INTRODUCTIONIDISCUSSION:
After Council provided direction on the type of bridge enhancements they wished to see,
staff met with the Scott County staff and their consultant on the project, Boonestroo,
Rosene and Anderlik. Accompanying this memo is a table showing the estimated costs,
which are within the $125,000 amount identified in theCIP. Also attached are graphics
that depict the enhancements. Council is asked for direction as to whether to inform the
County to proceed with all of the enhancements as depicted, or to modify the
enhancements so that design work can proceed. Staff did confirm that there are not any
expected additional engineering costs for which the City would be responsible, and that
the sidewalks are included in the County's costs.
ALTERNATIVES:
1. Offer and pass a motion directing staff to inform Scott County that the Council wishes to
proceed with the CSAH 101 bridge enhancements as depicted in the attachments to this
memo.
2. Offer and pass a motion directing staff to inform Scott County that the Council wishes to
proceed with revised enhancements as determined by the Council.

Michael,
As a followup toourmeeting in December, we have prepared some drawings that show the monuments
incorporated into the wingwalls at all four corners of the bridge. The wingwalls would have a brick veneer
on both sides of the wingwalls with a concrete core. The drawings are attached to this memo.
The drawings and cost estimates reflect the inclusion of six lights on the bridge instead of four lights that
we had discussed. Our landscape architects indicated that the four lights, one at each corner of the bridge,
would provide an adequate level of lighting on the bridge. Consequently, one additional light was needed
on each side of the bridge.
As requested by Scott County, we have discussed the configuration of the trail on the north side of the
bridge with MnDOT. MnDOT has said that going with a raised sidewalk is acceptable to them. The cost
estimate reflects that this railing is being eliminated. The drawings do not reflect this change since the
person doing the drawings has been on his honeymoon this week.
A large block pattern, roughly 18" by 36", was included on the front face and exposed faces of the
wingwalls. The would receive the normal surface treatment as standard formed concrete. Therefore, the
only additional cost to the City for the surface treatment is the forming cost.
As you can see from the cost estimate, the estimate cost of aesthetic improvements is under the budget
set by the City Council. It should be noted that the cost estimate is based on 2007 construction costs. With
the bridge being constructed most likely in 2009, the actual costs will be higher. Estimated costs for 2008
and 2009 are provided at the bottom of the spreadsheet assuming a 5% annual price increase.
