SHAKOPEE TO: Mayor and City Council Mark McNeill, City Administrator FROM: Jamie Polley, Parks, Recreation & Natural Resources Director DATE: 04/16/2013 SUBJECT: Authorization to Proceed with Community Center Exterior Painting Project (A) Action Sought The City Council is asked to approve quotes for the maintenance and painting of the exterior of the Community Center. Background On November 20, 2012 the City Council authorized staff to obtain quotes for the maintenance and painting of the exterior of the Community Center. Staff had recommended the painting of the exterior of the Community Center in 2007 at which time the City Council postponed the project. The building paint is original to the building (18 years old) and the paint is faded and worn. The areas that were once maroon in color are now pink. The building has also been graffitied a number of times which is very noticeable. The graffiti remover and the cover up paint do not match the original paint. In addition, the exterior caulking between the precast wall panels is cracking and separating and require repair prior to painting. Any other cracks found in the precast wall will be caulked prior to painting. Discussion The exterior of the building to be painted is approximately 24,500 sq. ft. Staff obtained quotes from four commercial painting companies to repair and caulk all cracks and paint the exterior of the Community Center. When obtaining quotes staff was made aware that each company utilizes their own products. All the products are recommended based on the individual assessments of the Company representatives. Following is a summary of the obtained quotes: A. Painting Quotes a. Schoenfelder Painting $30,567.00 b. Fresh Paint $25,472.00 c. Danco Commercial Painting $57,660.00 d. Future City $57,496.46 Budget Impact The painting of the Community Center facility will be funded utilizing the existing Park Asset Fund. Relationship to Vision A. Keep Shakopee a safe and healthy community where residents can pursue active and quality lifestyles. Recommendation Staff is recommending that the quote from Schoenfelder Painting be accepted and authorized for contract. Although they are not the lowest quote their preparation and products they are using are more in depth and specific to a building with tip up concrete panels. Schoenfelder Painting also specifically identified utilizing a rust prohibiter for the front peaks and back stairwell. Requested Action If the City Council concurs, authorize the appropriate staff to contract with Schoenfelder Painting for the exterior maintenance and painting of the Community Center facility for the amount of $30,567.00.
