SUBJECT: Web - streaming and Video -On- Demand (VOD) Service (E)
Action Sought
The City Council is asked to approve a recommendation from the Telecommunications Advisory Commission
(TAC) to contract with AgendaQuick for the Government Access Channel's live web - streaming and
video -on- demand service.
Background
Since July of 2011, the City has utilized EarthChannel for video -on- demand and provided live web - streaming of the
Government Access Channel using an internal server. With the current EarthChannel contract up on June 30 and
the internal server scheduled for replacement, the TAC reviewed and discussed options at their March 27 meeting.
After reviewing several offerings and their associated costs, the TAC is recommending that the City switch to
AgendaQuick for both live and on -demand services. This is the same software provider used to create and publish
the City's paperless meeting packets.
The service from AgendaQuick will cost $2,250 per year and includes:
• A "one- stop- shop" where the public will find City of Shakopee agenda packets, meeting minutes, and videos
all in one place.
• On- Demand and Live Stream from a single source.
• Mobile device compatibility.
• Up To 100 indexed (stored) meetings per year.
• Three (3) years of storage ($180 per year after that for each year's worth of video).
• Unlimited bandwidth and external viewers (but limited to 25 internal users at a time).
• Indexing, but with no City staff involvement (this would eliminate up -to 85 hours of staff time per
year spent indexing).
• Video pod- casting of specialty content.
• Up to 25 hours of additional specialty content per month.
Recommendation
The TAC is recommending that the City switch to AgendaQuick for live web - streaming and
video -on -demand service.
Budget Impact
The 2013 Telecom budget includes $2,990 for web - streaming service. Switching to AgendaQuick will have a
lower annual cost of $2,250. However, it also requires a one -time start-up investment of $6,325. Funding for this
cost can be found within the adopted budget for the Administration Department.

This item contributes to Goal E: Deliver effective and efficient public services by a staff of well- trained, caring and
professional employees.
Requested Action
if the Council concurs, it should offer a motion to approve the recommendation of the Telecommunications
Advisory Commission to contract with AgendaQuick for live web - streaming and vide -on- demand service at a cost
not to exceed $2,250 per year, with a one -time start-up cost of $6,325.
