O. l CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Acceptance of Feasibility Report for Pike Lake Road Improvements, from CSAH 16 to 1100 Feet South and a Public Road 425 Feet West of Pike Lake Road to I.S.D. #720 Elementary School Site, Project No. 2007-3 DATE: January 16,2007 INTRODUCTION: Attached to this memorandum is Resolution No. 6562, a resolution accepting a feasibility report and setting a public hearing date for February 6, 2007 for the Pike Lake Road Improvement Project, from CSAH 16 to 1100 Feet South and a Public Road 425 Feet West of Pike Lake Road to I.S.D. #720 Elementary School Site. BACKGROUND: On October 3, 2006, City Council adopted Resolution No. 6503, a resolution preparing the feasibility report for the Pike Lake Road improvements, from CSAH 16 to 1867. feet south and a Public Road 425 feet west of Pike Lake Road to I.S.D> #720 Elementary School site. City Council also approved an extension agreement with WSB & Associates to prepare the feasibility report and preliminary design for this project. Attached is the feasibility report, as prepared by WSB & Associates outlining the project costs, project funding, and assessments for local street equivalent and oversizing costs for the City of Shakopee. From the preparation of this report to the final draft, staff has had several meetings with the developer, Shakopee Public Utilities, School District and local residents to determine the best overall project at this time. The final conclusion by staff is that the project should be limited for Pike Lake Road, from CSAH 16 to 1100 feet south to the public street which would serve the School District, andto construct the School District entrance road with sanitary sewer, watermain and storm sewer and ponding improvements at this time. The developer, Tollefson Development, Inc., has sent e-mails to staff requesting that this project be reduced in scope as they will not be platting the property in 2007 and wish to minimize their costs on this project. Staff would be in agreement with this assessment and would also limit the City's cost and also future risk in placing the assessments on the remaining Tollefson's 114 acres outside of the School District's land, which Tollefson Development had sold previously. Staff did receive a letter from Tollefson Development, Inc. requesting that all local assessments from this project be placed on their remaining 114 acres that they own that is known as Shutrop South property. The future assessment agreement will be prepared between Tollefson Development and the City of Shakopee after the report is accepted. If Council accepts the feasibility report, a public hearing would be established for February 6,2007 for this project. AL TERNATIVES: 1. Adopt Resolution No. 6562, a resolution accepting the feasibility report and establishing a public hearing for February 6, 2007 for the Pike Lake Road Improvements, from CSAH 16 to 1100 Feet South and a Public Road 425 Feet West of Pike Lake Road to I.D.S. #720 Elementary School Site. 2. Do not adopt Resolution No. 6562 at this time. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No 1. in order to proceed with this project to a public hearing on February 6, 2007. Staff would also be working on an assessment agreement between Tollefson Development, Inc. and the City of Shakopee, during this time frame, and would hope to have a draft prepared by the February 6, 2007 date. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA: 1. The Council will consider the Pike Lake Road Improvements Project and all appurtenant work in accordance with the report and the assessment of abutting and benefited property for all or a portion of the cost of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost for the Pike Lake Road Improvements of $822,300.94. 2_ A public hearing shall be held on such proposed improvements on the 6th day of February, 2007, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street, Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. EXECUTIVE SUMMARY U This report addresses reconstructing Pike Lake Road from Eagle Creek Boulevard (CSAH 16) to 0 1100 feet south.and constructing a new public road (Street "A") from Pike Lake Road to 425 west. Currently, Pike Lake Road is a 26-foot-widegravel roadway with roadside ditches and the existing street section is not adequate to accommodate the proposed traffic volumes. This report U addresses the need for the street to be upgraded to current urban roadway standards. Pike Lake Road is designated a Municipal State Aid street and would be designed to MSA standards. Street "A" is proposed to be constructed since it will be the access road for the Independent m School District (ISD) 720's new elementary school, which is currently under construction. The school is proposed