Authorize the appropriate City Officials to enter into a contract to participate in the Metropolitan Council 2013
Citizen - Assisted Monitoring Program (CAMP).
Introduction
This agenda item seeks approval for the City to participate in the Metropolitan Council 2013 Citizen - Assisted
Monitoring Program.
Background
The City has participated in this partnership with the Metropolitan Council since 2002 to complete lake water
quality monitoring of Dean Lake and Lake O'Dowd. The Metropolitan Council and City staff has provided
instruction and oversight to the volunteers.
Discussion
The Citizen Assisted Monitoring Program involves the use of citizen volunteers to collect in -lake samples from
approximately 185 plus lakes in the Twin Cities Metropolitan Area. The volunteers will collect surface water
samples to be analyzed for total phosphorous (TP), total Kjeldahl nitrogen (TKN), and chlorophyll -a (CLA). In
addition, the volunteers will measure surface water temperature, water transparency, and fill out a lake sampling
form to help describe the lake and weather conditions at the time of sampling. Lakes are scheduled to be visited
bi- weekly for a period determined by the Metropolitan Council and weather conditions.
Sandy, Andrew and Matt Boyce have agreed to complete monitoring of Lake O'Dowd for the 2013 season. The
Boyce families completed monitoring as part of the program since 2007. At this time I do not have a volunteer to
complete the monitoring on Dean Lake. If a volunteer is interested in monitoring Dean Lake there is a training that
they must go through with a representative of the Metropolitan Council. The monitoring is scheduled to begin the
week of April 15th.
The cost associated with participating in the program in 2013 is $550 per lake. The Metropolitan Council charges
the City for the analysis of the samples collected by the volunteers. This City does receive a final report from the
Metropolitan Council for all lakes monitored as part of the program. Please contact me if you would like to review
the report.

If Council concurs, authorize the appropriate City Officials to enter into a contract to participate in the Metropolitan
Council 2013 Citizen- Assisted Monitoring Program.
