street. The only access to the street would be via Mathias Road. The realignment of
Valley View Road would connect to Sarazin Street as proposed.
Advantages
• Only local traffic on Mooers Avenue
Disadvantages:
• Increases traffic on St. Francis Avenue
• Increases traffic on Alden Avenue
• All traffic on Valley View Road will need to turn at Sarazin Street

2. Converting Mooers Avenue to a One - way Westbound — This alternative would close
Mooers Avenue to eastbound traffic from Sarazin Street to Hazen Street. The street
would be a One -way westbound. Residents entering Mooers Avenue would be required
to use alternative routes via Mathias Road. The realignment of Valley View Road would
connect to Sarazin Street as proposed.
Advantages:
• Reduces traffic on Mooers Avenue from the original proposal
• Reduces traffic on Mooers Avenue in the PM peak from existing conditions
• Reduces traffic on St. Francis Avenue from existing conditions
Disadvantages:
• Increases traffic on Mooers Avenue in the AM peak and Daily from existing
conditions
• Increases traffic on Alden Avenue from existing conditions
• Increases traffic on Alden Avenue in the PM peak from original proposal
• Increases traffic on St. Francis Avenue from original proposal
• All eastbound traffic on Valley View Road will need to turn at Sarazin Street
• Requires either additional police enforcement or construction to restrict the
eastbound traffic
3. Realigning Valley View Road to the south and connecting Sarazin Street into Valley
View Road. - This alternative would realign the proposed Valley View Road to curve
south and connect to existing Sarazin Street. The existing Sarazin Street north of Mooers
Avenue would tee into the new Valley View Road. Moores Avenue would tee into
Sarazin Street.
Advantages:
• Reduces traffic on Mooers Avenue from original proposal
• Reduces traffic on St. Francis Avenue from existing conditions
Disadvantages:
• Increases traffic on Alden Avenue from both existing and original proposal
conditions.
• Requires additional right of way from Betaseed

4. Shifting Valley View Road to connect into Sarazin Street South of Mooers Avenue —

• Reduces traffic on Alden Avenue from original proposal
Disadvantages:
• Increases traffic on Mooers Avenue from existing conditions
• Increases traffic on St. Frances from original proposal
• Requires additional right of way from Hospital
Conclusion / Recommendation
Based on the updated traffic analysis discussed above, the following conclusions can be made:
• With any alternative, one of the three primary streets entering / exiting the area (St.
Francis Avenue, Mooers Avenue, or Alden Road) will be impacted.
• The original proposal will increase traffic on Mooers Avenue and Alden Avenue.
• Alternative I will increase traffic on St. Francis Avenue and Alden Avenue.
• Alternative 2 will increase traffic on Mooers Avenue and Alden Avenue with traffic more
distributed between the three streets.

• Alternative 3, Alternative 4, or Alternative 5 would not have significant traffic volume
changes from the original proposal.
• Alternative 3, Alternative 4, and Alternative 5 will require additional right of way from
Betaseed or the Hospital.
Based on the above conclusions and input from the neighborhood meeting, the following
recommendations are made:
1. Implement Alternative 2, creating an eastbound one way from Hazen street to Sarazin
Street.
2. Implementation of the one -way alternative would be completed with the realignment
of Valley View Road as part of the CSAH 17 project. Details of the concept (i.e.,
physical improvements or signing) will be completed at that time.
3. Traffic control of the new intersection of Valley View Road / Mooers Avenue (one
way) and Sarazin Street is anticipated to be an all -way stop. The existing all -way
stop at St. Francis Avenue and Sarazin Street will be removed unless additional
studies are completed to justify maintaining it at this location.

INTRODUCTION:
Attached is a Mooers Avenue Updated Traffic Study and the initial study done this year to
address the traffic impacts from the connection of Mooers Avenue to CSAH 17. Staff will
present the study and ask for Council consensus on a recommendation.

existing Valley View Road connection to CSAH 17 to a location further north and would line up
with Mooers Avenue street connection at Sarazin Street. This alignment configuration was also
agreed upon by Betaseed and St. Francis Regional Medical Center who would be affected by this
connection. At an open house for C.R. 17 Corridor Study, several residents raised a concern of
the increased traffic to Mooers Avenue.
Staff had WSB & Associates, Inc. perform a traffic study, with staffs assistance, to analyze the
traffic impacts to the Pheasant Run and Prairie Village neighborhoods and in particular the street
connections of St. Francis Avenue, Mooers Avenue and Alden Avenue.
After the study was completed, a neighborhood meeting was held on July 31, 2008. Based on
the discussion and input received, an updated study was done on the various alternatives. Those
alternatives were to close Mooers Avenue, connecting Mooers Avenue to a one -way westbound
realignment of Valley View Road as an offset, so a direct connection was not made at Mooers
Avenue.
Advantages and disadvantages were listed for each alternative. The final conclusion from the
updated study was to implement a westbound one -way on Mooers Avenue, from Hazen Street to
Sarazin street. Also, this one -way would be done with the construction of Valley View Road,
from CSAH 17 to Sarazin Street. In addition, a four -way traffic control stop condition is
anticipated and the all -way stop at Sarazin Street and St. Francis Avenue could possibly be
removed.
It is staffs intent to present these traffic studies and Chuck Rickart, of WSB & Associates, Inc.,
will be available for questions on these studies and recommendations.
ALTERNATIVES:
1. Approve a motion accepting the Mooers Avenue Updated Traffic Study and its
recommendations, noting the one -way alternative is a westbound one -way.
2. Approve a motion accepting the Mooers Avenue Updated Traffic Study and its
recommendations with modifications.
3. Table for additional information.
RECOMMENDATION:
Staff would recommend Alternative No. 1, noting that most residents were in favor of a one -way
design and comments received for the updated study have only been on looking at a roundabout
and perhaps Alternative No. 3, which is realignment offset intersection design. Staff is in favor
of the one -way westbound on Mooers Avenue connection, as it minimizes the traffic impact the
best, while still making the connection planned for in 2001.
ACTION REQUESTED:
Approve a motion accepting the Mooers Avenue Updated Traffic Study and its
recommendations.