to be opened next August and is the main reason for these proposed improvements. Tollefson Development has entered into an agreement with ISD 720 to build I Street "A" as part of the proposed residential development in this area. The proposed improvements consist of removal of the existing gravel surface and installing I bituminous pavement, new concrete curb and gutter, a bituminous trail, sanitary sewer, trunk water main, storm sewer, and a stormwater treatment pond. I The total estimated project cost including right-of-way costs is $822,300, which includes 5% contingency cost and 25% indirect costs. This project is proposed to be funded through special assessments on the Tollefson property, city (CIF) capitalimprovement funds and funding from I ShakopeePublic Utilities Commission (SPUC). It is proposed that construction would take place in spring 2007 with completion in early sUmmer I 2007. This project is feasible, necessary, and cost-effective from an engineering standpoint and should be constructed as proposed herein. INTRODUCTION m 2.1 Authorization I On October 3, 2006, the City of Shakopee ordered the preparation of a feasibility report for Pike Lake Road Improvements from Eagle Creek Boulevard (CSAH 16) to 1,867 feet south and a 0 Public Road (Street "A") from Pike Lake Road to 425 feet west to ISD 720 Elementary School Site by Resolution No. 6503. U . After discussions with City staff and Tollefsori Development, is was decided to only construct Pike Lake Road 1100 feet south to Street "A" and also Street "A." This was done since Tollefson Development will not be developing the lands to the south of the elementary school I site and on the west side of Pike Lake Road. Reconstructing part of Pike Lake Road and building Street "A" does provide a paved access road to the ISD 720 elementary school. BACKGROUND - This project is essentially being initiated to serve the ISD720 elementary school to provide a I paved access to the school. ISD 720 and TollefsonDevelopment, Inc. have entered into an agreement to provide this paved access to the elementary school site by the summer of2007. Tollefson Development previously was working on platting the adjacent land to the west of Pike I Lake Road and to the south ofthe school site for residential development, but has decided to postpone development atthis time and either sell the land or develop it in the future. Tollefson Development has agreed to build Pike Lake Road public improvement project according the I State Statute Chapter 429 process. Under this process the project would be built as a Cityproject and assessed per the City's assessment policy. Tollefson Development has preliminarily agreed to pay 100 percent of the project assessments and the existing properties on the east side of Pike I Lake Road and the ISD 720 Elementary School are not proposed to be assessed for this project. 3,1 Existing Conditions I Existing conditions are shown on Figure 2, AppendixA. I 3.1.1 Roadway SouthofCSAH 16, Pike Lake Road is currently a rural two-lane gravel street section I with shallow drainage ditches on each side. The existing roadway has a width ranging between 24 to 30 feet, with gravel and bituminous driveways serving residences on the east side. NorthofCSAH 16"existing Pike Lake Road is striped for a southbound left I turn lane and combined southbound through/right turn lane and one through lane in the northbound direction. I Currently, the proposed public road (Street "A") from Pike Lake Road to 425 feet west to ISD720 Elementary SchoolSite does not exist and the existing land is rural agricultural. This land is owned by Tollefson Development, Inc. and is proposed to be developed into I residential uses in the future. Turn lane improvements for CSAH 16 were recently constructed as part of the Ridge I View Estates plat. This involved the construction of an eastbound and westbound left turn and right turn lanes with one through lane going in either direction. This intersection currently has stop conditions for Pike Lake Road and CSAH 16 is a through street. I 3.1.2 Sanitary Sewer I The proposed trunk sanitary sewer will connect into the existing Prior Lake Sanitary SewerInterceptor. This 36-inch RCP trunk sanitary sewer line is owned by the I Metropolitan Council Environmental Services (MCES). It was constructed in 1971 and carries sewage from the City of Prior Lake. and portions of Shako pee to the Blue Lake Treatment Facility, which is located along the Minnesota River north of the project area. I I Feasibility Report Pike Lake Road and Street "A" Improvements I From CSAH 16 (Eagle Creek Boulevard) to 1100 Feet South City of Shako pee Project No. 2007-3 WSB Project No. 1566-16 Page 3 g 3.1.3 Water Main I There is an existing '16- inch ductile iron pipe (D IF) water main