CITY OF SHAKOPEE Memorandum TO: Mayor and City Council Mark McNeill, City Administrator FROM: Ed Schwaesdall, Fire Chief SUBJECT: 2007 Audio Visual System Improvements Authorization DATE: January 9,2007 INTRODUCTION: The Council is asked to authorize quotes to be taken for the second phase of an audio- video system upgrade for Station 51 TraininglMeeting Room. BACKGROUND: Elsewhere on the January 16th agenda, the City Council is asked to approve a proposal from Clarity Audio Video Systems, to provide and install a series of upgrades for the training/meeting room at the Vierling Drive Fire Station. If approved by Council, that would include two video projectors, and cabling and rewiring of the sound and video systems, including software, from Lya1com. At the January 2nd City Council meeting, Council gave direction to provide additional information regarding the Lya1corn/Clarity purchase (which is attached to that memo), because this was not specifically identified as a line item in the equipment purchase. If approved by Council, phase 2 of this upgrade would provide for a motorized projector screen, which is critical for the type of training that we do in the Fire Department. This would be the second screen in the room. Training scenarios require the need for a separate second screen to show multiple views for incident command. In addition, the damage to the original screen, which was installed at the time of the construction of Station 51, will be fixed. Over the years, it has sustained water damage during a roof leak. There will also be new video connections. Phase 2 would also replace the current four ceiling speakers which cannot be heard throughout the room, with eight new speakers. The bid would provide for wireless microphones, and the ability to coordinate all AV features with a touch pad wireless control system. Finally, a lectern would be provided to allow lap tops to access the training system. This lap top capability will allow Power Point usage. Quite frankly, the old system is not dependable for use even with VHS and other older technology. In response to a question from the Council, this would be utilized often by the Fire Department for training. This is needed onsite, and other potential locations such as the police training room or City Hall are not feasible. Station 51 is used regularly for Fire Fighter I training. The various schools which provide FFI classes rotate to various departments, and Shakopee hosts frequently. At the January 2nd meeting, Councilmember Lehman requested that there be a presentation on the types of training to be provided. A later clarification confirmed that this was not so much the training programs, but rather the type of equipment to be purchased. Unfortunately, because of events with the Fire Department the week of January 8th, and the training officer and my inability to attend the City Council meeting on January 16t\ I will have to attempt to answer that question here. A FATS simulator is budgeted to be installed at the SCALE training facility. The question was raised as to whether the FATS (Fire Arms Training and Safety) program could be used instead of, or to enhance the training scenarios that we are anticipating for instant command and other issues at the fire training room. City Administrator McNeill spoke with the Joint Regional Training Facility Coordinator Rob Boe and put that question to him. In short, Mr. Boe said that it is possible, but he really did not know all of the possibilities that FATS can offer. There are several different providers, and some of the software can be individualized enough that the trainer can shoot street scenes in a particular community to incorporate into the system. It is quite possible that it could be used in conjunction with incident command training. However, he also said that this is an emerging technology, and this is only one aspect of what a training room scenario might utilize. The Shakopee Fire Department Training Room would also be used for everything from first aid to pump operation training, and so while the FATS Simulator might be used for fire department type oftraining, it can't replace everything. Mr. Boe told the Administrator that he will be meeting with someone from the State Department of Homeland Security and Emergency Management on January 16th, and would get more information from him at that time. BUDGET IMP ACT: Fundingfor this purchase would come from the Fire Department's equipment line item in 2007. While not specifically identified as a line item, sufficient funding exists within that line item. RELATIONSHIP TO VISIONING: This supports Goal D. - Vibrant, resilient and stable. ACTION REQUIRED: If the Council concurs, it should, by motion, direct the Fire Chief to seek competitive quotes for Phase 2 of the audio visual upgrade of Station 51's TraininglMeeting room.