MEMORANDUM OF UNDERSTANDING
This memorandum of understanding is entered into by the City of Shakopee (City) and Scott County
(County) on April 3 , 2001.
WHEREAS, the City has prepared a traffic study for the Valley View Road area between
CR 79 and CSAH 83, dated October 5, 2000; and
WHEREAS, the traffic study reviewed several alternatives for access to CSAH 17 from the
new east -west collector road; and
WHEREAS, the City and County have had public meetings with the residents and businesses
adjacent to CSAH 17 and Valley View Road; and
WHEREAS, the City and County have agreed that the alignment extending the new east -west
collector road along the Betaseed/hospital property line would provide the best operational
characteristics for CSAH 17 and the new collector road; and
WHEREAS, the City and County have agreed that the construction of this east -west collector
will be completed in two phases. The first phase to include the extension of existing Valley View
Road curving north along the Sarazin Street alignment as currently being developed by the City. The
second phase would be the extension of the east -west collector road along the Betaseed/hospital
property line to a point approximately 500 feet south of St. Francis Avenue; as shown on the attached
drawings, and
WHEREAS, the City and County desire to document their respective understandings
regarding certain aspects of the proposed alignment, and the timing of the access to CSA}I 17.
NOW, THEREFORE, IT IS HERBY UNDERSTOOD THAT: •
1. East -West Collector Street
The East -West Collector Street from Sarazin Street to CSAH 17 will be constructed at such time
that one or more of the following occur:
A. Development of the Betaseed property or the St. Francis Hospital property east of
CSAH 17.
B. Development of property in the area on the west side of CSAH 17 requires additional
access to CSAH 17, or requires a change in the existing access serving Betaseed.
C. The City and County agree that traffic conditions indicate a safety problem exists or
is imminent at the CSAH 17 and St. Francis intersection, or they agree on the need
for possible changes in traffic control at St. Francis Avenue. Such problems may be
apparent through excessive delays to St. Francis Avenue traffic at CSAH 17 or
through crash problems at the intersection.
2. St. Francis at CSAH 17:
The St. Francis Avenue at CSAH 17 intersection will be studied in detail once the new
intersection of the east -west collector street and CSAH 17 is planned for construction. This will
potentially include restricting this intersection to 3 /4 access or to a right - in/right -out only. The

City and County acknowledge that such access restrictions will also directly impact any access to
CSAH 17 from the west (existing Betaseed property).
3. CSAH 17 at Existing Valley View Road:
The existing intersection of Valley View Road and CSAH 17 will be closed as part of the
construction of the new east -west collector street, and traffic will be redirected to the collector
street. This will be 100% City cost to close this access. Such work shall be included in the
access permit application requested by the City of the County as part of the new collector street
connection (See #6).
4, Jurisdiction
The City and County acknowledge that, as the jurisdictional authority for CSAH 17, the County
retains the right to make any and all determinations on traffic controls along the CSAH 17
corridor.
5. Development of Plans and Specifications
The City will be responsible for development of all plans and specifications for the east -west
collector road extension to CSAH 17. The County will review and approve such plans.
6. Permits
The City will request a County access permit for a street connection to CSAH 17. The County
will be responsible for review and approval of the permit application.

Dear Property Owner:
This letter and attachment is intended to update the residents in the Pheasant Run area of the
intersection design for Mooers Avenue associated with the upcoming Valley View Road
Improvement Project. Previously, on October 21, 2008, City Council did review a traffic study
with alternatives and how to deal with Mooers Avenue with the intersection of Valley View
Road. The alternative selected was to provide a one -way in which west bound traffic could leave
Mooers Avenue to Valley View and east bound Valley View Road traffic could not enter Mooers
Avenue.
Staff has reviewed intersection design with our consultant WSB & Associates and the attached
drawing shows three intersection design alternatives. Staff is recommending intersection
alternative #3 to have striping and signage which would alert motorists not to enter Mooers
Avenue from Valley View Road. This intersection design would also include an all way stop at
this intersection as previously discussed in the traffic study for this intersection This would be
recommended to the City Council. Alternative #3 would be the most cost effective alternative to
accomplish the intent of the previous Council action.
It is staffs intent to present these intersection alternative designs to City Council at its April 16
2013 Council meeting. That meeting will begin at 7 PM in the City Council Chambers, in City
Hall.