stub bed from the north that terminates at the west side ofthe intersection of Pike Lake Road and CSAH 16. This I stub was installed recently with the Ridge View Estates plat and is proposed to be extended south. The ISD 720 elementary school stubbed an8-inch DIP water main from their site to the south for connection near the intersection of Street "A" and the I elementary school driveway entrance. All existing residential properties on the east side of Pike Lake Road are currently served by individual private wells for their water use. I 3,1.4 Storm Sewer and Drainage I Currently, all drainage along Pike Lake Road is provided via roadside ditches and existing metal culverts. The drainage along Pike Lake Road is split into two areas that flow. to the north or south from the high point located'approximately 450 feet south of the I center line of CSAH 16. The ditches along Pike Lake Road north of this high point flow to the CSAH 16 ditch. At the intersection of Pike Lake Road and CSAH 16, the CSAH 16 ditch system flows from west to east and is conveyed under Pike Lake Road through I an IS-inch steel culvert. This ditch ultimately discharges to the Prior Lake outlet channel to the east. The drainage from south of the above-described high point to the City limits is conveyed from the west to the east side through three culverts. The first culvert is an I 18-inch steel culvert approximately 250 feet south of Street "A" which picks up a drainage area to thewest and portions of Pike Lake Road. This culvert discharges to a ditch theruns through an easement located between Lots 5 and 6 of Meadowbrook Run I that flows to the.Prior Lake outlet channel. The second and third culverts are an 18-inch steel culvert and 54-inch steel culvert that pick up a large 3,900-acre drainage area to the west and portions of Pike Lake Road. These culverts discharge to a ditch that runs I through an easement located on Lot 7 of Meadowbrook Run and flows to the Prior Lake outlet channel. All ofthe existing culverts under the roadways and driveways are in poor condition and are proposed to be removed as part of this project or in the future when the I area develops. Catch basins and storm sewer stubs from the ISD 720 school site were installed atthe intersections of Pike Lake Road and Street "A" and the school entrance and Street "A." These were constructed to drain into the proposed Street "A" and Pike I Lake Road storm sewer system. 3.1.5 Existing Private Utilities I Electric There are overhead power lines located on the west side of Pike Lake Road that will be I removed or relocated prior to or during construction. This overhead power line runs north/south and has service lines crossing to the east to serve the existing properties. If the poles are removed, power lines are then proposed to be installed underground on the I east side of Pike Lake Road within the existing drainage and utility easement on the Meadowbrook Run plat. I These telephone lines cross under CSAH 16 to connect to a line that runs eastlwestalong the north side of CSAH 16. m Gas Along the east side of Pike Lake Road, approximately 22 feet east of centerline, an existing 3-inch gas line runs north/south and has service lines to the existing residential I properties. This gas line crosses under CSAH 16 to connect to a 3-inch li.q.e that runs east/west along the north side of CSAH 16. Gas for the ISD 720 elementary school is served from a line offofCSAH 16. I Cable Television Mediacom and Comcast were both listed on the Gopher State One utility locate ticket for I this project. Comcast stated they do not have any facilities within the project limits and no information was provided to,WSBregarding Mediacom's facilities withiuthe project limits. I 3.1.6 Wetlands I The proposed roadway, sanitary sewer, and water main improvements will not have any impact on any existing wetlands. No existing wetlands are located within the project limits. I 3.1. 7 Existing Property Owners I On the west side of Pike Lake Road south of Street "A" the land is currently owned by Tollefson Development. The area on the west side of Pike Lake Road southofCSAH 16 to the proposed Street "A" location is owned by ISD 720 and is the site for the new I elementary school currently under construction. . The area directly abutting the west side of Pike Lake Road contains the Prior Lake Sanitary Sewer Interceptor, across which MCES has a pennanent easement. The existing properties to the east of Pike Lake Road I are part of the MeadowbrookRun plat and have existing homes on residential lots larger than two acres. I 3.1.8 Existing Zoning On the west side of Pike Lake Road south of Street "A," the land is currently zoned Rl B, I Urban Residential. The area on the west side of Pike Lake Road south ofCSAH 16 to the proposed Street "A" location is zoned RIB, Urban Residential, and is the site for the new ISD 720elementaryschool. The existing properties to the east of Pike Lake Road I are part of the Meadowbrook Run plat and are zoned RR,Rural Residential.. All the properties listed above except those in the MeadowbrookRun plat are within the I Metropolitan Urban Service Area (MUSA) boundary. PROPOSED IMPROVEMENTS g 4.1 Roadway I Proposed roadway improvements are shown on Figure 4, Appendix A. These proposed roadway improvements involve reconstructing Pike LakeRoad from Eagle Creek Boulevard (eSAR 16) I to 1100 feet south and constructing a new public road (Street '"A") from Pike Lake Road to 425 feet west. Currently, Pike Lake Road is a 26-foot-widegravel roadway with minimal roadside ditches and the existing street section is not adequate to accommodate the proposed traffic I volumes. Pike Lake Road needs to be upgraded to current urban roadway standards. Pike Lake Road is designated a Municipal State Aid street and would be designed to MSA standards. Street '"A" is proposed to be constructed since it will be the access roadfor the Independent I School District (ISD) 720's new elementary school, which is currently under construc~ion. The school is proposed to be opened next August and is the one of the main reasons for these proposed improvements. Tollefson Development has entered into an agreement with ISD 720 to I build Street '"A" as part of the proposed development in this area. At the intersection of CSAH 16 and Pike Lake Road the existing stop condition on Pike Lake I Road will. remain and CSAR 16 will continue to be a through street. This intersection does not meet warrants and traffic volumes to justify a signal at this time. I The proposed roadway improvements consist of removal oft he existing gravel surface and installing bituminous pavement, new concrete curb and gutter, and a bituminous trail. ThePike Lake Road. typical sections are shown on Figure 3, Appendix A and the roadway will be a 44-. I foot-wide, 3"'lane urban design with a center left tumlane at Street '"A" and CSAH 16, The design speed of Pike Lake Road is 45 miles per hour with a projected 2030 Annual Average Daily Traffic (AADT) of 4,000. The proposed right-of-way width is 80 feet with an existing 10- I foot-wide drainage and utility easement on the east side and a proposed 21-foot-wide drainage and utility easement on the west side. I The Street "A" typical section is shown on Figure 3, Appendix A and is a 36-foot-wide,2-lane urban section road and will extend 425 feet west of Pike Lake Road. On the west end of Street '"A" the pavement is proposed to terminate with an 80-foot-diametertemporary cul-de-sac with I 2-foot gravel shoulders. TheISD 720 elementary school entrance will have access off Street '"A." A trail is proposed along the north sid~ of Street '"A" to provide pedestrian access from Pike Lake Road to the elementary school. I As. discussed in the Authorization Section 2.1 of this report, the original scope ofthis project was to reconstruct Pike Lake Road from CSAH16 to the southern City limits (1,867feet south). I Therefore, a preliminary profile for Pike Lake Road was laid out to this point and should be considered in the future design when this roadway is reconstructed. This following profile discussion is not part of this project and is included in this report for informational purposes. I The southern low point of Pike Lake is proposed to be raised from an existing elevation of796.9 feet to a future elevation of 801.4 feet to provide sufficient free board for the future developable lands on the west side of Pike Lake Road and the necessary cover over the required 12-footby 4- I foot box culvert described under the Future Storm Sewer and Drainage Section 4.4.1 of this I Feasibility Report Pike Lake Road and Street "A" Improvements From CSAH 16 (Eagle Creek Boulevard) to 1100 Feet South I City of Shako pee Project No. 2007~3 WSB Project No. 1566-16 Page 6 I I report. The invert elevation ofthis box culvert is controlled by the water elevations oJthe Prior Lake outlet channel where the above-described drainage area discharges to. I 4.2 Sanitary Sewer Proposed sanitary sewer improvements are shown' on Figure 4, Appendix A. The proposed I project involves the design and construction of a sanitary sewer to be extended from the existing MetCouncil Environmental Services (MCES) interceptor located west of Pike Lake Road along a proposed alignment that has been defined by Tollefson Development, ISD 720, and City staff I to serve areas to the east and west. This proposed connection is at the intersection of Pike Lake Road and Street "A." I The 8-inch PVC pipe is proposed to be run at a minimum grade of 0.40% and will be designed in accordance with the MCES and City of Shakopee design standards. A stub is proposed to be installed to the west along Street "A" to serve future development and provide a lateral sanitary I sewer connection to the sewer extended from the elementary school site. A stub to the east side of Pike Lake Road will be installed to provide for future lateral sanitary sewer connection. This east stub would have to be extended as part of a future project to the north and south to provide I sewer service access along the east side of Pike Lake Road and would be done so only if requested by the existing property ,owners. I The finished grade over the existing MCES sanitary sewer interceptor manhole is not proposed to change with the preliminary design completed for the preparation of this report. However, if during the final design it is determined the grades over the MCES sanitary sewer require change, I this may require the manhole to he reconstructed to MCES standards, which could potentially involve a complete replacement of the structure. On the previous 2005 City project that connected to this same interceptor approximately 1,000 feetto the north, the MCES required the I manholes to be lined to provide hydrogen sulfide corrosion protection. Thisincreasedthe construction costs of the manholes considerably since typical construction does not require the manholes to be lined.WSB has been in discussion with the MCES in regards to this project to I determine the extent of the required connections and existing manhole adjustments, but'a design decision has not been made by MCES at this time regarding these issues. For the purposes of this report, it was assumed the connection would require a lined manhole and that the one I existing MCES manhole would not be affected by this project since the grades over this manhole are not proposed to be changed from the existing condition. I 4.3 Water Main Proposed water main improvements are shown on Figure 4, AppendiX A. An existing 16-lnch I water main has been extended to the southwest comer of the intersection ofCSAH 16 and Pike Lake Roadwhere it termin~tes with a hydrant in the boulevard area of Pike Lake Road. The I proposed water main will connect to the existing 16-inch stub and then cross diagonally into the proposed street, 12 feet west of the Pike Lake Road centerline where it will run south of Street "A" and terminate at a flushing hydrant. In the future, this water main will be extended south to I the City limits.SPUC is also considering locating the water main on the east side boulevard so it can he accessed for services to the existing homes on this side. On the west side of Pike Lake Road there is little need for service I access since the adjacent land is ball fields, open space, and a proposed pond. SPUCwill make a decision regarding the water main location during final design of the project and for the purposes I ofthis report the location of 12 feet west of centerline was considered. The school district has extended an 8-inch water main through their site toa point at the south end of their property, just west of the main entrance off of Street "A." An 8-inch main will be extended along the south I side of Street" A" to connect to the proposed 16- inch water main along Pike Lake Road and to the 8-inch water main from the school site. At the west end of Street "A" the water main is proposed to terminate with a temporary flushing hydrant. When this area develops in the future I this 8-inch water main will be extended west. Since the existing homes along the east side of Pike Lake Road currently have wells, no water I service connections are proposed with this project. Stubs to the east side of Pike Lake Road are proposed to provide future connections to City water. I SPUC has two pressure zones within the area and is proposing the construction of a booster station at the south end of Pike Lake Road in the future. Currently, this booster station is proposed on the west side of Pike Lake Road but could be moved to the east based on the City's I possible future acquisition of Meadowbrook Run Lot 8 from Gonyea Development. Both of these areas are south of the revised project limits. The booster station would be built as part of a separate project and is not included in the costs for this report. Coordination of the water main I will be required for the booster station location and its final location will be determined by the location of future Valley View Road to keep this booster station out of the sight line of this , intersection. Since the area on the west side of Pike Lake Road is not developing at this time the I booster station is not required. When development occurs in the area at an elevation greater than 825 feet, this booster station will then be required. I 4.4 Storm Sewer and Drainage Proposed storm sewer improvements are shown on Figure 4, Appendix A. At the Pike Lake I Road and CSAH 16 intersection, the existing ditch along CSAH 16 will remain to pick up the drainage off CSAH 16 and it is proposed to replace the culvert under Pike Lake Road to maintain this drainage way. Pike Lake Road will be upgraded from a rural section roadwaywith ditches I to an urban roadway with curb and gutter and storm sewer. All storm sewer with the Pike Lake Road and Street "A" corridor will drain to a proposed pond on the west side of Pike Lake Road south of Street "A." This pond is proposed to be graded to a size necessary to handle the runoff I only of Pike Lake Road, Street "At and portions ofthe ISD elementary school site. The pond is sized to provide rate control and water quality tre<l;tment to the National Urban Runoff Program (NURP) standards. 'All land necessary for the construction of this pond will be dedicated by I Tollefson Development. When the area south of Street "A" develops this pond may be removed and this storm water runoff will be directed to the future pond constructed to serve the development. The pond outlet will discharge to an existing I8-inch culvert the passes under Pike ' I Lake Road and discharges to a ditch that continues between Lots 5 and 6 of Meadowbrook Run and flows to the Prior Lake outlet channel. There is no oversizing oftheproposed storm sewer system and pond associated with this project. 0 4.4.1 Future Storm Sewer and Drainage g The following was considered when the project scope extended to the south City limits on Pike Lake Road. It is' included in this report for future consideration when the west side area develops and Pike Lake Road is reconstructed from Street "A" to the south. m As discussed in the existing conditions section ofthis report, there is a large 3,900-acre drainage area that crosses under Pike Lake Road from the west and flows into the Prior - Lake outlet channel. According to the City's storm water management plan, a design flow of 0.10 cubic feet per second per acre should be used and this.will require a 12-foot by 4-foot or equivalent sized box culvert under Pike Lake Roadto carry the future flows. I This box culvert would be constructed at a later date. , Inpreliminary design, options were considered to handle the 3,900-acre drainage area I and the future west side development pond outlet by possibly acquiring partofthe Gonyea property (the southwest 352-foot x 240-foot area ofLot8, Block 1, Meadowbrook Run) for the future Valley View Road extension and the drainage channel. I One option would be to construct the drainage channel located on this parcel along with the SPUC booster station and vacate the existing 20-foot-wide drainage and utility easement on Lot 7, Block 1, Meadowbrook Run and relocating this easementt<? the south I lot line ofLot7. This would allow for more developable land on this lot and could be done as exchange for other permanent and temporary easements on this lot. If this option is not feasible, the City could then discharge the drainage from the future west side pond I into the 20-foot existing drainage way easement, possibly scaling back the future roadway slopes to minimize the embankment area and extend the existing 54-inch diameter culvert. These drainage issues will need to be resolved as these areas develop or I when the Pike Lake Road improvements are'extended south. The future west side development ultimate pond size and potential outlet loca~ions were I also considered as part of the preliminary design for this report. This pond was cOl1sidered at the southwest side of Pike Lake Road near the City limits. Two outlet options were looked at: one at the south end ofthe plat crossing under Pike Lake Road to I the Gonyea property and the other crossingunder Pike Lake Road flowing to the east to the existing easement and drainage way located on Lot 7, Block 1 of the Meadowbrook Run plat. The final location ofthe future pond outlet will be determined when this I property develops but must be considered since it will influence the design of Pike Lake Road and SPUC's future booster station. I 4.5 Right-or-Way and Easements At the southeast corner of the Pike Lake Road and CSAH 16 intersection, a small triangular I piece of permanent highway easement for the southeast intersection radius will be needed. This piece will be within the existing drainage and utility easements and is approximately 438 square I Feasibility Report Pike Lake Road and Street "A" Improvements From CSAH 16 (Eagle Creek Boulevard) to 1100 Feet South I City of Slrakopee Project No. 2007-3 WSB Project No. 1566-16 Page 9 I g feet. A temporary construction easement will be required at the south west corner of Lot 4, Block I of the Meadowbrook Run Plat. This is needed for the trench excavation to install the proposed sanitary sewer and watermain stubs to the east. This temporary easement is m approximately 1461 square feet. These stubs will be located within the existing right-of-:way and no permanent easements will be required. In all other areas along the east side of Pike Lake Road, there is sufficient right-of-way and drainage and utility easements to construct the project within these boundaries. - Right of way and easement acquisition costs along the east side of Pike Lake Road are not - included in the project cost estimate. During construction, this project may also include some temporary sloping easements and/or rights-of-entry from the property owners on the east side in order to blend slopes and grade drainage ways to match the existing ground. For purposes of this I report it is assumed any right of way and easements on the east side of Pike Lake Road would be dedicated by the property owners in exchange for Tollefson Development agreeing to pick up these property's assessments. The proposed right-of-way and temporary easement are identified I on Figure 4, Appendix A. All easements and right-of-way on the west side of Pike Lake Road will be dedicated by I Tollefson Development. The easement issues and encroachment into existing MCES sanitary sewer easement will be handled as part of the project design. Tollefson Developmentha~ had similar agreements with MCES over this sewer line to the north with the. Ridge View Estates I development and it should be the same process. WSB will provide the design ofthe roadway, trail locations, and utilities for their negotiations with MCES and the preparation ofthe encroachment agreement. I 4.6 Permit Applications I If this project moves into the design phase, the following permits will be prepared and submitted by WSB on behalf of the City. Tollefson Development has pledged to pay all the assessments for this project based on a 36-foot-wide equivalent roadway construction cost. These costs include lateral storm sewer, lateral water main (8-inch in diameter), later sanitary sewer (8-inch in diameter), trail, and 50% I ofthe street lighting system. There is oversizing of proposed water main and this oversizing cost will be paid for by SPUC. There is no oversizing of the sanitary sewer. There is no oversizing of the storm sewer. Tollefson Development has also pledged to pay for all right-of-way and I easement costs necessary to construct Pike Lake Road, Street "A," and roadway drainage systems. I 2. This project will require connection to the Met Council sanitary sewer interceptor and I includes anencroachmeIit agreement. 3. Pike Lake Road is a Municipal State Aid Road and plansand specifications will require I approval from MnlDOT for funding. 4. This project will require the paving of the proposed roads, sanitary sewer, and watermain I to be completed by June 29, 2007 for the ISD 720 Elementary School. 5. This project requires Street "A" to terminate at a proposed temporary cul-de-sac until this m road is extended in the future by development. This project is being completed as a Chapter 429 Improvement. This process will require 6. B a public hearing for the project and the Council will need to order the improvement following the hearing in order to proceed. U Based on the conclusions listed, the following is recommended: 1. Commercial, Residential and Municipal I SUBSURFACE SOIL INVESTIGATION FOR . PIKE LAKE ROAD I ALLIED PROJECT NUMBER 06063 I INTRODUCTION . I This report summarizes the findings of a subgrade soil investigation completed by Allied Test Drilling company for the evaluation of the present roadway of Pike Lake Road south of County Road No. 16 in Shakopee, Minnesota. I,' Said work was performed for The City of Shakopee, hereafter referred to as the "Owner" . I Three soil borings relating to the roadways were performed within the project areas , to establish soil profiles. These borings were put down on the roadways. From these I borings, a sample of soil representative of certain depths of the subgrade and/or base aggregate inplace in the roadway embankment was processed by making visual soil , classifications as per the MNDOT soils classification method. An estimation of the I AASHTO?oil class was made based on the soil texture and plasticity by visual means. From this data recommendations are made regarding subgrade soil suitability for I pavement support, and recommended R-values for pavement design. I TEST LOCATIONS AND ELEVATIONS Random test locations were selected by WSB & Associates, .Inc. Design Engineer I for the Owner'. , . Depths of the boringsare.referenced to the top of the Aggregate Base at each location; I FIELD INVESTIGATION I A total of three Standard Penetration Test, (SPT), borings Were put down at the site to depths up to of 31-1/2 feet in accordance with ASTM 1586-84: "Standard Method for I penetration Test and Split-Barrel Sampling of Soils". Using this procedure, a 2" 0.0. split barrel sampler is driven into the soil by a140 Ib weight falling a distance of 30 inches. After an initial set of 6", the numberof blows required to drive the sampler an I I I Project 06063 . Pike lake Road Page -2- I additional 12 inches is known as the standard penetration resistance or "N" value. The "N" value provides an indication of the relative density of cohesionless, (coarse grained) soils or of the consistency of cohesive, (fine grained), soils. I As the samples were obtained in the field, they were visually and manually classified. Representative portions of the samples were then sealed in clean, glass, soil I jars and returned to the laboratory for further examination and verification of the field classification. Logs of the test borings indicating the depth and identification of the I various strata, measured penetration resistances, soil classifications and the results of water level checks are included in the appendix to this report. I In addition to soil classifications by the Mn/DOT tri-Gixial chart method, soils were further classified according to AASHTO M145, "Classification of Soils for Highway Constructio'n Purposes". These classifications are in the zones of most likely pavement I influence. Stabilometer R-values were approximated based on this data. I SOIL BORING RESULTS Attached are logs for each of the borings together with a key explaining terms and I entries. The depth of individual layers of soil may vary somewhat from those indicated on the logs due to the inexact nature of auger sampling and the occurrence of transitions between soil layers, I The determination of the stabilometer R-values is based on visual soil classifications, and approximation of theAASHTO soil class based on the texture and I visual determination of soil plasticity. The borings wereputdown on November 2, and 3, 2006, and The holes were then I backfilled. Ground water was encountered in Boring NO.3 at 22-1/2 feet. Ground water was not encountered in Borings NO.1 & NO.2 This was evidenced by a lack of standing. water in the bore hole and no high or wet cave-ins. Recovered soil samples I were of normal moisture content based on visual observations. It is once again emphasized, that water levels may vary according to many I c1imatologicar and meteoro-Iogical factors which are beyond the scope 'ofthis investigation. Water level reading~ apply for the time of testing only. I The upper 4 inches contained well graded sand & gravel aggregate base. In general, the borings indicated that the roadways have three basic soils. In Boring NO.1 Clean Sand & Gravel. is inplace to an 11-1/2 foot depth. In Boring No: 2 a very fine I sandy loam soil is inplace to a 6-1/2 foot depth. In Boring No.3, Black Sandy Clay Topsoil is inplace to a 6-1/2 foot depth.. I I I I Project 06063 Pike Lake Road. Page -3- . I CONCLUSIONS AND RECOMMENDATIONS I The following conclusions and recommendations are based upon interpreted results of boring logs and test data. Because the borings represent a small portion of the site in relation to the complete area of work, Actual subsurface soils may have a different I nature than those observed in the test holes. . The granular soil in Boring No.1 put down at the North end of the project is an I excellent subgrade material. This soil would classify as Sand.& Gravel, AAASHTO A-1b and would have astabilometer R-value of R-70. I . The Sandy Loam soil in the upper 6-1/2 feet of Boring No.2 would classify as an MSHTO A-4 Soil and would have an approximate Stabilometer R-value of 45. I The Topsoil in the upper 6-1/2 feet of Boring NO.3 should be removed. The R-value would be determined by ,the replacementsoil. I In .using the R-value method for pavement design, it is essential that the subgrade be constructed of uniform soil at a moisture content and density in accordance with I MN/DOT spec. 2105 and be capable of passing test rolling. I LIMITATIONS OF INVESTIGATION The Soils Engineer has prepared this report in accordance with generally accepted I soils engineering practices. Because the borings represent only a small portion of the total site, and for other'reasons, Allied Test Drilling Company does not warrantthat. .the borings are necessarily representative of the entire site but only of the boring I locations atthe time of investigation. No warranty of the site is made or implied: Groundwater levels will vary seasonally and daily depending on weather conditions, therefore, the stated measurements are indicative of the levels at the time of I measurement only. Predictions of future groundwater levels are beyond the scope of this investigation.
